Search Indonesia

Search for Common Ground Indonesia has supported peacebuilding since 2002. We work with government officials, stakeholders, religious leaders, civil society organizations, media professionals, educators, local communities and conflict survivors across Indonesia.

We are searching for…

A Project Program Manager (PPM) for HARMONI project. The anticipated, four-year USAID-funded HARMONI activity will promote tolerance and inclusion and reduce the risk of violent extremism. HARMONI will focus support on interventions that are narrowly targeted towards communities and individuals most at risk of radicalization, with an explicit mandate to build the resilience of key Indonesian institutions – governmental, civil society, religious, and community-based – that represent the frontline in preventing violent extremism in Indonesia. The project will focus on at-risk communities and vulnerable population groups.

 The PPM will oversee the overall project management, quality and timeliness of deliverables, program impacts, external representation, and coordination with USAID AOR. The PPM will report to the Country Director and will also represent Search, together with the Country Director, at HARMONI project advisory meetings and steering committee meetings, as well as periodic reflection sessions. The PPM will also serve as the technical hub among consortium members and possibly located at HARMONI office.

Position Description:

Search will contribute for HARMONI Intermediate Result (IR) 2 that focused on providing an effective system for the reintegration of radicalized individuals and their families. She/he will be working closely with partners, sub-grantees, government counterparts and USAID. The selected candidate will be responsible for facilitating the creation of standardized tools and guidelines for dealing with reintegration of radicalized individuals that are sensitive to gender, girls and children issues will be improved or created for the specific needs of the state authorities. She/he will be working with counterparts to increase national and local governments’ commitment to improved reintegration policies and programs. She/he will be the focal point to strengthen collaboration and coordination among state and non-state actors. Program Manager will be supervised by Senior Technical Advisor and coordinate extensively with M&E Specialist, Gender Specialist, and HARMONI Senior Management Team members.

Meet the following qualifications :

• Minimum a bachelor’s degree in psychology, conflict resolution, international development, or project management
• A minimum of five (5) years of work experience especially in the field of prevention and countering violent extremism (P-CVE), social reintegration, de-radicalization and rehabilitation for radicalized individuals.
• Extensive experience working with shelter-based program preferably for radicalized individuals, former-prisoners or foreign fighters including working with Balai Pemasyarakatan (Bapas) and Ministry of Social Welfare.
• Experience in managing USAID-funded projects is preferable including experience overseeing procurements, grants and service contracts in compliance with donor regulations, with knowledge of USAID regulations.
• Fluent in Indonesian and English, experience in writing reports to the donor in English
• Good and proven skills and experiences in communicating with donors, partners, and local NGOs
• Experiences in coaching, mentoring, and training of staff and local partners.
• Very good level of analytical and critical thinking skills.
• Experience with supporting, coaching and capacity building for staff and CSOs
• Good networking and relationship building experiences and skills
• Driven by results, able to manage stressful situations and must be self-motivated.
