The Water, Sanitation, and Hygiene Sustainable Development Goals (WASH SDGs) Programme

SNV understands safe urban sanitation and hygiene services as a pre-condition for health and economic development in cities. With urban growth in Indonesia averaging 4.4% a year (World Bank, 2016), a failure to invest in urban sanitation will become a barrier for almost any development. Access to sanitation is a human right and governments are the duty bearers of progressive realisation of this right. With the Sustainable Development Goals (SDGs), Indonesia's governments has committed to work towards universal access of safely managed sanitation services and improved hygiene.

Through its DGIS funded WASH SDGs programme, SNV supports local governments of Bandar Lampung & Metro Cities in Lampung Province and Tasikmalaya City in West Java Province to achieve sustainable and inclusive city-wide sanitation service in their area. In partnership with national and government counterparts, the WASH SDGs programme aims to improve the way human waste is managed by addressing the entire sanitation chain and answering different needs among the population with appropriate and sustainable service delivery models.

During the WASH SDGs programme inception phase, SNV will conduct a formative research on Consumer's Behaviour & Willingness to Pay (WTP) for Sanitation Products & Services. The research is to deepen our understanding of the drivers and barriers for the consumer's behaviour change on the critical behaviour, the desired sanitation products and services, and their willingness to pay for these in Bandar Lampung, Metro, and Tasikmalaya.

Scope and Purpose

The WASH SDGs programme aims to develop a viable business model for sanitation services that targeting different consumer segments in the city, as well as to improve the demand on these services. The required services may include toilets and septic tank construction, emptying service, as well as operation & maintenance of public facilities. A good first step for those objectives is to have an idea of the consumer's specific sanitation behaviour in each city, and includes its opportunity, ability, and motivation.

Considering the existing sanitation products and services, the research also aims to analyse the desired products and services that people are aiming for. And ultimately, it aims to know the consumer's willingness to pay for the mentioned products and services, including the competing priorities, an acceptable fee, a possible tariff structure, and a possible roles of the service providers.

Approach & Methodology
A purposive sampling method is recommended for the primary data collection. The study respondents will be chosen upon consultation with SNV & related stakeholders and secondary data review. The respondents may include the households (users & non-users of the services that include different income levels, ethnic background, latrine designs- or no latrine at all, tenants and landlords, male & female-headed, and those who are considered the marginalised groups) and public & private service providers in all 3 cities.

A mixed analytical framework is recommended for this study, as below explained:

1. SaniFOAM Framework (WSP, 2009) to analyse the consumer's behaviour change: the major area of the research revolved around digging up the underlying reasons, which influenced consumer's focused behaviour in each city, which includes its opportunity, ability, and motivation.

2. Conjoint Analysis to measure consumer's willingness to pay: this technique is widely-used in market research studies. By following Conjoint Analysis method, calculation of WTP will be based on simulation of a real market that enables determination for each individual of the price at which the product studied is no longer selected over a competitor using the utility function of the consumer or user.

3. Market Analysis to determine tariff structure: to come up with the best fit tariff structure to ensure greater adoption of the desired services.

Deliverables

The expected deliverables from the selected consultants are:

1. Detailed assessment protocol, including detailed questions and methodology - deadline 7th June 2018;

2. First report draft in English, with a 2 pages summary in Indonesian - deadline 29th June 2018;

3. A PowerPoint presentation with the key findings and recommendations, in Indonesian, to be delivered to the programme partners in the 3 selected cities - deadline 13th July 2018;

4. Finalised report in English, with a 2 pages summary in Indonesian, within seven days of receiving comments - deadline 13th July 2018.

Responsibilities

SNV

* Advise on the assessment set up and design, provide feedback as required;

* Pay the fee and costs related to the research;

* Assist with arranging contact with relevant stakeholders, interview, FGD, and workshop arrangement as required.

Consultants Team

* Lead the assessment, including methodology design, implementation (primary data collection and secondary data review), and report writing;

* Involve SNV and relevant local government in the assessment process.

Timeframe

The study will be starting from 4th June to 31st July 2018 with the following timeline.

1. Selection & contract process: 28th May-4th June

2. Detailed assessment protocol, including detailed questions and methodology development: 4th-7th June

3. Data collection & first report development & submission: 8th-29th June

4. Final report and presentation files development & submission: 29th June-13th July

5. Administration & clearance process: 13th-31st July

Budget

SNV will cover consultants' service fee, travel and accommodation costs in study area, and activity costs according to SNV's internal policy.

The applicants are requested to submit a financial proposal in line with activities and results.

Implementation Arrangement

Consultants will report to the WASH SDGs Programme Leader and will work closely with the WASH SDGs Team.

Service fee payment will be made in IDR to the agreed account with lump sum package.

Qualifications

Assessment team should be experienced professionals with minimum 5 years' experience in conducting formative research in Indonesia, preferably with specific experience in using SaniFOAM framework and WTP for Sanitation as a research component. The proposed team may consist of the leading researcher and supporting researchers to conduct the data collection.

The consultants must be fluent in Bahasa Indonesia and able to write report in English.
