Background:
The
Revitalising Informal Settlements and their Environments (RISE) programme aims
to demonstrate a new approach to water and sanitation management in urban
informal settlements. RISE is an action-research programme utilizing a
randomized control trial (RCT) methodology involving 24 informal settlements
(12 in each country). The RISE theory of change is that the water sensitive cities
(WSC) approach can interrupt the fecal-oral transmission route, resulting in an
improvement in human gastrointestinal health, especially for children under 5
years of age. The overall aim of RISE is ‘to improve the lives of men
and women, boys and girls in informal settlements through improvements in human
health and the environment by adopting a water
sensitive cities (WSC) approach to informal settlement upgrading. The Expected outcome is to provide
the evidence that a localised, water-sensitive approach to upgrading informal
settlements can deliver sustainable, cost-effective improvements in health and
the environment as a complementary to ‘big pipes’ in the Asia-Pacific, paving
the way for further deployments in the region and globally.
RISE
is implementing a demonstration site in Batua, Makassar. The demonstration site
project aims to provide a tangible prototype of the WSC approach and
technologies. The design has been completed and construction is due to commence
in Quarter 3 2018.
Key responsibilities:
1) Leadership and management of the
architectural/engineering co-design and planning activities
·
Training
of local staff including community fieldworkers and engineers;
·
Lead
with sub-project design, costing, implementation planning;
·
Lead
to develop clear implementation project work plans and tendering documentation;
2) Supervisory responsibilities for
on-site construction management, documentation, quality assurance and quality
control
·
Lead
in the day-to-day technical and financial oversight of project work planning,
budgeting, procurement, and monitoring of construction activities in the field;
·
Support
on-site coordination with health and environmental pilot assessments during the
construction period;
·
Lead
collaboration with the relevant institutions and project teams, at the national
and local levels during planning and construction implementation;
·
Ensure
construction quality standards are met as per local guidelines and
requirements;
3) Lead in documentation, reporting,
and any other duties required
·
Lead
in results-based reporting on activities and outputs in line with donor and
government requirements;
·
Lead
in project documentation of construction contracts, progress reports, field
test results, etc.;
·
Coordinate
different RISE components among different project sites during the
implementation of the activities;
·
Support
to results-based monitoring and evaluation efforts in all project locations and
for the programme duration
Key result areas:
1. Timely and cost-effective achievement
of all project activities and outputs.
2. Effective technical advice and oversight, and quality
assurance.
Required qualifications and experience:
At least a Master’s degree in
engineering or related discipline
At
least ten years of experience with:
(i)
designing and managing water, civil engineering, or
related construction projects;
(ii)
urban water, sanitation infrastructure design and
systems;
(iii)
familiarity with community-based development and
participatory design processes;
(iv) experience with green infrastructure
needs assessment and planning in informal settlements.
Language requirements
English language – oral and written
fluency is required.
