CONSULTANT FOR STANDARD OPERATING PROCEDURES DEVELOPMENT

Introduction
Lutheran World Relief (LWR) is a US based non-governmental development and relief organization with programs in Indonesia. Currently LWR is implementing project with funding from Progresso Foundation called Technical Assiatnce Project for Bali and Flores Cooperative. The project is assisting 4 cooperatives in Bali and Flores with focus commodity in coffee and cocoa.

One of cocoa cooperative needs to improve their capacity in quality control from farmers to cooperative level. The cooperative already had the basic Standard Operating Procedures in cooperative level. However, they need to improve their capacity in controlling the quality at village/UPH level. In additional to that, they are seeking the process/procedures in giving feedback to village level processing unit on their quality and post-harvesting process. The feedback also uses as reference to identify price for the cocoa bean the cooperative purchase. The cooperative foreseen themselves in the coming year to have a good quality control standard as the cocoa company have.
On June 2018, an assessment to identify the current practice of SOP and the quality control management in cooperative had been conducted. One of the recommendation is for the cooperative to revise their SOP, review their current practice and develop quality control flow from the unit processing level to cooperative. In order to support cooperative to develop their Standard Operating Procedures, Lutheran World Relief is seeking for an experience SOP development consultant.
Objective
The objective of this consultancy are:
1.       Develop the Standard Operating Procedures for the cooperative
2.       Test the SOP in field during harvest on August and revised based on cooperative feedback

Deliverables
At the end of consultancy, the consultant deliverables are:
1.       Produced one SOP document
2.       Field visit to test the SOP and gather the feedback from the cooperative management
The consultant will assign for one-month contract (July 28 to August 28) where s/he can work remotely from her/his home base. The consultant will travel to Bali for testing and discuss the SOP with the cooperative management. The field testing will be conducted in a week of 20th August for not more than 5 working days including traveling.
Consultant requirement
The consultant should have minimum requirement as follow:
·       More than 5 years proven experience in cocoa industry
·       Have a good understanding on production cooperative structure
·       Understanding in exporting process is a plus

Remuneration
The consultant will get monthly fee based on their experience and competency and when conducting field testing the consultant will get accommodation, ticket to and from their homebased, local transport and per diem during travel.
