Plan International Indonesia Job Vacancy : SAYA SIAP Consultant

Plan International is an independent child rights and humanitarian organization committed to children living a life free of poverty, violence and injustice.. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. In Indonesia Plan International has been working since 1969 and currently works in 7 provinces and sponsors more than 40,000 children. Through project SAYA SIAP in Nagekeo, funded by DFAT and Plan International Australia, Plan International Indonesia is seeking a consultant (individual/team) to carry out endline survey. The project is implemented in 5 villages in 2 Sub-Districts in Nagekeo district, which are South Aesesa (Renduwawo and Rendubutowe) and Aesesa (Dhawe, Towak and Tedakisa village). The project is implemented in partnership with SANRES.
The key questions to be answered by the researchers/evaluators
  1. How well the relevancy, effectiveness, efficiency, and sustainability of this project?,
  2. What qualitative and quantitative outcomes were achieved and are these changes sustainable?,
  3. What good practice and learning from this project?,
  4. What kind areas must be improve; especially related target, methods of achieving objectives, institutional capacity in decision-making and project implementation,
  5. What contribution of this project to country strategy 4?
Methodology:
The final evaluation of this project will be carried out with combination of quantitative and qualitative approaches. The data collection techniques to be performed are as Follows:
  1. Desk review, conducted with the aim of obtaining various secondary information related to relevant project
  2. The questionnaire and focus group discussion (FGDs), conducted with the aim how well the knowledge, attitude and practice of communities residents communities, and stakeholders to manage climate change adaptation,
  3. In-depth interview were conducted to obtain the detailed data related the knowledge, attitude and practice of members to realize climate change treats.
  4. Observation on this final evaluation were conducted to obtain data related how well the practice of members to realize climate changes treats.
Scope of work:
Tasks and responsibilities of the consultant are as follows:
  1. Proposal that detailing the methodology and budget required to conduct the research/evaluation
  2. Recruit, train and manage research/evaluation team including enumerators
  3. Propose tools to be used in the research/evaluation, including sampling frame and quality control scheme and discuss the suggestion with Plan International Indonesia
  4. Develop a data entry system and management
  5. Supervise field research/evaluation implementation
  6. Responsible for field operations, including logistics, permission to conduct the research, informed consent from individuals and families taking part in the research/evaluation
  7. Coordinate with project management during field research implementation
  8. Collect, compile and analyses all data (gender and age disaggregated) gathered and develop a final report (including all findings and statistics)
  9. To keep all information provided by Plan International Indonesia as well as the findings of the research/evaluation confidential.
Deliverables:
The consultant is expected to produce and submit the following deliverables:
  1. Study protocol specifying a detailed study work plan and proposed study tools that will be discussed and agreed upon prior to field activity
  2. Data collection tools as per target groups
  3. Presentation of initial findings to Project team and MER&D department team, after field activities have been concluded (narrative and PowerPoint version)
  4. Draft reports in Bahasa and English in two weeks’ time after field activities have been concluded
  5. Presentation of draft and reporting data flow diagram to Plan International Indonesia for discussion and feedback
  6. Submission of a comprehensive final report in Bahasa and English two week after receiving feedback from Plan International Indonesia
  7. Hardcopies of filled-in questionnaires (if available), interview transcripts and attendance lists, photos with informative subtitles and other valuable study materials (For Plan International Indonesia Documentation)
  8. Presentation on finding and recommendations in dissemination workshop
  9. Produce Information, Education and Communication (IEC) material, e.g. infographic,  that will be used for advocacy purposes

Minimum requirements for the consultant team:
The research/evaluation has to be led by a high qualified research consultant with strong capacity in conducting gender sensitive study. Consultant interested in submitting a proposal should have the following criteria:
  1. Possess equal composition of qualified academic background, knowledge, experience and capacity to manage the study
  2. Excellent understanding Childs right and protection issues
  3. Have an extensive experience in managing studies in the context of Childs or human rights in area of gender
  4. Good knowledge of the study areas (climate change adaptation)
  5. Understanding of project management structures and change management concepts
  6. Excellent in report writing, both in Bahasa and English
  7. Experience of working with participatory methodologies
  8. Has strong experience in disseminating research findings

The technical proposal should demonstrate understanding of study ethic, qualification of study team members and their CVs, as well as their roles in the study. The consultant should also describe her/his experience in conducting similar survey, and financial and technical capacity (in Ms. Words format)
    2. Budget Proposal comprising details of budget plan such as consultant and team’s fees, transportation, stationeries and other survey necessities. (in Ms. Excel format)
