The Coral Triangle Initiative on Coral Reef, Fisheries and Food Security
(CTI–CFF) is a multilateral partnership of six countries working together to
sustain the region’s rich marine and coastal resources. The
CTI-CFF is managed through a Regional Secretariat based in Manado, Indonesia.
The Regional Secretariat is mandated to promote
regional cooperation, sharing of lessons, and facilitate learning across the
six Coral Triangle (CT6) countries. The Regional Secretariat also coordinates
and monitors the progress in achieving the CTI-CFF Regional Plan of Action goals. Its main activities
cover the following areas: organizational development, outreach and
communication, regional coordination and mechanisms, technical and thematic
working groups, development of key regional reports, and capacity development.
It also serves as the main liaison and for all CTI-CFF official functions such
as the biennial CTI-CFF Ministerial Meetings and the annual CTI-CFF Senior
Officials Meetings.
In response to provide the necessary
functions required to effectively support the implementation of legally binding
measures to help strengthen the operations and implementation of
the CTI-CFF goals and targets, the Secretariat needs additional resources
and seek for a qualified individual for the following position as :
Legal
& Agreement Specialist ( LAS )
Under the supervision of Sr. Manager of Finance and
Administration, this position will specifically handle a variety of legal-subject
matters in the Secretariat.
Job Illustration:
·
Prepare and provide any
legal documentation in relation with internal and/or external parties,
including but not limited to agreement, letters, decree, and MoU in full
subject-matters;
·
Engaging with the other
government institutions in coordinating, facilitating, and convening a regular
meeting to follow up regarding the relevant legally binding matters such as MOU
and Host Country Agreement;
·
Provide legal advices or opinions
including but not limited to the letters, agreements, MoU, and publication
materials as required by the Regional Secretariat in general;
·
Prepare, maintain and
organize knowledge products and other collateral materials in legal matters
which are used for the regional exchanges, and Senior Officials’ Meeting /
Ministerial Meeting;
·
Participate in activities related to
the law which relating to the work plan of CTI-CFF Regional Secretariat;
·
Managing the production and
dissemination of legally binding materials (e.g., publications, fact sheets,
videos, photos, etc.) to update the CTI-CFF, and ED in particular;
·
Responsible for review of monitoring
and evaluation results to identify challenges and determine course corrections
as needed.
·
Perform special assignments as assigned
by the Executive Director or Deputy Executive Director of CTI-CFF including but
not limited to planning, meetings, conference calls, correspondence, internal
and external communication, documentation, report, etc.
Requirements:
·
A graduate level degree or post graduate in Law or International Law.
·
A minimum 5 years of extensive knowledge and good understanding of legal
and international law in a multicultural and multi-disciplinary environment..
·
Extensive
high level
experience and competency in negotiating and networking with regional and
extra-regional / international governments and institutions.
·
Ability
to advocate for and promote the management concerns, and the sustainability of
general legal management to support the Secretariat’s proper functions and
business services of the CTI-CFF.
·
High
proficiency in both spoken and written English is a must;

· Type of Employment is Contract-basis with duration
for 12 (twelve) months, and may be extended depending on satisfactory
performance and the mutual agreement between the candidate and the Regional
Secretariat;
