Request for Expression of Interest (IOM Vendor Pre-Qualification for RCA Project)




Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.




With 149 member states, a further 12 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.



IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.



Expression of Interest



As the UN Migration Agency, IOM plays a key role in contributing to the respect for and protection of migrants and their rights. IOM does this by applying a rights-based approach that emphasizes the promotion of migrants’ dignity, well-being, and respect for their rights.



In Indonesia, IOM fulfils its policy on protection and rights-based approach by directly assisting migrants – including refugees and asylum seekers – referred to the Government of Indonesia through the Regional Cooperation Arrangement (RCA). IOM provides basic humanitarian assistance including shelter, food, non-food items, medical care, and access to education.



IOM is seeking experienced and well-established companies/organization to be IOM’s pre-qualified vendors (service providers/suppliers) in Medan City, who would be invited to participate in any tender opportunities.



IOM deals with variety of products and services, which are classified into categories as follows:



  1. SERVICES

  • Medical Clinic Services such as specialist clinic, dental clinic, medical laboratory, medicine observers, on-call (by request) and regular clinic services.
  • Hospital such as general hospital, child and maternal hospital, eye hospital, and mental hospital.
  • Health Promotion Activities such as health info-session or seminar.
  • Hotel/Accommodation for migrants.
  • Transportation such as vehicle rental for office fleet and movement support.
  • Psychological Interventions such as individual counselling, group therapy, child developmental therapy.
  • Educational Activities such as home-schooling, early childhood and elementary education.
  • Event Organizing such as inter-cultural activities, training or capacity building activities, commemoration and festivals, etc.
  • Construction and Maintenance of Building such as maintenance of buildings, electrician, plumber, water filter (WTP), waste management, deep well (services and drill), siphoning, electronic provider and machinery shop, etc.



  1. GOODS

  • Clothing Provision for migrants.
  • Medical Supplies and Equipment such consumable medical supplies, wheelchair, prosthetics, etc.
  • Pharmaceutical Products such as medicines and vaccines.
  • Optic or eyeglasses for migrants.
  • Office Furniture such as office chairs, desks, etc.  



Required Documents



IOM invites companies or organizations to indicate their interest in providing the services or supplies by providing information of their qualification and eligibility. In order to qualify, please submit the following documents in chronological order:



  1. ELIGIBILITY DOCUMENTS

  1. Company Registration Certificate (Tanda Daftar Perusahaan).
  2. Trade Business License (SIUP/SITU).
  3. Hinder Ordonantie (HO / Izin Gangguan).
  4. Notarial Deed (Akta Notaris), if any.
  5. Industry or professional certificate, such as SIA (Surat Izin Apotek) for pharmacies, Izin Klinik for medical clinic, School Establishment and Operational Permit (Izin Pendirian dan Operasional Sekolah), Surat Izin Praktik Psikologi (SIPP) for psychologist, etc.
  6. Company Profile, with photos of office and facilities.
  7. A copy of owner/director’s ID card.
  8. A copy of company’s Tax ID Number (NPWP).
  9. At least 3 (three) reference contacts of non-affiliated clients to confirm vendor’s expertise or experience.
  10. Other supporting documents deemed necessary. For example, vendor who is an exclusive distributor of goods must present a certificate of exclusive distributorship from principal company manufacturing the product.


  1. FINANCIAL DOCUMENTS

  1. A copy of company’s bank book and/or reference letter from the bank.
  2. Official statement letter from the company’s owner/director is required if the company uses individual bank account. It states that the individual bank account is used for business purpose. It should be drafted with official letterhead and signed by the owner/director on a duty stamp.
  3. Audited financial statement of the company.



Submission of Documents



Expressions of interest and its complete dossier (the documents mentioned above) must be delivered by hand before November 14, 2018 to the following address:

Further Information



  1. Selection will be carried out through scoring system based on the completeness of supporting documents and physical assessment to vendors’ office/facilities conducted by IOM.
  2. Upon the selection result, IOM will notify both the selected and unselected companies.
  3. Any pre-qualified/selected companies or organizations would be registered to IOM vendor database for any future invitation to related tender opportunities.
  4. Pre-qualified/registered IOM vendors still need to submit quotation/proposal in response to any tender notices and to comply with quality assurance requirements, where applicable.
  5. IOM does not guarantee in any way to vendors, who completed and obtained a pre-qualified status, to be granted an award for any tender.
