JAPRI Program Overview

JAdi Pengusaha MandiRI (JAPRI) is a USAID-funded project implemented by IIE (Institute of International Education) with sub implementers: Prestasi Junior Indonesia (PJI), Mien R Uno Foundation (MRUF), and Indonesian International Education Foundation (IIEF). As Indonesia’s economy continues to grow, economic inequality is also increasing, and the population living near or below the poverty line is at risk of being left behind. Entrepreneurship provides an important avenue for poor and vulnerable (P&V) youth to improve their livelihoods, create economic opportunity for themselves and others in their communities, and contribute to Indonesia’s economic development. However, P&V youth face barriers to launching their own businesses. Existing entrepreneurship programs rarely address challenges particular to this group – including foundational skill gaps, difficulty obtaining financing, and the need for intensive coaching and mentoring to help them start and grow successful enterprises. JAPRI will leverage and tailor existing entrepreneurship resources to develop, test, and scale an approach to promoting entrepreneurship among P&V youth. JAPRI will work with local governments and other stakeholders as appropriate (i.e. university, small business owners) to identify potential P&V youth, develop modules of training, as well as modules of coaching. JAPRI will also take advantage of youth representatives to ensure a youth-friendly entrepreneurship module..


Role Summary

The purpose of the 5-year USAID JAPRI program, now in its second year, is to equip PVN youth aged 18-30 with entrepreneurship and other basic skills, and link them to additional financing and ongoing support that will help them start and grow businesses through coaching and mentoring activities.

The Grants Manager will manage subawards to JAPRI partners and will oversee the monitoring of subawardee progress toward program targets, working closely with the Finance Officer and ME&L Specialist. The Grants Manager will provide guidance and oversight to other team members and partner organizations on compliance with USAID and IIE rules and regulations. The Grants Manager  will also support the Program Manager/Chief of Party in meeting all IIE agreement deliverables, and serve as Deputy Chief of Party. Work is carried out independently under general supervision.

Work with JAPRI partners to establish and disseminate best practices and develop manuals for program and financial implementation, in accordance with USAID and IIE policies and regulations. Train JAPRI partners on USAID regulations as necessary.

Support administration of subawards in compliance with USAID regulations to include tracking subaward deliverables, tracking fund transfers to subawardees, etc. Lead the monitoring of the performance of the subawardees. Conduct monitoring visits to subagreement holders if needed. Ensure that the subawardees develop and employ effective performance management plans and work plans. Identify program implementation challenges and opportunities and develop effective ways to address such challenges and engage such opportunities.
Comply with applicable contract and sponsor requirements and follow all IIE policies and procedures.

Support Program Manager/Chief of Party in meeting IIE agreement requirements and deliverables, including contributing substantially to all narrative reports. Work with Finance Manager to manage small procurements for goods and services. Serve as Deputy Chief of Party. Perform other related duties and functions as assigned.

  • Work Requirements/ Formal Education: Typically requires a Bachelor’s degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
  • Work Requirements/ Work Experience: Requires at least five years of related work experience.
  • Knowledge: Requires a working application of a specialized body of knowledge. At this level of competency, a team member is required to utilize knowledge in work execution and continuous improvement of IIE programs, policies, services and systems.

Other Knowledge, Skills and Abilities
  • Bachelor’s degree or equivalent required; advanced degree in business, public administration, international relations, or a related field preferred.
  • At least five (5) years of relevant work experience; USAID experience preferred.
  • At least three (3) years of experience in program coordination or management; preferred experience working on assistance programs with multiple partners, including facilitating the completion of all administrative steps required for the implementation of the full grant/subaward lifecycle process from solicitation to award to final closeout.
  • Experience working with high and low capacity organizations.
  • Knowledge of USAID rules and regulations (FAR, AIDAR and ADS 303) is preferred.
  • Excellent management and administrative skills; ability to negotiate budgets, reviewing financial vouchers, and expense reports.
  • Administrative experience with NGOs and NGO procedures.
  • Excellent communication skills and ability to work on teams.
  • Demonstrated leadership, versatility and integrity.
  • Willingness and ability to travel to conduct field visits, trainings, and undertake monitoring activities if needed within Indonesia
  • Excellent written and oral English.

Work Conditions & Physical Demands:

Essential functions are performed in a general office setting with low noise. Job demands may require long periods of sitting; telephone work and/or computer work, as well as interactions with other team members and external stakeholders.
