Background
IFES is an international, nonprofit organization that supports the building of democratic societies. IFES promotes democratic stability by providing technical assistance and applying field-based research to the electoral cycle in countries around the world to enhance citizen participation and strengthen civil societies, governance and transparency. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries. Since 2011 IFES implementing the General Election Network for Disability Access (AGENDA) project, funded by United States Agency for International Development (USAID) and the Australian Department of Foreign Affairs and Trade (DFAT), in Indonesia.
The General Election Network for Disability Access (AGENDA) is a creative partnership between the International Foundation of Electoral System (IFES), disabled persons’ organizations (DPOs), and election-focused civil society organizations (CSOs) in Southeast Asia. The AGENDA network's principal objectives have been to promote election access in Southeast Asia and ensure that access to disability-inclusive political processes is on the human rights agenda of regional bodies.
The November 2018 launch of ASEAN’s regional action plan for mainstreaming the rights of persons with disabilities in its new regional development agenda may prove inconsequential if not internalized by Member States through their own domestic policy making processes. IFES’ SCANSEA project is designed to achieve the goal of “increasing DPO effectiveness in advocating for government action to respect and promote disability rights.” It will do so through three objectives: IFES will build the advocacy capacity of DPOs and CSOs in ASEAN regional networks. Deepen their collaboration with regional officials in promoting the regional action plan, and support DPOs to build strong, cross-sectoral advocacy coalition for mainstreaming the rights of persons with disabilities in national laws and public policy.
Currently AGENDA is seeking a Program Officer to help the implementation of AGENDA program.
Scope of Work:
  • Provide IFES Indonesia and partner organizations with advice on the full range of technical and operational issues related to the AGENDA;
  • Carry out regular monitoring of Program and partner activities, ensuring that all monitoring and evaluation data is collated and recorded in the appropriate place and soft and hard copies of the data are maintained;
  • Analyze monitoring and evaluation data against the Performance, Monitoring and Evaluation plan established at the start of the program, for reporting in IFES’ quarterly, and annual and final Program reports;
  • Support Program Manager to make recommendations as to areas where Program activities might need to be adjusted in light of findings from the monitoring and evaluation process;
  • Work with Program partners to build their Program monitoring and evaluation, and administrative/management capacity and ensure that Program partners establish and implement an appropriate Program monitoring and evaluation plan with clear performance indicators;
  • Keep abreast of the latest developments in monitoring and evaluation and working with IFES Washington to ensure consistency of approach and ongoing implementation of monitoring and evaluation best practice;
  • Proactively seek out ways to assist electoral partner organizations in all areas related to access for people with disabilities to elections;
  • Undertake assessments, research and write reports on issues related to the access for people with disabilities to elections, based on IFES and AGENDA partner experience and/or international best practice;
  • Liaise closely with CSOs in Indonesia and South-East Asia and support ongoing working relationships;
  • Coordinate the planning, administration and logistics for special events, trainings and workshops undertaken by the Program;
  • Assist with the translation of technical documents from Bahasa Indonesia to English (and vice versa) in standard electoral wording, as required;
  • Assist AGENDA subawardees with understanding IFES policies and procedures;
  • Assist in collecting reports and financial supporting documents, ensuring that comprehensive data on all sub-awards is properly organized and available for reference;
  • Assist in preparation of documentation for Closed-out Sub-grants, Amendments, Cancellations of Grants;
  • Report regularly on Program activities to AGENDA Program Manager;
  • Undertake such as other duties as may be requested/ directed from time to time;
  • Travel as required.

Requirements:
  1. At least 3 years or comparable of experience of working in an international environment, ideally with significant experience in implementing democratic development projects and international program management;
  2. Fluency in English and Bahasa Indonesia, both written and oral;
  3. A high level of self-motivation and ability to work autonomously within a fast-paced environment;
  4. Strong analytical skills;
  5. Ability to take initiative and work within tight deadlines;
  6. Basic computer skills (Microsoft Office Programs, Excel, Internet) required;
  7. Excellent interpersonal and organizational skills and ability to make independent decisions;
  8. A degree in political science or related field; and
  9. Possess general knowledge about ASEAN is a plus.
