RFP : Provision of the technical support on the Knowlegde Management 8.7 Portal and Four E-Learning Training Modules for Policy Analysts (extended)

The Knowledge Sector Initiative (KSI) is a joint initiative of the Government of Indonesia and Australia (through the Department of Foreign Affairs and Trade - DFAT) designed as a unique and holistic approach to support Indonesia's stakeholders promote evidence based policy making. In the first phase of KSI, the focus was on building capacity, relationships, networks and systems as key knowledge sector assets for strengthening policy making in Indonesia.

 
Now entering its second phase (2017-2022), the team will consolidate, mobilize and expand these assets to produce, communicate and utilize quality data and knowledge across Indonesia's policy cycle at both national and subnational levels.  It will also work across a range of DFAT programs in exchanging and amplifying tools and knowledge for policy produced by these programs.
 
KSI is currently seeking Proposal from Qualified and experienced Organization to Develop Provision of the technical support on the Knowledge Management 8.7 Portal and Four E-Learning Training Modules for Policy Analysts
 
I.             Objectives
 
This Scope of Work (SoW) outlines an activity under Key Initiative 6 ‘Policy Analysts: Translating and Building Demand for Evidence’, specifically on reengineering the Knowledge Management 8.7 that developed by the National Institute of Public Administration (Lembaga Administrasi Negara, LAN) and formulating four (4) e-learning training module for policy analysts at national and subnational level including how to write policy brief, academic papers, policy paper and paper. The KM 8.7 will be reengineered as a common platform for policy analysts for government officials, universities, think tank organisations, and non-governmental organisations. This SoW represents detailed information for the purpose of procuring the expertise of a professional organisation to support the National Institute of Public Administration in implementing some activities related to policy analysts as intermediary actors.
 
II.           Background
 
Policy analysts – both within government departments and in non-government organizations - play a key role in synthesizing policy-relevant research and evidence and developing policy recommendations. Recognizing this, since 2015, KSI has been working with the National Institute of Public Administration (Lembaga Administrasi Negara, LAN) and the Indonesian Association of Policy Analysts (Asosiasi Analis Kebijakan Indonesia, AAKI) established in 2016, to help put in place sustainable mechanisms for developing policy analysis capabilities across government. This work emerged in response to the introduction of the new civil service position of Policy Analyst in November 2013 through the Ministerial Regulation of Administrative and Bureaucracy Reform (PermenPANRB No. 45/2013). 
 
KSI has been supporting the development of national competency standards (Standar Kompetensi Kerja Nasional Indonesia, SKKNI) for policy analysts which will help ensure that individuals in these roles have the necessary skills including for non-government officials (Non-ASN). The standards were developed in collaboration with the Ministry of Labour (Kementerian Tenaga Kerja, Kemenaker) and the National Agency for Professional Certification (Badan Nasional Sertifikasi Profesi, BNSP) and involved universities and research organisations – including KSI partners SMERU, CSIS, FITRA and KPPOD.
 
KSI also worked closely with LAN and AAKI to conduct a rapid assessment of the role of policy analysts in improving policy making. The study aimed to map the number of policy analysts needed by national and local government agencies, identify what avenues are available for training, outline the role of AAKI as a platform for knowledge sharing and knowledge management, and develop a five-year roadmap for professional development of policy analysts. Given that policy analysts are a new position, it is perhaps not surprising that the rapid assessment found that many of the 155 existing policy analysts were not applying their skills optimally in their work. This was found to be the result of issues such the organization’s readiness to use policy analysts, leadership, and the capacity of policy analysts themselves. 
 
In long run, policy analysts have the potential to form an important bridge between researchers and policy makers. Building the profile and influence of policy analysts, who can help build demand for evidence-based policy-making within government. Strengthening interactions and collaboration between researchers, policy analysts, and policy-makers to improve access to and uptake of research to inform policy.
 
III.          Specific Tasks
The professional organisation is expected:
1.      To reengineer the Knowledge Management 8.7 Portal as a common platform for all policy
               analysts including government officials, universities, think tank organisations and non-
               governmental organisations.
2.      To formulate four e-learning training modules for policy analysts at national and subnational
               levels. 
3.      To organise the event of the reengineered-version of Knowledge Management 8.7 Portal in
August 2018 at the office of National Institute of Public Administration (Lembaga Administrasi Negara, LAN) in parallel with the anniversary of LAN.

V.               Additional Operational Support (if any)
The vendor shall perform the work in Indonesia, mostly in Jakarta, but may include in activities in regions as relevant. KSI shall provide and arrange for meeting spaces within its office for all required vendor-KSl coordination meetings.
Requirements:
The proposal as the firm’s statement of qualifications shall be limited to a maximum of 20 pages (excluding front and back covers, section dividers and attachments). Font size shall be minimum 11-point Arial. The proposal includes the following:
a.      Cover Letter – Proposals shall include a letter signed by a principal or authorized representative who can make legally binding commitments for the entity.
b.      Understanding of Need: Proposal shall include an outline which demonstrates the firm’s understanding of the scope of work. This outline should include anticipated approach, tasks necessary for successful completion, deliverables, and suggestions or special concerns that the KSI should be made aware of. Identify any assumptions and/or exclusions used in preparation of the scope of work and associated fee estimate.
c.      Firm and Team Experience: Proposal shall include a profile of the firm’s experience. Include resumes of project team/sub-contractors who will be providing services that outline their technical and design experience.
d.      Relevant Project Experience: Proposal shall include a list of projects which your firm or personnel have completed within the last 5 years, including significant work with government agencies at national and subnational level. Project information should include project description, year completed, client name, along with a person to contact and their telephone number.
e.      Schedule: Proposal shall include a timeline to complete the project.
f.       References: Proposal shall include a listing of relevant projects with references for three public entities for which Proposer has performed similar work within the past 5 years.
