Urban Sanitation Advisor and Project Administrator for
our WASH SDGs project
(Local contract)

In Indonesia, SNV works together with local partners
to provide technical expertise in two sectors: Agriculture and Water,
Sanitation and Hygiene (WASH). For the WASH sector, SNV is focused on
increasing access to safely managed sanitation and in sustaining positive
changes in hygiene behaviour, by providing scalable, market driven solutions
tailored to rural and urban contexts.
SNV’s Water, Sanitation and Hygiene Sustainable
Development Goals (WASH SDGs) project
With an urbanization rate of 4.1% per year, by 2025
Indonesia will have 68% of its population living in cities (WB, 2017). This
fast paced urbanization brings many human, environmental and economic
opportunities but also substantial development challenges. Safely managed sanitation
and hygiene is a critical one, to ensure health and prosperity for everyone,
especially the urban poor.
In 2015, around 18 million urban people had no access
to a toilet while 20 million more were resorting to unimproved sanitation
facilities (JMP, 2015). With sewerage coverage existing in only 11 cities and
2% of city residents having no access to centralized sanitation systems, the
vast majority of the urban population relies on on-site sanitation systems that
are often sub-standard and/or inadequately managed (WSP, 2013). As a result, an
estimated 95% of Indonesia’s wastewater is disposed untreated, and pathogens
contaminate land and water sources, making faecal coliform from human waste the
most excessive pollutant in Indonesian rivers, exceeding the recommended
standards by a thousand-fold or more (WSP, 2013; FAO, 2011). Poor urban
dwellers that rely the most on unsafe water sources for drinking, cooking and
washing are blighted by the resulting water-borne diseases that keep them
trapped in a seemingly unbreakable poverty cycle.
SNV sees safely managed sanitation and hygiene as a
pre-condition for health and economic development in cities. Our WASH SDGs
project is focused on achieving sustainable and inclusive city-wide sanitation
and hygiene services and support the achievement of SDG 6. To achieve this,
SNV:
- Works
together with local authorities to create an appropriate enabling policy and
regulatory environment for sanitation services at the local level
- Develops
financially viable and sustainable business models also with the private sector
on the collection, transport, treatment, re-use and safe disposal of human
waste
- Works
with communities to increase their awareness and engagement towards safe and
affordable sanitation products and services
- Guides
the different stakeholders through a process of informed choice regarding
technologies, finance strategies and service delivery models, in particular for
low-income groups and slum residents.
Urban Sanitation Advisor
The Urban Sanitation Advisor will work in a
cross-cutting advisory role for the WASH SDGs project under the coordination of
the Project Manager. The position has the following requirements:
1) Strategic
Positioning: Conducts routine supportive analysis on the WASH sector.
Participates in strategic positioning meetings as part of the team
2) Networking:
Analyze and understand the WASH country context, the organisational
environment. Gives input to networking processes. Maintain operational contacts
with national and local partners within assignments
3) Advisory
Services: Looks up and manages relevant information on local partners. Conducts
partners meetings and visits. Conducts administrative tasks on assignment and
progress and prepares reporting. Gives technical input to local partners and
colleagues. Works together with local partners, providing training/coaching
whenever relevant
4) Review
and Evaluation of Advisory Services
a. Contribute
to feedback processes, coaching and evaluation of achieved results. Supports
the collective learning in local partners/activity team and/or expertise group
from the assignment
b.. Ensures
timely evaluation processes, coordinate and monitor this with account manager
and client
5) Knowledge
development
Contributes to internal and external Knowledge
development. Participates in knowledge development/ expertise groups and in
external and internal networks. Stays informed on trends and developments and
updates the team on latest trends. Poses suggestions, shares idea and gives
feedback
6) SNV
Internal Organisational Development: Identify improvement areas within the local
internal organisation and processes. Gives feedback and critically reflect on
organisational topics
Candidate Profile
1) University
degree in a related field (Public Health, Environmental/Sanitation engineering,
Social Sciences, Public Policy)
2) Minimum
5 (five) years of professional experience relevant for the job description
3) Sound
knowledge and hands on experience of the urban sanitation environment in
Indonesia, including of sanitation national programmes and targets
4) A
sound understanding of the WASH SDG 6, notably of the concepts of safely
managed sanitation and hygiene, with particular attention to the needs of
women, girls and other vulnerable groups
5) Good
knowledge of the socio-cultural, financial, regulatory and policy conditions
underlying an enabling environment for urban sanitation development
6) Demonstrated
ability to communicate with and mobilize different types of stakeholders and
partners, including government counterparts and international donors
7) Proven
experience in designing and delivering capacity building initiatives to
different types of stakeholders, that are in line with roles and
responsibilities and meet agreed project objectives
8) Experience
in analyzing and using data and research findings for advocacy and decision
making processes
9) Ability
to critically monitor own performance and project results in view of regular
improvements and relevant adjustments
10) Capacity
to efficiently work in an international, fast paced, results driven team
11) Experience
in awareness raising/communication for behavior change is a plus
12) Proven
experience in project activities design, delivery and reporting
13) Proven
experience in capacity building, training, coaching in view of long term
sustainability and local ownership of project results
14) Ability
to document activities and report in an organized, straightforward way
15) Native
Bahasa Indonesia speaker with a good command of spoken and written English
16) Good
computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and Outlook)
Project Administrator
The Project Administrator will work in a cross-cutting
support role for the USHHD project under the coordination of the Project
Manager. The role entails administrative & financial management support
responsibilities with contribution expected also on communication & visibility.
Specific scope of work within the project is the following:
• Ensure
Project Management Administrative and Financial requirements in line with SNV’s
financial and administrative guidelines (including supporting in procurement
good and services, travel arrangements, advance and payment requests, time
writing for consultants)
• Provide
logistical & general support to project delivery and documentation
(including preparing meetings agendas, meeting minutes, support to the
recruitment of consultants, project document folders, and financial
information)
• Oversee
consistency and coherence with SNV, donor and partner visibility guidelines for
all activities and products of the USHHD project
• Assist
with activities supporting advisors work
Key Responsibilities
1) Guarantee
full alignment of financial and administrative operations within the USHHD
project with SNV’s financial and administrative guidelines as per SAP by Design
2) Lead
administrative and financial related communication between the Jakarta office
and SNV’s main offices in the project locations
3) Ensure
project documentation in line with SNV’s Project Management reporting and
accountability requirements
4) Oversee
the establishment and day to day management of the Jakarta office
5) Provide
timely and high quality response to logistical and general support requests
from the USHHD project team and SNV’s main office
6) Guarantee
quality and compliance with visibility guidelines, including in the office
space, in the documents published and in the public events/activities delivered
7) Provide
logistical support and local contextualization for project activities
8) Keep
an inventory list of equipment, assets and means of transport, and the relevant
contracts and leases, organize equipment and stationary procurements,
coordinate maintenance and replacement when required, in consultation with and
with approval of the supervisor and conform the given authorization and
(procurement) procedures
Candidate Profile
1) University
degree
2) Minimum
2 (two) years of relevant professional experiences, preferably in an
International NGO
3) Knowledge
in finance and administration procedures
4) Experience
in organizing events/activities/training, including logistics and procurement
5) Very
organized, results driven, structured work style skills
6) Ability
to communicate with a different range of stakeholders and partners, including
government counterparts and international partners and donors
7) Ability
to document activities (both in writing and visually) in an organized,
straightforward way
8) Knowledge
in Sanitation issues is a plus
9) Native
Bahasa Indonesia speaker with a good command of spoken and written English
10) Good
computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and Outlook)
Contract duration: 1
year with possibility of extension.
Desired start date: July/August
2018
Duty station: Java with occasional travel to Lampung for Urban Sanitation Advisor position and Jakarta for Project Administrator position.
