CRS is a US –
based humanitarian and development organization working in over 100 countries
around the world to assist people victims of disasters, people in need and the
disadvantaged regardless of race, belief or nationality. CRS has been operating
in Indonesia since 1957 under the Memorandum of Understanding with the Ministry
of Social Affairs to provide both humanitarian response and long-term
development to the most vulnerable communities. CRS Indonesia’s current
strategy includes emergency preparedness and response, disaster risk reduction,
and integrated agriculture and livelihoods.
CRS/Indonesia is currently seeking professionals for several local positions
to be based in Palu who have expertise on the specific field as follows to
support our response for the recent Sulawesi tsunami & earthquake:
Summary Responsibilities of each position is as follow (this is
not an exhausted list of job description):
1.
Finance Officer
Job Summary:
·
You will help coordinate and support the
Finance department’s management of accounting systems, policies and procedures
in compliance with CRS’ established accounting standards, Generally Accepted
Accounting Principles (GAAP), donors’ rules and regulations, and legal
requirements to support high-quality programs serving the poor and vulnerable.
As part of an experienced finance team you will help coordinate daily financial
activities through preparation and delivery of financial services.

Ensure all Project/Program Advances issued to
partners are properly accounted for, and liquidated within the established
deadlines, review liquidation requests submitted by partners, and ensure the
liquidation documentation is in conformity with generally accepted accounting
principles and in compliance with CRS and donor requirements.
Specific
Qualifications for Finance Officer:
·
B.A. degree in Accounting, Finance, Economics,
Business Administration strongly preferred. Courses in accounting, or a
qualification in accounting (CPA/ACCA or equivalent).
·
Minimum of three years
accounting experience, preferably with an international or local
NGO, or a financial/banking institution.
·
Familiarity the relevant public donors’
regulations preferred.
·
Proficient in Excel and experience with Word
and PowerPoint. Knowledge of Sun Systems financial accounting package or
similar financial reporting software a plus.
2.
Monitoring,
Evaluation, Accountability, Learning (MEAL) Officer
The
MEAL Officer is responsible for implementing monitoring, evaluation,
accountability and learning (MEAL) initiatives for CRS Indonesia, which could
include the project implementation, goods distribution etc. in the project area.
The MEAL Officer’s role includes but is not limited to: the development of gender and
protection-sensitive standardized data collection tools and database systems,
frequent data collection, verification of results reported, analysis and
presentation of findings and project progress, implementation of project
accountability mechanisms, and the provision of feedback to partners. The MEAL
Officer will ensure that systems are in place to measure programs’ impact and
progress, and that data is readily available to be used as a foundation for
programmatic adjustments and evidence-based decision-making
Specific Qualification for MEAL Officer:
•
Bachelor’s degree in the social sciences, statistic or other
related fields required.
•
Minimum of 3 years’ experience in M&E
•
Experience with digital data collection preferred and Information
Communication Technology for Development (ICT4D) is preferable.
•
Highly skilled in developing monitoring and evaluation form,
monitoring and evaluation reporting including technical writing on the MEAL
such as dashboard management or infographic reporting
•
Understand and experience in designing and implementing
accountability and learning strategy for community development or other refugee
programs
3.
Shelter Field Officer
Job Summary:
As a member of
the Shelter project team, you will monitor and report on all shelter and
construction project activities in support of Catholic Relief Services’ (CRS)
work serving the poor and vulnerable. Your thorough and service-oriented approach
will ensure that the project consistently applies best practices and constantly
works towards improving the impact of its benefits to those we serve.
Specific
Qualifications:
· Degree in civil engineer or equivalent field experience,
professional engineering license is a plus.
· At least 2 years professional experience in the technical area of
constructions.
· Demonstrates good networking in this emerging technical field
within Indonesia.
4.
WASH Engineer
Job Summary:
As a member of
the WASH project team, you will monitor and report on all project activities in
support of Catholic Relief Services’ (CRS) work serving the poor and
vulnerable. Your thorough and service-oriented approach will ensure that the
project consistently applies best practices and constantly works towards
improving the impact of its benefits to those we serve. You will provide overall technical and management
support to partner staff, targeted beneficiaries in key Water and Sanitation
construction project.
Specific Qualifications:
· Degree in water engineering or equivalent field experience,
professional engineering license is a plus.
· At least 3 years professional experience in the technical area of water
engineering constructions project.
·
Experience
in participatory action planning and community engagement
· Experience monitoring projects and collecting relevant data
preferred
· Thorough knowledge of local building codes and design standards
General Qualifications for all positions:
• Experience using MS Windows and MS Office
packages (Excel, Word, PowerPoint), including web-based survey tools
·
Good command of Bahasa Indonesia and English
both oral and writing
·
Experienced in emergency response is
preferable
