GGGI Indonesia is looking for a Consultant for Green Climate Fund's Readiness Support Programme


The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI’s role and objective in Indonesia is to assist the Government of Indonesia (GoI) in delivering green growth by driving investment and designing green projects with social, environmental and economic benefits for the people of Indonesia.

The Fiscal Policy Agency (Badan Kebijakan Fiskal - BKF) has nominated GGGI as the Delivery Partner to implement Green Climate Fund (GCF) readiness and preparatory support programme (RPSP/”Readiness Project”) in Indonesia. The Readiness Project aims to strengthen the institutional capacities of the NDA and Direct Access Entities (DAEs) to efficiently engage with the GCF which ultimately enhance country ownership and country-driven approach.

GGGI requires the services of a qualified expert to be a “GCF Readiness Support Consultant” (hereafter referred to as “the Consultant”) for the National Designated Authority (NDA) of Green Climate Fund (GCF) in Indonesia. The consultant will contribute to the achievements of the work targets in accordance to the approved readiness and preparatory support proposal and will ensure consistent quality across those deliverables. The consultant work activities will have a strong focus on successful additional nomination of DAEs and expanding DAEs’ project pipeline.


Qualifications

The Consultant must have at least 10 years of professional experience in climate investment/finance or related initiatives.

In addition, he or she must have the following qualifications:
  • Masters degree or higher, in business or commerce, finance, economics, public administration, international development or relevant fields;
  • An extensive knowledge on climate investment landscape in Indonesia;
  • An excellent track record in analyzing projects/programs within national and international context;
  • Demonstrated experience in the design and development of climate change mitigation and adaptation projects, specifically oriented towards obtaining (international) donor funding;
  • A proven track record of working on complex and politically sensitive issues with government, the private sector and international actors;
  • Understanding of the Green Climate Fund (GCF) and GCF investment criteria are highly desirable;
  • Previous experience in conducting institutional gap analysis is an advantage;
  • Existing network in Fiscal Policy Agency is desirable;
  • Proven ability to communicate clearly and effectively in written reports and other publications in English, previous writing examples might be requested;
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision;
  • Excellent in the usage of computers and office software packages.
