RFP - Development of the Supreme Court E-learning System for the Certification Training for Anticorruption Judges in Specialized Court for Corruption Cases under USAID CEGAH


REQUEST FOR PROPOSAL (RFP) No. 31968.003.RFP

USAID CEGAH is a USAID-funded project managed by MSI International focusing on strengthening Government of Indonesia (GOI) efforts that reduce corruption vulnerabilities in existing systems, complementing Indonesia’s impressive and ongoing corruption enforcement achievements.


The Asia Foundation Indonesia is MSI’s subcontractor for the judicial component of the USAID CEGAH project is currently seeking proposals from qualified and experienced service providers with experience in conducting the activities listed in point “Tasks and expected results” to develop the Supreme Court E-learning System for the Certification Training for Anticorruption Judges in Specialized Court for Corruption Cases.

Deadline for questions: 25 July 2018 at 5pm Jakarta time. (Questions/clarifications received after this date may not be disseminated to all known applicants.). Objective: This RFP aims to select 1 (one) organization (CSO/Private entity/university) or 1 (one) consortium of CSO/private entity/university to Development the Supreme Court E-learning System for the Certification Training for Anticorruption Judges in Specialized Court for Corruption Cases that will improve interaction between lecturers and participants through presentation, video, quizzes and assessment, reality-based case study, etc. The e-learning program will be designed to comply with the curriculum and providing the participating judges opportunities to access the training materials prior to the commencement of the session.

Geographic focus: The RFP solicits applications for interventions that will be implemented in DKI Jakarta. The Supreme Court E-learning system will be implemented in The Supreme Court of the Republic of Indonesia. Training will be conducted in Jakarta and some extent Jabodetabek area, with the Supreme Court’s Judicial Training Center (Balitbang Pusdiklat Mahkamah Agung RI) and Course Managers/Facilitators.

Organizations eligible to apply: Responsible, non-partisan legally-registered Indonesian civil society organizations (CSOs) and private companies with experience in the field of design and learning method as basis for company formation and with experience in managing procurements for USAID-funded programs or international donors are encouraged to apply. Individuals and government entities are not eligible to apply under this RFP.

Expected Grant type: Fixed Amount Awards  

Grant Award, Anticipated Grant Size and Duration: approximately IDR 560,000,000 for one (1) grant award. Organizations must be able to show a recent history of implementing a minimum of one grant equal to a value of at least 85% of the amount they request under this RFP. Grants will be for up to seven months in duration.
