1..1 million. Core activities include the provision of public medical
and rescue services alongside an extensive range of social service
provision. Overseas, ASB‘s Foreign Aid Department operates mainly in the
fields of humanitarian relief, return and reintegration, development
and disaster risk reduction (DRR).
ASB
Indonesia and the Philippines aims to build resilience through
inclusive and risk aware development. ASB has been working in Indonesia,
in partnership with the Indonesian Ministry of Home Affairs, since
2006. In Indonesia ASB works directly with partners and communities, and
in support of government, to empower and build resilience through an
inclusive, all-of-society approach. A key component of the work that ASB
does across the region is implementing and promoting inclusive risk
aware practice. ASB is also a founding member of the Disability
Inclusive Disaster Risk Reduction Network (DiDRRN).
As

Context :
ASB
Indonesia and the Philippines (ASB) is working for an inclusive,
resilient, and empowered society as stipulated in its vision. ASB aims
to continue institutionalising capacities of communities, government
and local actors to integrate DRR or risk management and inclusion in
socio-economic development and vice versa. This reflects lessons learned
from our previous resilience-strengthening related projects which
suggest integration of risk management, inclusion and livelihood
activities for meaningful and sustainable impact to community.
ASB
is continuously seeking to further its works and look at ways to
further support inclusive resilience strengthening in Indonesia and the
Philippines. ASB will continue bring its field experiences to feed
development of inclusive-DRR/resilience related planning and policy
instruments at national, regional, and international level. We believe
partnership is among key factors to reduce barriers for realising these
efforts at scale.
Position Summary:
Programme
and Partnership Development Manager is a key senior position within ASB
Indonesia and the Philippines team. The Manager will closely work with
Country Director to lead the office to develop and deliver high quality
programme. A key role of this position is to provide technical
assistance and support to develop ASB‘s programming, including
identification of opportunities and secure resources in line with ASB
and government agreements, design, developing and delivering programmes
to expected partner and international development and humanitarian
standards and to build the professional capacity of CSO partners and
Indonesian national colleagues. The Programme and Partnership
Development Manager will also play an active role in networking and
influencing activities.
Duties & Essential Job Function:
· With
the support of the Country Director and in close collaboration with key
senior national staff develop, design and deliver key ASB programmes in
a participatory manner and with a view to building longer term
partnerships for ASB.
· Maintain,
monitor and evaluate the establishment of formal grantee partnerships
with local CSOs including Disabled People’s Organisations (DPOs), and
relationships with government representatives and other stakeholders and
networks at national and international level.
· Maintain and review ASB partnership approach and related systems.
· Lead on maintaining up to date information in funding opportunities, and identify potential donors and partners.
· Lead the development of high quality concept notes and proposals that can be presented to potential donors and partners.
· In
collaboration with Country Director and ASB Head Quarter ensure that
ASB maintains positive networks and effective relation with donors and
strategic partners in country and globally.
· Develop
the programming portfolio of ASB and transfer professional knowledge to
develop Indonesia teams’ and local CSOs’ professional capacities and
contribute to institutional learning. This includes undertaking an
organizational and staff capacity needs assessment and developing follow
up strategies with staff to address the identified needs.
· To
mentor key staff in programme development, management and the programme
management cycle, monitoring, evaluation and learning and partnership
management.
· Support Program/Project Managers with effective capacity building, mentoring and professional development.
· Develop
formal and informal knowledge and experience sharing activities and
opportunities between ASB partners and ASB staff and teams. This has
included running international sharing and learning workshops for staff
and partners, establishment of an online sharing and learning platform,
development of systems and databases to support sharing and storing of
information and informal sharing of information with staff.
· Maintain
and review ASB’s Monitoring, Evaluation and Learning frameworks, plans,
databases and measurement tools and Theories of Change for both
programme and the organisation.
· Oversee the development and implementation of a project/programme MEL frameworks.
· Ensure
that narrative and financial reporting requirements for all programs
are completed in line with ASB agreement with donors and partners. This includes development of reporting templates and review of partner reports.
· In close collaboration with Country Director and ASB Indonesia Finance Team and in accordance with ASB standard operating procedures and donor guidelines and regulations prepare and review program budget and annual plan.
· Recruit, monitor and supervise national staff or outside consultants required for programme development and delivery.
· Represent ASB and ASB programme within Indonesia, the Philippines and internationally.
· Support
national staff, partners and stakeholders to participate in and
contribute to international forums, networks and conferences.

Desirable Qualifications:
1. Minimum 7 years of relevant experience with a demonstrable track record of success.
2. Advanced
qualification in international development, program management,
community development, disaster risk reduction, livelihood or related
field
3. Proven people management skills, with experience managing multi-disciplinary teams of diverse cultural backgrounds.
4. Demonstrated experience in programme development, proposal writing and securing funding.
5. Proven experience in Partnership/Grant Management and/or Program/Project Development Management.
6. Proven
experience in managing partnerships and strengthening programmatic and
organisational capacities of civil society organisations.
7. Track record in implementing development projects.
8. Proven experience in monitoring projects and partners.
9. Experience in one or more program fields of: Disaster Risk Reduction, Disaster Risk Management, Resilience, Humanitarian Assistance, Sustainable Livelihoods and inclusive development, particularly disability inclusion required.
10. Experience in development of monitoring, evaluation, and learning & reporting systems, formats and skills.
11. Experience in monitoring, evaluation and learning and/or facilitating learning processes and training/capacity development.
12. Proven coaching, mentoring and facilitation skills.
13. Experience in development and analysis of donor budgets and financial control and reports.
14. High-level report writing skills.
15. Good communicator.
16. Fluent written and spoken English and Bahasa Indonesia required.
17. Willingness to travel within Indonesia and overseas required.
18. Willingness to review work and practice and build on learning.
19. A creative, critical, enquiring and flexible mind that is good at problem solving.
20. Enthusiasm, energy and an innate desire to better oneself and to improve the work of those around.
