The role
Join Australia Indonesia Infrastructure Partnership (Kemitraan Indonesia Australia untuk Infrastruktur - KIAT) in Jakarta to play an integral role in to meet the overall objectives of the GESI CSE Unit of KIAT Facility. The role will be as the Adviser for GESI and Public-Private Partnership (PPP) / Private Sector Engagement (PSE).
Join Australia Indonesia Infrastructure Partnership (Kemitraan Indonesia Australia untuk Infrastruktur - KIAT) in Jakarta to play an integral role in to meet the overall objectives of the GESI CSE Unit of KIAT Facility. The role will be as the Adviser for GESI and Public-Private Partnership (PPP) / Private Sector Engagement (PSE).
The Adviser for GESI and PPP/PSE will develop and introduce GESI and CSE tools, and provide guidance into the infrastructure project preparation cycle, and into the PPP cycle. The Adviser will work with Bappenas and the Ministry of Public Works and Housing (Kementerian Pekerjaan Umum dan Perumahan Rakyat, PUPR).
This role also involves will have the following key activities:
- Review international and national literature (including relevant policies, field-based reports and other documents) to develop GESI & CSE tools in the infrastructure development, including PPP cycle;
- Identify opportunities for ‘incentive mechanisms’ to be included in PPP packages for improved GESI and CSE;
- Identify opportunities for financing mechanism, especially on using the blending fund model that support integration GESI in PPP project financing as well as attract more incentives for the private sector;
- Examine the available approaches on the collection of quantitative sex and disability disaggregated data and identify gaps;
- Analyze relevant policy framework for PPP development from a gender perspective;
- Assess the overall legal and regulatory environment for GESI & CSE work in the infrastructure sectors and on PPP issues.. This review would consist of the following;
b) List and evaluate any gender tools, mainstreaming initiatives/efforts that have been implemented in Indonesia by donors (in particular WB, ADB and DFAT) and any impacts achieved;
c) Based on above steps, develop a potential GESI and CSE approach/tools to be be implemented in PPP/PSE activities, in terms of a list of KPIs that could be used for M&E and to be integrated into the work of the GESI and CSE and PPP teams and in future GESI and CS Strategies;
- Intensive coordination with relevant people from both private and public organizations, including relevant GOI officials working in infrastructure in Indonesia;
- Contribute to and support the work of the KIAT GESI and CSE through participation in team meetings, Reference
- Group meetings, the Annual Workshop and other activities;
- Support to Bappenas and Ministry of Public Works in any other tasks related with integrating GESI & CSE in PPP cycle and infrastructure projects.
About you
You will be a motivated and proactive Adviser for GESI and PPP/PSE with the right combination of talent, energy and a commitment to technical excellence. You will also have:
Essential
- A Bachelor/Master’s degree in a relevant subject such as sociology, social anthropology, economics, international development, etc.
- Knowledge and experience on GESI, PPP
- High level report writing skills
- At least 5 years professional working experience in a similar role
- Experience working with donor funded programs
- Experience working with the Government of Indonesia
- Fluent in English language in writing and speaking
- Scrupulous in maintaining high standards of probity expected by the KIAT Facility
- Self-motivated, innovative, creative and a lateral thinking ability
- Willing to work as part of a multi-disciplinary team and to assist and support the team members
- Bahasa Indonesia ability is required
Successful Indonesian nationals will be engaged under a local contract in IDR, and will be subject to Indonesian employment regulations and tax obligations.
