SENIOR PROGRAM OFFICER PMU USAID PROGRAM  
IN INDONESIA CLIMATE CHANGE TRUST FUND/ICCTF SECRETARIAT 2018

A.  Background

As the National Trustee to channel funding for climate change mitigation and adaptation, the Indonesia Climate Trust Fund / ICCTF has received, managed, administered and channeled funds from abroad since 2010. One of the funding assistance that is still running until 2018 is the adaptation and mitigation program, financed by the USAID Grant. This program has important outcomes directly related to prevention and mitigation of climate change impacts.

Adaptation and mitigation program of ICCTF are evolving along with increasing of ICCTF fund primarily through USAID funding. The funding focuses on strategic planning, institutional or community capacity building and supports technology to strengthen mitigation and adaptation through innovation to support greenhouse gas (GHG) reductions and climate change risks.

This program requires effective managerial and strategies so that we are looking for qualified Senior USA Officer Program Officer. In daily activities, the Senior Program Officer of the USAID PMU is responsible to the Project Team Leader, Operational Director and the Executive Director of ICCTF.

B.         Key Responsibilities

1.        Project Pipeline
a.      To filter out new external idea / policy / research to make the baseline project pipeline and communicate it as ​​fundraising activity and ICCTF institutional strategy development.
b.     To develop adaptation and mitigation programs in many activities funded by USAID financing.
c.      To develop a program with independent expert panel and related bureaus at Kementerian PPN/Bappenas.

2.        Investment Strategy
a.      To obtain inputs from external and internal of Kementerian PPN/Bappenas for rationale analysis framework in USAID-funded programs and development of ICCTF investment strategies.
b.     To analyze and adjust the previous strategy investment framework and new proposals at ICCTF based on learning of USAID-funded programs.
c.      Together with USAID's PMU Project Team Leader, Operation Director, Executive Director, and other related staff to develop a new strategy implementation framework.
d.     To discuss and communicate new investment strategy proposals with independent expert panel and related bureaus at Kementerian PPN/Bappenas, if required.

3.        Knowlegde Management
a.      To prepare a program learning report into a simple program management guide and provide input to USAID Project Team Leader, Executive Director on learning outcomes funded by USAID funding.
b.     To provide data related to the lesson learned from programs and submit the data to Operation Director, Executive Director and related staff.
c.      To assist Planning, Monitoring & Evaluation Manager and Executive Director in synthesizing lesson learned from programs into program evaluation materials..
d.     To assist Planning, Monitoring & Evaluation Manager, Executive Director and Communications Team using program evaluation materials into investment strategy development plans, communication strategies and project cycling management.

4.        Monitoring and Evaluation
a.      To develop strategic issues as a baseline or rationale of USAID new M & E Framework program.
b.     To discuss strategic issues with experts related to new M & E Framework
c.      To assist the proponent to prepare project monitoring and evaluation framework.
d.     To conduct duty trip of monitoring program when is needed within USAID PMU teams
e.      To evaluate ongoing program or end of program
f.      To develop a program monitoring and evaluation report
g.   To discuss monitoring and evaluation with an expert if needed
h.     To help ICCTF Planning, Monitoring & Evaluation Manager, USAID PMU Project Team Leader and Executive Director ICCTF related to the development of monitoring and evaluation guides
i.       To assist Project Team Leader USAID PMU conducting analysis, evaluation of project execution, preparing monthly report materials, quarterly, and closing project report.

5.        Institutional Support Building
a.      To assist Planning, Monitoring & Evaluation Manager and Project Team Leader PMU USAID in reviewing and updating the Project Cycling Management framework.
b.     To help institutional communication by attending partners' invitations if needed.
c.      To perform tasks from USAID PMU Team Leader, Operational Director and Executive Director of ICCTF related to internal and external coordination.
d.     To develop and initiate ideas related to institutional development such as review of SOP mechanism and procurement mechanism.
e.      To help drawing up annual budgets, program budgets, terms of reference, and absorption budget strategies and program achievements.

C.         Outputs
The output of Senior Program Officer PMU USAID as follows:
1.     Document of fundraising idea and strategy of adaptation and mitigation programs in activities funded by USAID financing;
2.     Document of previous investment strategy framework adjustment and new proposal in ICCTF based on learning of USAID-funded programs;
3..     List of proposed new investment strategies.
4.     Lesson-learned data or reporting program
5.     Proposed development plan of investment strategy, communication strategy and project cycling management
6.     Monitoring and evaluation program report regualarly
7.     Consultant activity monthly report
8.     Other reports assigned by direct supervisors or indirect supervisors

D.        Requirements
Personal Competencies:
This position is for individuals who are experienced in understanding the issues of national and international development dynamics and their relation to environmental issues and climate change. The candidate should have basic competence ability related to program management starting from planning, monitoring / monitoring and evaluation program.

Education :
Min. Bachelor degree in the field: Environmental Science / Environmental Engineering / Environmental Geography / Disaster Management / Forestry / Agriculture / Meteorology and Geo Physics

Experience:
·       Have at least 4 years experience in environmental program management, climate change mitigation and adaptation as well as resilience at national and international level
·       Have at least 2 years working experience related to Monitoring, Reporting, and Verification (MRV) or relevant to mitigation program and experience in climate modeling and / or climate resilience at planning-action level in community and city or region.
·       Have at least 3 years experience of climate change and environmental grant management program
·       Have experience in research and community empowerment in the field of climate change / environment
·       Have experience in writing articles, reports and books on learning outcomes of environmental activities at national or international level
·       Have experience as a liaison and work with government agencies, civil society organizations and international agencies in developing dan managing program proposals.
·       Have the ability to communicate, build and facilitate networks / working groups / organizations
·       Have working experience with international government / organization system and trust fund system in Indonesia
·       Have good skills in Bahasa Indonesia and English, both oral and written

The candidate will be based in Jakarta and offered 5 months lumpsum contract starting from August until December 2018 and possible to extend based on performance.
