FHI360 Vacancy: Technical Officer M&E/SI in Wamena, Papua and Evidence Based Coordinator Jayapura


PROJECT DESCRIPTION:
The USAID-funded project, Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President's Emergency Plan for AIDS Relief (PEPFAR) program is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. The key elements of the FHI 360-led team’s strategic and technical approach are:


  • Identifying key populations and locales and comprehensively assessing risk,
  • Diagnosing “leaks” and revealing access barriers within the HIV services cascade,
  • Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
  • Addressing structural barriers and transforming local KP organizations,
  • Ensuring interventions are sustainable over the long term, and
  • Supporting the mainstreaming of human rights, gender and competency and capacity development.

JOB SUMMARY:
The LINKAGES M&E/SI Technical Officer provides technical assistance and support to LINKAGES/Indonesia in all aspects of strategic information, including monitoring and evaluation (M&E), information systems development and maintenance, and surveillance.

DUTIES AND KEY RESPONSIBILITIES:
·       Support in implementation of LINKAGES M&E work plan and monitor the deliverables can be achieved in timely and completely
·       Provide technical assistance and support to provincial and district partners in M&E system, QA/QI, surveillance, data analysis and data use of HIV cascade
·       Support the operational research and or any kind of research/study team in Papua
·       Work with LINKAGES Evidence Based Coordinator, to ensure that programs are well monitored and evaluated, with appropriate indicators of success, and impact measurements
·       Ensure that implementation of field activities adheres to LINKAGES M&E work plan
·       Participate actively in program planning process and budgeting
·       Assist Evidence Based Coordinator, in developing monthly and quarterly reports
·       Assist Evidence Based Coordinator, in developing LINKAGES work plan and budget process
·       Share learning from M&E process with Papua Evidence Based Team and Senior Technical Advisor, M&E/SI
·       Work collaboratively and closely communication with Papua Evidence Based Team, Senior Technical Advisor, M&E/SI and other LINKAGES team for strengthening integration and cross-learning in program
·       As requested, provide strategic information
·       Perform other duties as assigned
                                                                                                    
MINIMUM QUALIFICATIONS:
  • Minimum of 3 years professional experience in M&E positions with responsibility for developing and implementing M&E activities of development projects.
  • Bachelors or Master’s degree in statistics, demographics, public health, international development, economics, or related field. Master’s degree or Bachelor. Advanced certificate in M&E, statistics, or economics preferred. 
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages. 
  • Experience working on HIV-AIDS program and advantage if experience in providing assistance to the MOH/PHO in monitoring and database systems, including HIV/AIDS information system.. 
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies
  • Experience working in Papua area. 
  • Must be proficient in both written and spoken English language and fluent in Bahasa Indonesia.
  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
  • Previous experience in Indonesia is required.

Position Title: Evidence Based Coordinator, Jayapura Based
JOB SUMMARY/DESCRIPTION:

Evidence Based Coordinator is responsible for providing technical support and innovation in all forms of Strategic Information related to the LINKAGES project in Papua. Strategic Information is broadly defined and consists of evaluation and monitoring, quality assurance, special quantitative and qualitative studies, implementation science, social network analyses, and data monitoring and audit systems that serve to inform and optimize evidence-based programming and advocacy for effective responses to critical health issues.

The position will be based in Jayapura, Papua.
Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.


DUTIES AND RESPONSIBILITIES

·       Work with Papua LINKAGES team to ensure that programs in Papua are well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to Senior Technical Advisor, M&E and SI
·       Provide M&E/SI and ICT4D technical support, lead capacity building efforts for Papua PHO and 4 DHO and transfer SI/M&E and ICT4D technical capacity to local partners
·       Advise on appropriate monitoring & evaluation designs and strategies for Papua HIV system that improve tracking of results across the CoPCT cascade
·       Lead and manage performance monitoring and operational research plans in Papua that reflect LINKAGES work plans and key indicators including M&E/SI and ICT4D system, data analysis and data use to as determined by the LINKAGES program
·       Manage M&E/SI and ICT4D activities in Papua related to the performance of programs, data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results for quality improvement plan/strategy
·       Manage M&E/SI and ICT4D team in Papua who provide significant output/outcome for LINKAGES program especially on the use of cascade generator, fast track dashboards, SIHA data verification tool and cohort recap application for Papua quality improvement
·       Work with relevant stakeholders/partners in Papua to enhance data use in advocacy and in decision-making related to fast track strategies and interventions
·       Develop and monitor budgets involving strategic information activities
·       Report monthly to Senior Technical Advisor, M&E/SI through narrative report on progress and status of LINKAGES activities in Papua
·       Routine communication to Senior Technical Advisor, M&E/SI and Papua Fast Track Coordinator through email, phone and other communication media for updating the progress and status of LINKAGES activities in Papua
·       Perform other relevant duties as assigned
        
QUALIFICATIONS

·       Comprehensive knowledge of concepts, practices, and procedures with monitoring and evaluation, quality assurance, special quantitative and qualitative studies, surveillance, and data monitoring and audit systems
·       Understands the HIV-related needs of key population groups in Indonesia, including female sex workers, men who have sex with men, PWID and transgender individuals and has worked to support and implement SI activities that reduce stigma and discrimination
·       Excellent and demonstrated organizational and presentation skills.
·       Excellent and demonstrated project management and capacity building skills
·       Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia
·       Ability to meet deadlines with strong attention to consistency, detail, and quality
·       Ability to travel within country or region and internationally if needed

MINIMUM REQUIREMENT STANDARDS:
Education/Experience:
·       Master degree in public health, statistics, demographics, international development, or related field with at least 4 years of experience in providing technical assistance in or conducting and/or leading monitoring and evaluation work, quantitative or qualitative research, or implementation science studies in international settings
·       At least 3 years of demonstrated key population group technical expertise, with substantial HIV SI experience with FSW, PWID, MSM and TG
·       Familiarization with USAID and other funding data streams and performance monitoring plans
·       Demonstrated capacity building and partnership experience
·       Proficient in both written and spoken English language and fluent in Bahasa Indonesian
·       Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
