Project Summary:  
The USAID/Indonesia Monitoring and Evaluation Support project (MESP) is a five-year project based in Jakarta. Theproject provides assistance to the entire USAID Mission portfolio, including implementing partners, local partners, and Government of Indonesia stakeholders. MESP covers three components: 1) Performance monitoring; 2) Collaborating, Learning, and Adapting; and 3) Evaluation and Technical Assistance. 

Position Summary:
The Program Officer position requires extensive coordination with other MESP team members to ensure successful performance of the program, as detailed in the Annual Work Plan. The Program Officer is expected to support the work of technical senior staff (COP, DCOP, task leaders) while independently liaising with the implementation level of partner government agencies, implementing partner and CSOs.

Responsibilities: 

• Support senior technical staff in the planning, coordination and arrangements for successful implementation of MESP technical tasks and related events. Such tasks may include seminars/conferences, trainings, meetings, presentations, evaluations and assessments, and other tasks. Items to be arranged may include travel and hotel arrangements, preparation of materials, drafting of task documentation, budget and report writing. 
• Set up appointments with partners (government or civil society), implementing partners, USAID, et al. 
• Draft sections of MESP Work Plans and Progress Reports, as needed. 
• Draft letters and invitations in Indonesian and English, as well as other written materials in support of program tasks and operations. 
• Monitor progress of the activities to measure performance and results.
• Handle administrative and financial matters related to program implementation.
• Collect information related to the planning, organizing, and execution of project tasks.
• Ensure timely implementation of tasks, in accordance with schedules agreed with task leaders and USAID. 
• Support recruitment of technical assistance consultants as needed. 
• Help ensure evaluation findings and recommendation are transparent and distributed to relevant stakeholders.
• Implement other tasks as requested by the COP, DCOP, and task leaders, as appropriate. 



Required Qualifications

• University degree plus minimum 3 years of work experience. Experience in development program a plus;
• Demonstrate ability to interact profesionally and work constructively with a range of individuals, including USAID mission;
• Experience working on international donor programs in Indonesia, USAID preferred;
• Knowledge of program areas and the associated stakeholders and governance conditions in Indonesia a plus;
• Strong organizational skills and attention to detail;
• Ability to work on multiple tasks simultaneously and independently, delivering products or completing responsibilities on time and at the required quality level;
• Strong interpersonal skills; ability to work effectively as a member of a team;
• Fluent spoke English and strong written English;
• Excellent writing and communication skills; experience producing communications materials for programs (e.g., MEL pieces, progress reports, success stories) preferred;
• Fluency with MS Office software applications.
