Consultancy Title: Development of a Health, Safety and Security Plan
Project: New Zealand – Maluku Access to Renewable Energy Support (NZMATES)           
Location: Maluku Province, Indonesia          


INTRODUCTION
This request for quote is for consultancy services to develop a Health, Safety and Security Plan (HSSP) for the New Zealand – Maluku Access to Renewable Energy Support (NZMATES) programme.

PURPOSE
The purpose of this document is to present the requirements for the Request for Quote (RFQ) for the supply of the services described in the requirements section below.

REQUIREMENTS

1.1 Services required

Development of HSSP for the NZMATES programme’s operations in Maluku Province, Indonesia.
The HSSP should identify and analyse all relevant health, safety and security risks, and recommend standard operating procedures to:
a)  eliminate risks to health and safety of workers (including volunteers and sub-contractors), so far as is reasonably practicable; and
b)  if it is not reasonably practicable to eliminate risks to health and safety of workers (including volunteers and sub-contractors), to minimise those risks so far as is reasonably practicable.
The HSSP must fulfil the requirements outlined in the Site Specific Safety Plan Guide provided in Annex I, and must align with Mercy Corps International global security policies and Infratec Ltd. Health and Safety policies.

1.1.1 NZMATES Program Summary

The New Zealand Ministry of Foreign Affairs and Trade (MFAT) has, through its Aid Programme provided funding for the NZMATES programme. New Zealand-based renewable energy company Infratec Ltd. has been tasked with the delivery of the NZMATES programme. Infratec has engaged with Yayasan Mercy Corps Indonesia to jointly implement this five-year programme.
The main goal of NZMATES is to improve social well-being and economic development on Seram Island in Maluku province by supporting, accelerating, and enabling the sustainable development and utilization of the areas’ renewable energy (RE) resources (mainly hydro, solar, wind, and biomass) for the benefit of local communities. NZMATES will work towards promoting and accelerating the identification of RE projects and increase their attractiveness and viability, social and environmental assessments, technical considerations, and triggering and facilitating investment and funding from government, private sector, or other donors. NZMATES will partner and collaborate closely with PLN and EBTKE on increasing the use of renewables and improving energy access through grid-connected and off-grid RE projects.
The NZMATES Team will be based in Ambon and will provide support to fill gaps in knowledge, resources, and research, and will ensure that projects are aligned with the Government of Indonesia and community development framework and objectives. The proposed support for RE projects will include assistance with project identification and appraisal, technical and social assessments, finance matching, and project design to strengthen long-term sustainability. NZMATES is also intended to enhance local public and private sector capacity and offer opportunities for direct training, technical exchange programmes, and interaction between Maluku educational institutions and NZ renewable energy specialists.

  • NZMATES programme timeframe: April 2018 – April 2023
  • Activity sites:  Ambon, Seram Island and small surrounding islands (e.g. Pulau Kelang, Pualu Parang, Pulau Tioor) in Maluku Province, Indonesia.
Note: Specific work sites have not yet been identified, and the HSSP should be developed on the basis of example sites only. The stars in the map below represent possible example sites, though the final sites to be visited are to be defined by the consultant and NZMATES staff at a later date. The red marker shows the location of the NZMATES Programme Management Office.

1.1.2 Types of activities

The types of activities for which HSSP are required include:
-       Travel by boat between Ambon Island, Seram Island and other nearby islands in Maluku Province.
-       Overland vehicle travel (car and/or motorcycle) on Seram Island and other nearby islands in Maluku Province.
-       Overland travel by any other means required from time to time on Seram Island and other nearby islands in Maluku Province (e.g. by foot to remote village Kanikeh in Manusela National Park).
-       Visits to existing electricity generation sites including solar PV and energy storage installations, micro hydro plants, and diesel-powered generation sites.
-       Visits to potential renewable energy sites including rivers, remote villages and agricultural properties.
-       Emergency protocols for civil unrest, terrorism, and natural disasters, in Ambon or Seram.
-       Any HSS protocols related to living and working in Ambon city (e.g. related to transport or natural hazards)
-       Any additional HSS protocols for foreign consultants living in Ambon (e.g. related to living arrangements, or social and cultural norms).
-       Any additional HSS protocols for foreign visitors to Ambon, Seram Island and/or surrounding islands, including related to social and cultural norms.
-       Recommendations relating to community engagement and acceptance-based security planning (enhancing security through positive community relationships). 

1.1.3 Sources of information

-       Desk review of existing policies, procedures and HSS documents.
-       Field visit to Ambon and example activity locations to identify risks and hazards, as well as recommended procedures.
-       Consultation with NZMATES Programme Office staff, Infratec Ltd. and Yayasan Mercy Corps Indonesia to ensure compliance with relevant organisational standards.
-       Consultation and compliance with New Zealand Ministry of Foreign Affairs (MFAT) Health and Safety requirements.
-       NZ MFAT Site Specific Safety Plan Guide (see Annex I).
-       Mercy Corps International global security policy.
-       Analysis of Indonesian laws and regulations relating to HSS.

1.2 Deliverables

The supplier shall provide the following:
·         Health, Safety and Security Plan for the NZMATES program (in English and Bahasa Indonesia).
·         Training for NZMATES Programme Office staff and relevant YMCI support staff on the HSSP.

SUPPLIER RESPONSE
Please provide the following by Monday the 6th of August 2018, to procurement@id.mercycorps.org:

·         Itemized pricing for provision of the consulting services described herein.
·         Brief work plan, approach, methodology, and timeframe of proposed services (maximum 5 pages).
·         References and/or examples of experience in similar assignments.
·         References and/or examples of work carried out in Maluku.
·         CVs of consultants.

SELECTION CRITERIA
A request for quote has been issued to at least three different suppliers.
Selection of supplier will be based on a blended evaluation of the following criteria:
-       value for money (50%);
-       quality of proposed services (20%);
-       relevant experience of company and consultants (20%); and
-       specific experience and knowledge of area (10%).

ANNEX I: MFAT REQUIREMENTS
What is a Safety Plan?
A Site Specific Safety Plan (Safety Plan) contains details on how health and safety will be managed for a specific Activity and each site where work will be undertaken.  A Safety Plan is developed by consultation, co-operation and co-ordination between multiple organisations working together on a Activity and is required to comply with New Zealand legislation (Health and Safety at Work Act 2015). As the Safety Plan is a ‘living’ plan, it will be reviewed and updated regularly by those named within the plan to ensure that safety is monitored at each stage of the Activity. 

Safety Plan Guide
Set out below is a basic checklist of items to consider (where relevant) when developing a Safety Plan in order to identify, eliminate or mitigate risks to worker health and safety. The Safety Plan should demonstrate that all reasonably practicable steps have been taken to eliminate or mitigate risks to the extent that the partner/contractor has influence or direction over the matter.
SITE SPECIFIC SAFETY PLAN GUIDE
  1. Scope of works for activity
Gives full scope of the works including:
·      An outline each stage of the Activity, with a brief summary of the work involved in each stage
·      Key personnel responsible for safety on the activity
·      All other partners/contractors involved and their main point of contact for safety on the activity
·      Frequency of progress reports (including H&S risks/incidents) as specified in the contract or grant
2.       Location
Does the Safety Plan address each country or location in which work is to be undertaken?
3.       Travel Risks
·      Are safe travel and security arrangements included? (refer to SafeTravel)
·      Is there an approach for arranging suitable accommodation and transport arrangements?
4. All Parties Responsible for Safety
Does the Safety Plan identify all the parties (i.e. in-country affiliates, partners or subcontractors) who will also be involved in the delivery of the Activity?
Does the Safety Plan address the roles and responsibilities of the various parties (including those offshore) and how they will consult and engage together on health and safety in delivering the Activity?
5.       Workers Identified
Are all of the various workers/groups of workers identified? (No workers under the age of 16 are to be involved). This should include workers in NZ and overseas who are undertaking work for the other parties listed above.
6.       Work Type
Does the Safety Plan address the type of work to be undertaken by all workers?
7.       Worker Competencies
Does the safety plan demonstrate that the workers have the required skills and competencies for the job, or, that they have the required knowledge and experience to work in a safe manner, or, that they have appropriate supervision and training? (i.e. high level outline of required qualifications, trade skills, nautical tickets, experience, knowledge or training).
8.       Other People
Does the Safety Plan address risks to “other people” that maybe created by the work?  Other people includes: volunteers, customers, passers-buy, visitors or workers of another organisation who may be in the direct vicinity of the work being carried out.
9.       Communication
Does the Safety Plan identify how communications on health and safety matters will be achieved i.e. worker engagement, representation and consultation as well as communication with other parties?
10..   Emergency Response
Does the Safety Plan detail emergency response processes? i.e emergency contact details for Fire, Ambulance, Medical Centres/Hospitals, Police in each location where activities will be undertaken?
11..   Identification of Hazards and Risk Mitigation Controls
Does the Safety Plan identify what would seem to be the applicable health and safety hazards and risk mitigation controls:
·      In the countries and locations workers will be located?
·      With the work to be undertaken? i.e work permits, authorisations
·      All other risks that may apply?
12..   Specific Safety Measures
Does the Safety Plan address the following (where relevant):
·      Effective communications with workers, particularly those who undertake remote or isolated work? i.e. mobile/satellite phones, mountain radio or VHF etc
·      Scheduled checks/inspections of the workplace/facilities to assess if they are clean, safe, accessible, equipped and maintained appropriately for the health, safety and wellbeing of workers in the country/location, so far as is reasonably practicable?
·      Is appropriate and suitable first aid equipment provided for the workplace/ workers?
·      Outline of plant, equipment or machinery being used/provided? Including any safe work methods used?
·      If Personal Protective Equipment (PPE) is required, which party/organisation will provide and manage it? Is the PPE described appropriately?
·      If applicable, provide an outline on how the elimination/mitigation of risks will be achieved for:
-   raised or lifted objects
-   drowning in tanks or containers
-   being trapped or engulfed
13..   General Risk Mitigation & Management
Does the Safety Plan address how each of the key health and safety risks are intended to be eliminated or minimised? 
If risk cannot be eliminated, does the Safety Plan provide options to minimise risk?  For example, by following the Hierarchy of Controls (Substitute, Isolate, Engineer, Administration, PPE)
