Background
DAI seeks a Human Resource Assistant for a 5-year, $19 million USAID funded “Adaptasi Perubahan Iklim dan Ketangguhan (APIK)” Project. The purpose of APIK is to support the Government of Indonesia to strengthen climate and disaster resilience, working in an integrated manner from the national level down to the community level. APIK will help to mainstream climate change adaptation and disaster risk reduction into national and subnational governance frameworks, build the capacity of local communities and the private sector to address climate change and weather-related natural hazards, and support the use of information for climate and disaster risk management among key stakeholders.

Essential Duties
The Human Resource Assistant is responsible for the HR management of the project. S/He is responsible for ensuring the HR related issues is handled and delivered on time, include making sure the payroll process is smooth and on time, handling health insurance, BPJS health and pension registration and recurring payment, and assisting in the related HR management issues based on the project needs and compliances. S/He will report directly the Director of Finance and Operations

Responsible for any recruitment process of STTA and LTTA staff.
Make sure all the on boarding staff (LTTA and STTA) have the required approval from both Home Office and USAID.
Assist HR & Finance Officer in preparing payroll.
Ensuring compliance with withholding local income taxes and remittances to tax authority and BPJS health & pension (Monthly and annually).
Make sure timesheets from all staff are available, completed correctly and submitted on time.. 
Monitoring time sheet completion and staff leave tracker.
Provide and monitor the security schedule and overtime for all regions.
Support HR Officer handling health insurance claim and submission to the Health insurance provider.
Processing employment agreements for new hires or extensions, including ensuring their registration with project’s health insurance carrier; BPJS health & pension; and finance department for payroll administration.
Processing payroll and provide pay slip for the employee and keep all salary related information strictly confidential.
Registering all definite contracts to be recorded in Manpower.
Monitor and collect the annual PMP submission and list the salary adjustment request to the DFO and COP.
Maintain the ICA recruitment process until the ICA invoice review.
Maintain the personnel files and TAMIS record updated.
Responsible to provide the required form and procedure of any LTTA termination process.
Undertake other assignments consistent with the above that may be given from time to time.

Qualifications
Bachelor’s degree in Business Administration, Human Resources or related field
2+ years of relevant experience
Ability to respond effectively to time sensitive demands & inquiries 
Proficiency using Microsoft office suite, and other relevant software
Demonstrated strong problem solving skills
Excellent organizational skills with a willingness to take initiative and be proactive
Ability to manage and prioritize multiple tasks
Excellent communications and personal management skills
Ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
Extremely well organized and self-directed individual
Fluency in English is required

Location
The HR Assistant will be based in Jakarta.

Reporting
The HR Assistant will report to the Director of Finance and Operations.

Schedule
The HR Assistant is expected to join as soon as possible.
