Vacancy : HR & Office Management Manager (Indonesia, 1 post)


The Coral Triangle Initiative on Coral Reef, Fisheries and Food Security (CTI–CFF) is a multilateral partnership of six countries working together to sustain the region’s rich marine and coastal resources. The CTI-CFF is managed through a Regional Secretariat based in Manado, Indonesia.


The Regional Secretariat is mandated to promote regional cooperation, sharing of lessons, and facilitate learning across the six Coral Triangle (CT6) countries. The Regional Secretariat also coordinates and monitors the progress in achieving the CTI-CFF Regional Plan of Action goals. Its main activities cover the following areas: organizational development, outreach and communication, regional coordination and mechanisms, technical and thematic working groups, development of key regional reports, and capacity development. It also serves as the main liaison and for all CTI-CFF official functions such as the biennial CTI-CFF Ministerial Meetings and the annual CTI-CFF Senior Officials Meetings.

In response to provide the necessary functions required to effectively support the implementation of human resources management and the office management of the CTI-CFF Regional Secretariat, therefore the Secretariat needs additional resources and seek for a qualified individual for the following position as : 

HR & Office Management Manager   ( HROM )

Under the supervision of Sr. Manager of Finance and Administration, this position will specifically handle the implementation of HR policy and ensure the operational function of the Secretariat well manage and running properly.

Job Illustration:
·       Ensuring and implementing the human resource management practices in accordance with the rules and policy as it develops;
·       Provide and administer the record management systems to maintain personnel files properly;
·       Manage and implement the recruitment strategy and programs to assist management in meeting aims of the Secretariat and ensuring the timely and efficient filling of current and upcoming vacancies;
·       Provide consistent benefits administration and provide employees with necessary benefit information;
·       Develop remuneration strategies to position salary competitiveness and sustainable availability of human resources;
·       Liaise, maintain and improve the employee relations both within and outside the Secretariat;
·       Receive and respond to correspondence in accordance with human resources matters and represents Regional Secretariat in dealing with relevant agencies;
·       Provide suggestions and opinions, including but not limited to the letters, agreements, staffing, appraisal and workplace as required by the Regional Secretariat in general;
·       Responsible for review of monitoring and evaluation results to identify challenges and determine course corrections as needed for effective human resource management;
·       Provide advice and support as may be required by the CTI–CFF Regional Secretariat, i.e. preparation of reports, presentation materials, decision documents and the like;
·       Participate in conventions and meetings which linked to human resources matters within Regional Secretariat CTI–CFF forums as may be reasonably needed;
·       Provide Plan and manage HR and office management annual budgets and other financial accountabilities of the HR Department;
·       Provide advice to senior management on the institutional frameworks and mechanisms for ensuring appropriate and effective approaches;
·       Ensure and manage the office management including maintenance and care, procurement of equipment and asset management, office services functionality (e.g. filing systems, library management, telephones, internet, electricity, inventory control), and acquisitions needed for CTI-CFF office operations;
·       Provide development issues throughout the Secretariat in order to enhance the effectiveness of the operational services function;
·       Perform special assignments as assigned by the Executive Director or Deputy Executive Director of CTI–CFF including but not limited to planning, meetings, conference calls, correspondence, internal and external communication, documentation, report, etc.

Requirements:
·       A graduate level degree or higher in Legal, Economic, Management, or Psychology;
·       A minimum 5 years of extensive knowledge and good understanding of human resources management and office management services in a multicultural and multi-disciplinary environment;
·       Extensive experience and competency in conducting and implementing the labor legislation in extra-regional / international organizations and institutions;
·       Ability to advocate for and promote the human resource development concerns, and address general communication related matters in human resources management to support the Secretariat’s proper functions and services of the CTI–CFF;
·       Extensive knowledge in building management includes preventing safety hazards;
·       High proficiency in both spoken and written English is a must;
·       Well disciplined, able to cope in potentially stressful situations, self-motivated and positive attitude with customer-oriented minds.

Conditions of application:
·           The candidate would be placed in Manado, Indonesia, therefore we would particularly welcome applications from local resident;
·           Type of Employment is Contract-basis with duration for 12 (twelve) months, and may be extended depending on satisfactory performance and the mutual agreement between the candidate and the Regional Secretariat;
