Project Officer for ARCH Project: Evidence based IYCF program

Helen Keller International (HKI) is an international non-governmental organization whose mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs based on evidence and research in vision, health and nutrition. Established in 1915, HKI maintains its Headquarters in New York City, with Regional Offices in Senegal and Phnom Penh to support 22 country offices in Africa and Asia. 

Since the 1970s, HKI-Indonesia has been working to establish sustainable evidence-based approaches to enhance health and nutrition, improve education for the disabled, and expand access to eye health services for Indonesians, particularly women and children. HKI-Indonesia’s programs are integrated at all levels of the government health and education structures by helping to develop its human resources and infrastructure, conduct needs assessments, analyze local context to inform program design and implementation, train personnel, provide basic equipment and medicines, deliver services if needed, and monitor program progress and evaluate program impact.

HKI is implementing a project entitled “ARCH project: Evidence-based Infant and young child feeding program”, to investigate challenges to optimal infant and young child feeding. All activities will be undertaken within the context of promoting and protecting optimal breastfeeding practices according to the recommendations of WHO and UNICEF.

As part of an ARCH 2 country, significant country-level data was generated on promotion of breastmilk substitute (BMS) promotion of other commercially produced foods consumed by young children, as well as information related to feeding practice among infant and young children.  Advocacy work based on results from previous ARCH studies will be used to inform policy and programming at the national and regional level in Bandung. ARCH 3 will continue to focus in improving infant and young children feeding practice through the use of academic evidence, advocate to key decision makers, and disseminate the lessons learned to the public.

Key areas of ARCH project work in Indonesia:
1. Continue to support the Government of Indonesia to implement, monitor and enforce the Code and subsequent resolutions.
2. Coordinate with other stakeholders to generate and use evidence to enforce compliance to national breastfeeding policies and marketing of breastmilk substitutes.
3. Support the Government of Indonesia to align national regulations with WHA 69.9 resolution.
4. Support the Government of Indonesia on technical conversations to define unhealthy foods for infants and young children.

Helen Keller International (HKI) Indonesia seeks a Project Officer to support the Country Coordinator manage continuation of ARCH project in Indonesia.

Based in          : Jakarta, Indonesia, with frequent travels to other locations
Duration         : 1 (one) year with possibility of extension (August 2018-2019).
Scope of Work:

1.     Advocacy work
·       Engage in country level coordination to advocate evidences generated under ARCH 2.
·       Represent HKI and ARCH in any activities and coordination with sub-national government, legislatives, academia, CSO networks and other counterparts as needed.
·       Actively engage in sub-national networks to support sub-national government in planning and improving program and policy to enable supportive environment for optimal infant feeding practice.
2.     Assessment of Commercial Complementary Food Labels
·       Support Country Coordinator and ARCH regional specialist in preparing assessment protocols and participate in the assessment.
·       Manage assessment data and materials.
·       Support development of assessment report and dissemination materials..
3.     Communication
·       Engage in development of information, promotions and other communication materials, ensure the materials are acceptable to the local context.
·       Assist counterparts in using and disseminating the developed materials in national and sub-national IYCF programs.
4.     Management of activities
·       Support ARCH Country Coordinator in managing project administration, financial and logistics.
·       Liaise and coordinate with counterparts for preparations and management of meetings, joint activities, travels/site visits and other relevant tasks.
5.     Assist ARCH Country Coordinator in other relevant activities
·       Assist ARCH Country Coordinator with other duties and participate in other activities as needed


Qualifications:
·       Experience in nutrition program, public health or health related fields.. Master’s degree or a minimum of five years’ experience in the related field are highly appreciated.
·       Technical knowledge in areas related to infant and young child feeding and nutrition.
·       Demonstrated experience working/engaging with government particularly in the sub-national level, with other CSOs and stakeholder.
  • Demonstrated ability to be self-directed, high initiatives, helpful and have strong interpersonal skills and ability to work with a team.
  • Willing to work with flexible hours to meet targeted outputs.
  • Strong communication skills, including oral and written English are highly valued.
