Job Vacancy Emerging Pandemic Threats – 2 (EPT-2) Technical Advisor

Palladium is appointed by USAID to manage USAID-funded Health Technical Assistance Project (BANTU), to support USAID Indonesia’s Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.
 

JOB SUMMARY:
The USAID/Indonesia Office of Health is seeking an EPT-2 Technical Advisor who will work under USAID’s Emerging Pandemic Threats (EPT-2) Program in Indonesia, focusing on preventing, detecting and responding to emerging infectious diseases, primarily through the animal-human interface.  The EPT-2 Technical Advisor will have a combination of technical, managerial, and operational responsibilities, depending upon circumstances and needs to support in-country implementation and coordination of the EPT-2 Program.  S/he will bring specialized skills and experience to support and strengthen EPT-2’s implementation and contribution to the achievement of USAID/Indonesia's Country Development Cooperation Strategy (CDCS) as well as GHSA and Joint External Evaluation (JEE) targets.
 
RESPONSIBILITIES:
1.      Assist in efforts related to documenting, analyzing, communicating and strengthening USAID-supported systems and platforms since 2006 under Avian Influenza and EPT programs;
2.      Referencing EPT-2 higher level and long-term objectives, play an active role in supporting the EPT-2 Strategic Working Group to continually identify and meet its rolling objectives;
3.      As directed by USAID, provide support to EPT-2 Implementing Partners in the areas of expanded coordination, developing and sharing EPT-2 news and updates with GOI counterparts, and fostering an EPT-2 exit strategy and legacy;
4.      Provide guidance and technical advice as needed and directed by USAID;
5.      Provide analysis and actionable recommendations on EPT-2’s M&E Framework to document and measure progress and further strengthen EPT-2 partnerships with GOI, AIP-EID, World Bank and other stakeholders;
 
REQUIREMENTS:
§  Completion of an accredited degree in veterinary medicine, medicine, epidemiology, public health, and/or preventive medicine/MD, DVM, Ph.D. preferred, or Master’s Degree,
§  Min. 5 years of progressive work experience in public health with prior management/organizational experience preferably within the Government of Indonesia,
§  Understand and be able to apply the principles of public health, epidemiology, disease prevention and control strategies, experience with mentoring, sustainable capacity building and working effectively in advisory capacity with governmental health agencies, multilateral health agencies, national/international nongovernmental organizations, demonstrated experience and skills in successful collaboration with senior and high ranking Government of Indonesia officials and other public and private stakeholders,
§  Excellent skills and ability to work effectively in a team environment,
§  Outstanding ability to work and communicate effectively (speaking and writing) in English.
