RFP: CONSULTANT TO DEVELOP BASELINE STUDY OF COACHING FOR LIFE PROJECT IMPLEMENTATION IN NORTH, EAST AND SOUTH JAKARTA

Yayasan Sayangi Tunas Cilik – partner of Save the Children seeks Creative Consultant to develop baseline study of Coaching for Life Project implementation in North, East and South Jakarta.


Scope of Works

1.       Description/Background of Program

Yayasan Sayangi Tunas Cilik is partner of Save the Children - a leading child rights organization and has been working in Indonesia since 1976 with four main thematic programs, i.e. Health, Education, Child Protection and Child Poverty. Our work related to the Child Protection theme is gaining understanding and awareness from stakeholders and communities through various projects. With increased urbanization and high risk of violence against children - Child Protection in the urban context has become one of our key strategic issues. Save the Children is therefore committed to reduce child vulnerability rate through several engagements in urban context.  

Three percent (±10 million) population of Indonesia lives in Jakarta Capital City with 30% (±3.2 Million) people are children. Children lives with various high risks of violence side by side with the complexity of urban context issues. Poverty, lack of awareness, and low level of education are some visible support factor of escalated trend of violence against children in Jakarta. Poor implementation and not proper referral system also challenge for the community and children on facing the issues. Therefore, it is important to address this issue as important as children are our nation asset that will face the demographic bonus era.

On December 2013, Jakarta Government has declared the Child Friendly City. It is almost 4 years since the declaration and Jakarta still weak in child protection system implementation although we can see a lot of physical development as an achievements of child rights fulfilment. There is still limited touch for capacity and awareness development related to child protection. It is important as Jakarta is one of Indonesia barometer.

In 2018, Save the Children Indonesia supported by Arsenal Foundation will implement some interventions related to child protection development in two areas, North, East and South Jakarta. Good understanding of the local context related to child rights and child protection is important before project start-up. Save the Children is now looking for an experienced organization in Indonesia to carry out this study.
  
2.. Objectives of the Consultancy

The objective of baseline study is as follows:
  1. To make an assessment of child rights violations and vulnerabilities of children linked to health, education, gender and child protection issues and to analyse underlying factors
  2. To Identify and understand stakeholders/government program (short/long terms) related to child well-being development including how the existing child protection system can address child issues
  3. To identify gaps and opportunities of children and community development (especially related to child rights fulfilment) should be addressed by programming as well as advocacy or campaign.
  4. To provide concrete recommendations that can be taken by Save the Children to improve the child well-being in North, East and South Jakarta through Football for Resilience Program.  
  5. To establish baseline values in relation to the project indicators (as per the project log frame). See below for general project indicators:
  6. To establish baseline values for the indicators specifically related to the coaching for resilience component of the programme (to be finalised) using the standard Save the Children resilience measurement tool. 
  7. To screen potential project beneficiaries to be selected for project participation based on established criteria.

3. Geographical Coverage Study:

The baseline study will be focus in North, South and East Jakarta

4. Scope of Work and Focus:

The consultant is a research institution/firm. The consultant is expected to form a team for the baseline and manage the communications with YSTC team. Tasks and responsibilities of the consultants are as follows:
  1. Detailed methodology design with clear justification, and detail budget (fee and all operational cost) required to conduct the baseline study.
  2. Tools, sampling design, and sample size with clear justification as required by the methodology proposed. In the case of the coaching for resilience baseline the tool will be provided by Save the Children.
  3. Recruit, train, and manage baseline team including enumerators. Training on the resilience measurement tool will be carried out with the support of Save the Children.
  4. Be responsible for and supervise field operations including logistics, permissions to conduct the research, inform consent from individual and families taking part in the study.
  5. Collect, compile and analyze all data (disaggregated by sex, age, and disability), gathered and develop final report (including all findings and statistics). Analysis for the coaching for resilience data is to be carried out by Save the Children UK.
  6. The consultant is responsible for data management and quality control scheme apart from the data collected in relation to the coaching for resilience component.
  7. Presentation on findings and recommendations in mini workshop or small group; including discussion with project coordinator for implementations.
  8. Adhere to all relevant data protection regulations and laws when collecting, analyzing and sharing data (any data to be processed by Save the Children UK is subject to the The EU General Data Protection Regulation).
  9. Adhere to the commitment to child protection, gender equality and child participation. This includes relevant safeguarding considerations when collecting data from children and vulnerable people.
  10. Ethical clearance, up to date background checks and local government permit to conduct research/study
  11. Drafting the Infographic design of the program
  12. To keep all information provided by YSTCS as well as findings of the baseline study confidential and to hand over all data, raw or otherwise to Save the Children on completion of the assignment.

5.  Methodology:

The Baseline study will use of multiple methodologies. Both primary and secondary data collection, quantitative and qualitative will be used as well. Selected consultant will be responsible for designing the methodology to answer the objective of the study both qualitative and quantitative. The ethical clearance and local government permit is required prior to data collection activities.

6. Confidentiality:

All data collected during this baseline study will become the property of Yayasan Sayangi Tunas Cilik partner of Save the Children and will not be shared with other third parties without permission from Yayasan Sayangi Tunas Cilik partner of Save the Children.

7. Deliverable:

During the assignment of the selected consultant, Save the Children expects that the consultant will be able to produce following deliverables:
  1. Inception report to be submitted and approved by the person in charge (PIC) from Save the Children which should include:
i.      Study design
ii.    Sampling plan
iii.  Methodology
iv.  Data entry and analysis
v.    Tools
vi.  Timeline/ work plan for the evaluation
  1. Draft and Final Baseline Reports with page limit (approx.. 20 – 30 pages excluding annexes) to include:
  i.   Executive summary
  ii.   Background
  iii.   Objectives
  iv.   Methodology
   v.   Data analysis, interpretations, summary of findings, key discussion and recommendations to be presented in narrative, chart, and tables using descriptive and inferential statistics if needed
  vi.   Annexes which consist of any working papers, list of interviewed persons/ respondents, and other related documents especially from the data collection process
  1. Two printed and electronic copies (on CDs/DVDs/flash disk) of the final report in Bahasa Indonesia and English
  2. Electronic copies of final presentation including info graphic/slide presentation for stakeholders
  3. Power point presentation for initial and final presentation
  4. Infographic Design of the Program (draft version)
  5. All raw data material (transcript, tabulation, photos, etc.)

8.       Consultancy Profile:

  1. Proven as professional firm on conducting assessment and research and producing research report using qualitative and quantitative method minimum in the past 3 years
  2. Proven as professional firm that able to design qualitative and quantitative study methodology and instruments and has minimum 3 years’ experience (portfolio)
  3. Preferably researcher team in this firm has solid understanding on road safety, education and child protection issues and experienced working with children would be an advantage.
  4. Proven as professional firm on conducting learning session of organization or project
  5. Experience of working with participatory methodologies.
  6. Possess equal composition of qualified academic background, knowledge, experience and capacity to manage the baseline.
  7. Personnel in this firm has solid experience on writing documentary, story or event using popular written style.
  8. Has been involved at Save the Children’s project would be an advantage
  9. Available to meet tight deadline and budgeted fund
  10. Consultant firm located in Jakarta is preferable.

9.       Organization, Roles and Responsibilities:

The consultancy will be contracted by and report to Save the Children. Save the Children technical advisors/ staff will act as the advisory group for the research.

10.   Payment:

The consultancy fee will be paid in three instalments: 30% upon signing the contract, 30% when the inception report is approved and 40% when the final report is approved. The consultant(s) shall be responsible for covering her/his insurance and all taxes arising from fees paid under the Agreement (according to consultants(s) home country laws). 

11.   Application Requirement:
·         Cover letter
·         CV (maximum 3 pages; with references and portfolios) of each person who would be involved in the study
·         Technical proposal (maximum 6 pages) including scope of work, methodology and key study questions

Proposal should be submitted electronically by Friday, 16 November 2018, 5 pm Jakarta time at the latest to procurement.indonesia@savethechildren.org with Consultancy for Baseline Study of Coaching for Life Project as the subject of the email.

12.   Code of Conduct

Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant(s) and interpreters if applicable are bound by the principles and conditions of Save the Children’s Code of Conduct and will need to sign it before departing to the field.
A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables.
