Background
United Cities and Local Governments Asia
Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation
of International Union of Local Authorities (IULA), United Towns Organization
(UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was
established on 1 January 2004 and is headquartered in Barcelona, Spain.
Following this unification, UCLG ASPAC was established in Taipei on 14 April
2004, as the new entity of IULA ASPAC. UCLG ASPAC is the key knowledge
management hub on local government issues in the Asia Pacific region.
UCLG ASPAC is the key knowledge management hub on
local government issues in the Asia-Pacific region. It promotes democratic
local government, supports cooperation between cities,
local governments and their associations, and facilitates programmes, network
and partnerships to develop the capacity of local governments and the
associations. Moreover, UCLG ASPAC represents local governments politically
within the international community, and with the United Nations
and its agencies. It also promotes inclusive
societies which safeguard equality, social and economic justice, and
sustainable community development. UCLG ASPAC is engaged in all relevant
thematic fields for nurturing sustainable development comprising local
economic development,
climate change, disaster resiliency, culture, strategic planning,
decentralization, municipal finance,
gender equality, women leadership and empowerment and good governance.
The Short-Term Consultant will be hired for a three (3)
month-period with possibility of extension on good performance basis. She/he
will be placed at UCLG ASPAC Secretariat Office in Jakarta. The Consultant will
directly report to SG.
Scope
of Work/Key Duties
The Consultant is
to support the Communications & Member Services Division in producing the
regular Local Governments Newsletter and monthly e-News (please refer to UCLG
ASPAC website to see previous editions), boosting social media live posting for,
during and after the Congress to be held in Surabaya in September 2018, and Compiling
UCLG ASPAC Congress coverage in media. She/he will also support the expansion
of the communication and media’s strategies and works.
Qualifications:
v Education: Bachelor’s degree in communications, public relations,
and/or related fields
v Experiences:
-
Minimum 5 (five) years of professional experience
in public relations and/or journalistic work.

Demonstrate experience working with local governments,
multi-donor agencies, and/or development partners.

Ability to create new ideas, relationships, systems,
or products including creative contributions, to
draft/edit texts (in English).
v Language:
-
Fluency in written and spoken English.
-
Ability to write and speak Bahasa Indonesia is a
plus.
v Computer skills:
-
Intermediate to advanced MS office skills in all
basic Microsoft word programs and publication software.

Basic IT knowledge is preferable.
-
Possess skills in design-making (In Design,
Photoshop).
