Hivos EOI : Trainer for Advocacy Training

1.        Background

Hivos and the European Union (EU) has signed a grant agreement for SWITCH Asia - Local Harvest: Promoting Sustainable and Equitable Consumption and Local Food System in Indonesia – DCI-ACA/2017/391-649. The project aimed at a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia is stimulated by increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers - including women and indigenous people - to penetrate markets; and a favorable policy environment for uptake of sustainable consumption and production (SCP) practices in the food sector.

This activity builds on Hivos existing multi-stakeholder ‘Food Lab’ approach, implemented throughout its Sustainable Diets for All (SD4All) programme, in Bandung and Jember since 2017.  SD4All is an advocacy programme that uses evidence, including evidence generated by citizens, to help low- income communities in Zambia, Uganda, Indonesia and Bolivia improve their access to sustainable, diverse and nutritious food. The 5-year (2016-2020) programme is coordinated by Hivos, the International Institute for the Environment and Development (IIED) and partners in the focal countries. The goal of SD4All is to work with citizens and partner organisations to influence policies, market practices, government actors and international institutions to promote diets which are diverse, healthy, fair and green.

The whole interventions expand the target of SD4All to also include consumers in the middle income level, especially the ones in the targeted urban areas who have the highest consumption levels and therefore more leverage to drive changes in consumption habits.
Moreover, Local Harvest expands the previous focus of SD4All on the consumption side of the food system, to also cover the production and distribution side – completing the circle.

Building multistakeholder coalitions/platforms are key element in both SD4All and Local Harvest. The coalition/platforms under Local Harvest will be established in areas in the five cities where campaign activities will focus, and in two districts where we reach large numbers of producers, market traders and local consumers.

2.       Objectives
The consultancy objectives are:
-      To be trained as a ‘trainer’ on the SD4A citizen advocacy toolkit. 
-      To facilitate a citizen advocacy training workshop that builds the capacity of consortium partners on lobby and advocate based on Hivos Citizen Advocacy Toolkit, which was established specifically for food system advocacy.
-      To participate in selective partner meetings that discuss advocacy strategy, plans and activities at both national and local levels
-      To review the implementation of the advocacy toolkit in 2019
-      To share experiences – what to do and what not to do – on multistakeholder platforms and initiatives especially in the food sector
-      To discuss the strategy in managing multistakeholder platform, how to make it “alive” and sustainable.
-      To identify further capacity building requirements for the local facilitators from the consortium partners
