Yayasan Plan International Indonesia is presently implementing its Country Strategy 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.

Evaluation, Research and Knowledge Management Specialist  ( Jakarta Based )
 
Responsibilities:
E,R and KM specialist will be responsible for conceptualizing, designing, executing and supporting knowledge management activities and processes to strengthen and expand Plan International Indonesia program by ensuring and taking lead in systematically documenting, managing, strategically disseminating the sharing of knowledge either for internal or external interests; and managing activities to promote and communicate improvement of policies and relevant program implementations externally to scaling up Plan International Indonesia’s work in Indonesia.The person is responsible for research management activities and evaluation at all stages. Ensure and maintained that Evaluation and Research design are well applied and disseminated to relevant stakeholders. The position has a functional relationship with all Programme/Projects staffs of Program Implementation Area and Projects to design and developing effective Evaluation and Research materials, provide technical inputs to implement and monitor to deliver quality evaluation and research outputs
Key Ends Results Area (KERA) 1.Quality of Knowledge Management. Indicator for success:  Implement Plan International Indonesia’s Knowledge Management Framework, Knowledge Management Strategies and Standards effectively and efficiently. Coordinate the collection and management of information on experiences, best/good/bad practices, and lessons learned related to Plan International Indonesia programs in a systematic manner from internal and external resources. Coordinate the creation/capturing of Plan International Indonesia’s knowledge in close relation with Advisors, Managers, Communication specialist, Grants, Sponsorship and all other relevant contributor at country and program unit levels. Coordinate packaging and publication/dissemination of knowledge products ( Good Practices, Lessons Learned, Government Reports, Research, Working Papers, Policy Papers etc ) to relevant target through a variety of approaches, including website, webinars, conferences, events (including end-of-project events), online discussions and social media, and always seek for innovative approaches of dissemination and disseminating them among the internal and external parties of Plan International Indonesia. Identify relevant organizational policies, procedures, mechanism, practices etc which could be improved through the integration of knowledge management and learning e.g. a process may be in need of a step which would allow for learning at the start or end of a project. Develop repository management system of data, research papers, presentations and other relevant documents related, in a user friendly approach by coordinating the storage and the sharing of Plan International Indonesia knowledge products. Actively Participate in program monitoring, evaluation and learning, and contribute to quarterly and annually program reporting for internal and external use.  Take lead in facilitating and encouraging knowledge sharing and collaborating efforts among staffs and partners, and ensuring awareness, guidance and skills for Plan International Indonesia on how to manage individual and organizational information and knowledge effectively (facilitating lesson learned, peer assist, Knowledge Management Day, We Share: internal news-letter). Devise strategies and incentives for Plan International Indonesia staff to capture and share important information, such as lessons learned and best practices, across the organization. Network, facilitate and encourage a collaborative and sharing knowledge within Plan International Indonesia and amongst its partners and stakeholder; and establishing links to professional networks and research institutions, in order to provide Plan International Indonesia and its partners with access to new and helpful information and knowledge sources, both internationally as well as nationally. Be aware of the KM tools and resources that are available to the organization and lead and promote their usage where necessary. This should include identifying the need for further learning and sharing tools in the country and regional and to communicate this need to the senior management team. Maintain an open channel of communication with the regional KM focal point for catch-up meetings to share learnings and resources and provide support to other KM focal persons across Plan International. Key Ends Results Area (KERA) 2: Quality Evaluation and Research Indicators for success: Contribute to provide technical input to the Evaluation and Research design including (methodologies, instruments, analysis and reporting) Contribute and support All program learning series: Secondary data analysis and government document data on program. Support in interviews and focus group discussions with policymakers, implementers, and community members activities as needed. Reviewing and providing feedback on presentations and summaries of key findings. Perform any other task related to support MER & KM Department assigned by supervisor. Key Ends Results Area (KERA) 3: Research and Evalution Management.Indicators for success : Provide and handle day to day Evaluation and Research management activities. Manage Evaluation and Research administrative (staff meeting, travel) Actively coordinate/communicate with government and university during the research implementation. Communicate with research counterpart to support the Evaluation and Research management. Prepare/drafting financial report during the research implementation. Support any other tasks related with workshops, seminars or meeting. Key Ends Results Area (KERA) 4 Networking and advocacy Indicators for success: Networking and coordination with others partners/institution related to the Evaluation and Research. Identifying and liaising with government and university official during the research time frame as needed. Requirements: Minimum Bachelor degree in Management Studies, Information Studies, Information Management, Knowledge Management, Journalism, Communications, public administration or other relevant fields.Proven experience in one of the fields :, Knowledge Management, Information management, Research, evaluation, Learning and Capacity Development and other relevant field .Having good understanding and experience in adult learning methodologies and practices.Experience in campaign advocacy; communications, media, research gained via previous role (e.g. campaigner, journalism, communications, advocacy, researcher etc.). Strong ability to think critically and analytically strong knowledge research qualitative and quantitative. Good facilitation skills or experience in facilitation. Strong knowledge and skills in development of learning media, both online and offline. Excellent communication and writing skills in Bahasa Indonesia and English. Experience in developing and/or using intranet applications for KM/IM purpose. Familiarity with database, website development, social media platform is preferable. Fluent both Indonesia and English (oral and written) .
