WRI
Indonesia is national entity (Yayasan) associated with the World
Resources Institute (WRI), a global environmental research organization
that turns big ideas into action at the nexus of environment, economic
opportunity, and human well-being. WRI work with various stakeholders in
the natural resources sector to support policy and management that are
both profitable and sustainable. WRI work with leaders in more than 50
countries for more than 30 years, with offices in the United States,
Brazil, China, Europe, India, and Indonesia.
Launched
in early 2014, WRI Indonesia builds on WRI’s 10-year history in the
country, and strengthens our impact on the ground. In the
short-to-medium term, WRI Indonesia aims to expand its presence and
portfolio to include projects in the climate, energy, as well as city
and transportation programs.
Program Overview
The
Low Carbon Development Initiative (LCDI) is a program of WRI Indonesia
that coordinates global flagship projects of the New Climate Economy
(NCE), Food and Land Use (FOLU), Tracking and Strengthening Climate
Actions (TASCA), Climate Watch, BMZ 2, Restore+ and Cities in Indonesia.
The Low Carbon Development Initiative will undertake systematic social
economy assessment, quantitative and spatial analyses to support the
development of the next National Mid-Term Development Planning (RPJMN
2020-2024) and Indonesia Vision 2045 Roadmap Document developed by
Ministry of National Development Planning (BAPPENAS), and provide
independent and authoritative evidence on the relationship between
actions that strengthen economic performance and those that reduce the
risk of climate change and declining environmental carrying capacity.
In
addition to examining economic sectors such as in forestry,
agriculture, energy, industry, transportation and fisheries, attention
will be given to the overall performance of food and land-uses systems.
The program intends to identify opportunities: 1) where policy reforms,
investment and business solutions could yield large multiple benefits
for the economy, society and the environment, and 2) how development
scenarios could be assessed quantitatively to balance between economic
growth and environmental carrying capacity.
The
Low Carbon Development Program aims to contribute to building a low
carbon development, achieving Indonesia’s climate actions target
(Nationally Determined Contributions/NDC), and sustainable food and land
use economy in Indonesia. It will develop an evidence based, spatially
explicit social economic development scenarios; and investment model to
inform Indonesia’s Mid-term National Development Planning (RPJMN)
strategic environmental assessment and to achieve Indonesia’s global
commitment to emissions reduction and environmental sustainability. The
program will also produce background studies for forestry, agriculture,
energy, transport and fisheries that document stakeholder knowledge in
these sectors to inform the country’s development and investment
options..
Moreover,
it will establish science-based targets and pathways at global,
national and sub-national levels for Indonesia agreed upon by
multi-stakeholders in the public and private sectors; provide business
solutions that raise ambition of the private sector; and present these
in action roadmaps with innovations that can mobilize financing and
investments. It will also identify key policies, investments and actions
needed to establish a new food and land use economy, which enhances
agricultural productivity and rural livelihoods, addresses food waste,
improves diets while at the same time protecting forests and
biodiversity and increasing Indonesia's resilience and adaptation to
climate change. In addition to delivering economy-wide analysis at a
national level, the program will be complemented by selected
sub-national deep dives in Sumatra, Kalimantan, and Papua. This will aim
at providing proof points for key sectors in specified jurisdictions
where opportunities and policy reforms are likely to yield the largest
economic, social and environmental impacts and co-benefits.

Responsibilities
Project
Coordinator will work under the direction of Senior Program Lead to
provide program management, financial management, grant management and
administration/general support services to the project under this
program.
Project
Coordinator supports the implementation of the Program, including
partner engagement, budget plan and implementation and project finance
reporting. The role will work closely with the Senior Program Lead,
Senior Manager, Project Coordinator Stream 3. operations team, and other
key stakeholders as required. The project coverage to this position
including New Climate Economy (NCE), Food and Land Use (FOLU), Tracking
and Strengthening Climate Actions (TASCA), Climate Watch, BMZ 2,
Restore+ and Cities in Indonesia.
Financial Management (30%)
Financial Management (30%)
- Be responsible for the general and financial administration of the program
- Prepare the budget plan for activities and be responsible for timely and accurate disbursement of funds according to needs
- Assists program team in program closeout process including turnover documentation and developing final financial report in coordination with operation unit and team member
- Coordinates and advises on program budget management and reports.
- Records all supporting documents of program implementation activities to be submitted to the finance.
- Monitor and review general financial activities from each project under this program ensure that budget allocation, expense reports and finance reports are accurate and comply with WRI’s Indonesia policies and procedures.
Administration (30%)
- Organize meeting schedule, prepare agenda, invitation letters and collect materials for meetings, speeches, trainings and conferences; take minutes and keep records of proceedings.
- Provide support for external events, workshops, and conferences through logistics preparation, participant and speaker coordination, and prepare event materials;
- Conduct the canvassing for procurement process of the projects according to WRI Indonesia’s policies
- Other administration duties may be assigned.
Program Management (10%)
- Assist Senior Program Lead to provide reliable, accurate and timely reporting on activities, resource utilization, lessons learned, challenges and key outcomes for the purposes of periodic reporting to the project-related and management teams, partners and donors.
- Responsible for the availability and integrity of program documentation including processing documentation for project commitments (i.e. agreements, contracts, work authorizations, and purchase orders).
- Manage the program’ budget, including: budget tracking, budget monitoring, budget planning and budget allocation in coordination with Senior Program Lead to assure the deliverables/outputs of the projects are met.
- In coordination with Senior Program Lead to monitors program/project performance against contract requirements and provide all necessary information and data required to measure and document the progress of the project, on the area of Finance and Grant Management.
- Assist Senior Program Lead to collect and document performance and learning information to use on future project preparation.
- Support program team to liaise among partners and stakeholders
Grant Management (30%)
- In coordination with Senior Program Lead to draft grant proposal budgets and the collection & submission of formal proposals for grants or sub grants.
- Assist Senior Program Lead to conduct the due diligence process.
- In coordination with Grants & Finance Coordinator to develop the subgrants and contracts agreement including translating the outputs into the division of timelines and detailed plans
- Submits all required grant forms as instructed by the donor.
- Review the interim and final financial report from partners, to assure that the output is achieved and the financial report is auditable
- Keeps timely and accurate information on donors and contacts.
- Supports proposal documentation packaging for review and/or final distribution.
Qualifications
Required Qualifications:
- Legally able to work in Indonesia
- Graduate degree in a related field, preferably with coursework in business, supply chain and logistics, and corporate sustainability.
- Minimum three year of full-time work experience in a relevant field, with project implementation, project management and/or financial management experience.
- Ability to write and speak in an organized, clear, and articulate manner for a wide range of audiences, including government, private sector and local NGOs.
- Familiarity with the land use governance issues faced by governments, companies, civil societies in the national and local level.
- Experience in planning and budgeting processes.
- Detail-oriented and organized thinker who can juggle multiple, competing priorities.
- Ability to travel when needed.
Preferred Qualifications:
- Experience working within multi-stakeholder / inter-sectoral groups such as government, private, civil societies, and other stakeholder’s engagement.
- Familiarity with current issues in climate change, forest management land use management and private sector decision-making processes
- Professional fluency in Bahasa Indonesia and English..
Performance Standard:
- Project management, Financial Management, Grant Management, and Administration activities are expected to be carried out timely and satisfactory with minor supervision.
- Must be capable of setting priorities and working under pressure.
- Must be able to multi-task and planning several events simultaneously.
- Ability to work well with internal and external participants is essential.
- Knowledge of Microsoft Office Suite is imperative.
