Request for Proposal (RFP) on the Study on the impact of Renewable Energy Off-grid projects in the livelihood of the people

TERMS OF REFERENCE

Project Title: Study on the impact of Renewable Energy Off-grid projects in the livelihood of the people in the sites..


Project Background and Objectives

Indonesia is the world largest archipelago country with over 17,000 islands in total and less than 20% inhibited. Population is unequally distributed within and across islands. Access to energy and electricity remains a challenge, especially for the under-developed, remote, and on borders areas. Developing grid energy that connects the scattered people and islands would be challenging, in both technical and financial aspect. The electricity grid connection is one of the biggest investments required by the PLN (Perusahaan Listrik Negara), the State Owned Electricity Company, the only utility company in Indonesia. As such, developing off-grid, particularly using renewable energy from the local resources, has become the fastest and most efficient solution, as well as able to provide security of energy supply, especially in remote areas.

In Indonesia, Renewable Energy (RE) off-grid has been supported and funded by Direktorat Jenderal Energi Baru, Terbarukan, dan Konservasi Energi (EBTKE) through the provision of Dana Alokasi Khusus/Special Allocation Fund (DAK), State Budget (Anggaran Pendapatan dan Belanja Negara) and other sources such as PNPM (Program Nasional Pemberdayaan Masyarakat), that provides budget for off-grid projects based on provincial budget request for RE off-grid systems. Overall there are about 800 RE off-grid systems across the country. However, the impact of the RE off-grid developments has never been analyzed. There is only a limited number of studies which focuses on comparison against ex-ante baseline and on both social and economic parameters. For evidence based government policy and budget spending, a thorough impact assessment is crucial.


Objective of the study

To analyze the social, economic, and environmental impact of DAK funded RE off-grid solutions and to advice Directorat Jenderal Energi Baru, Terbarukan, dan Konservasi Energi (EBTKE), Directorate of New and Renewable Energy and Energy Conservation and the sector on optimal project planning strategies. Advice can be related to policy development and the enabling environment and/or to potential financing mechanisms to accelerate the implementation of RE off-grid solutions..


Proposed Activities and Scope of Work

Under the scope of work, the consulting firm/organisation shall be required to perform the following activities in this engagement:
  • To conduct a desk review: review existing drafts, data, and other studies in off-grid electrification, as well as relevant policies and legal framework at national and sub-national levels.
  • To design the impact assessment study for the 17 selected sites of RE Off-Grid in Indonesia, with adopting the following: 
    • A sound analytical framework and research methodology, including, but not limited to, accurate and validated impact indicators and measurement method, as well as method for analysis
    • A measurement/indicator of the social, economic and environmental impact and identify alternatives such as secondary data from reliable and trusted resources, for unavailable primary data. Secondary data may also be used to support the collected primary data.
    • Establish clear baselines for the selected sites, using both primary and secondary research methods.
  • To execute a stakeholder assessment, which includes but is not limited to: 
    • Identify key stakeholders of the DAK RE off-grid development, at both national and sub-national level 
    • This will include field work and conducting meetings/discussions/interviews with people at the 17 sites mentioned above o Assess the best strategy and specific measures for stakeholders’ engagement and participation, including vulnerable and marginalised group. 
    • A gender analysis and conflict mapping will be required, identifying the possible different impact of the RE solutions on women and men, and its impact on existing conflicts and/or the creation of new conflicts. 
  • To write the report covering, at least, but not limited to, the followings: 
    • Key findings, with regards to issues, challenges, enabling and hindering factors for positive impact. o Results of the desk review on policy and legal frameworks
    • Recommendations for future off-grid implementation to mitigate the negative impact, if any, and enhancing the positive impact further.
  • To conduct a kickoff/consultation meeting with relevant national stakeholders in off-grid electrification: related ministries and donors (Gesellschaft für Internationale Zusammenarbeit -GIZ, US Agency for International Development - USAID, etc). Organize and/or fully support (as required) multi-stakeholder meetings in the 17 selected sites (Local government (Bupati/Camat/Lurah/Kepala Desa, Local BPS, Puskesmas/local clinic, local Non-Governmental Organizations).

Scope of Work

The consulting firm/organisation shall perform the followings: 
  • Research and review the existing literature, studies, assessments and other data to establish clear baselines, this is important as the methodology needs to ensure that the conclusions and recommendations are relevant for the off-grid energy projects (or sites) in general and not solely for the selected individual cases (Please note there is no established baseline, this has the be established as part of the assignment). Identification of the key variables and indicators in measuring the social, health, economic, and environmental impact of RE off-grid is part of this scope as well as identifying the right methodology (including timelines) to measure each indicator of the RE off-grid impact. The methodology should ensure that the findings of this study are applicable for most of the government installed off-grid sites.
  • Impact assessment study of 17 sites of DAK RE off-grid in Indonesia as identified and determined by EBTKE (Table 1), with a sound research method/frameworks (like Sustainable Livelihood framework and livelihood impact), including, but not limited to accurate and validated impact indicators and measurement method.
  • Stakeholders engagement and participation:
    • Key stakeholders’ identification, at both national and sub-national level, of the DAK funded RE off-grid development.
    • Assess the best strategy and develop specific measures to ensure stakeholders engagement and’ participation, particularly during the impact measurement stage.
    • Focus on the stakeholders’ engagement in the Study, particularly the poor, marginalised, and vulnerable group such as women, elderly, disables, minority and indigenous people.
  • Review the relevant policies and the legal frameworks: focusing on the enablers and barriers for preventing the ´ex-post worse-off” and reaching the “ex-post better-off” social (including health), economic, and environmental status of the affected community.
  • Report writing and presentation: To write the report identifying key issues, challenges, enabling and hindering factors (including the relevant policy and legal frameworks) for positive impact, as well as possible interventions for ensuring positive impacts.
