Background
UCLG ASPAC is the largest regional section of United Cities and Local
Governments (UCLG), an amalgamation of International Union of Local Authorities
(IULA), United Towns Organization (UTO), and World Association of the Major
Metropolises (METROPOLIS). UCLG was
established on 1 January 2004 and is headquartered in Barcelona, Spain.
Following this unification, UCLG ASPAC was established in Taipei on 14 April
2004, as the new entity of IULA ASPAC. UCLG ASPAC’s Secretariat is based in
Jakarta, Indonesia.
UCLG is a worldwide association of local governments and the
officially recognized voice of local governments by the United Nations. UCLG
ASPAC has linkages to more than 7,000 cities and local governments. It
represents well over 3.76 billion people - more than half of the world
population - and incorporates economically fast developing countries such as
China, India, and Indonesia.
UCLG ASPAC is the key knowledge management hub on local government
issues in the Asia-Pacific region. It promotes democratic local government,
supports cooperation between cities, local governments and their associations,
and facilitates programs, network and partnerships to develop the capacity of
local governments and the associations. Moreover, UCLG ASPAC represents local governments
politically within the international community, and with the United Nations and
its agencies. It also promotes inclusive
societies which safeguard equality, social and economic justice, and
sustainable development. UCLG ASPAC is
engaged in all relevant thematic fields for nurturing sustainable development
comprising local economic development, climate change, disaster resiliency,
culture, strategic planning, decentralization, municipal finance, gender
equality, women leadership and empowerment and good governance.
Following the expansion of its Secretariat and to support the
increased cooperation of cities and local governments, UCLG ASPAC is inviting
professional and dynamic people to fill in the newly opened positions. UCLG
ASPAC is recruiting Program Manager for a one-year (1) period with
possibility of extension, based on satisfactory performance. The Post is assigned to
ensure that programs and projects managed and implemented by the UCLG ASPAC are
operated at the highest quality standard. The post will supervise and manage
Project Managers and will provide optimal support to the projects and the
project teams that will enable them to perform effectively, efficiently and
impactfully, as well as to help them document and report all of the projects’
results in a systematic and rigorous manner. With guidance and support from the
Head of Division of Strategic Services and Program, the Post will also develop
new program concepts and project proposals that will enhance the overall
organization’s program portfolios. The post will report directly to the Head of
Division of Strategic Services and Program.
Objectives:
- To be responsible in the oversight and management of all of the organization’s program and project portfolios;
- To be responsible for the provision of direct supervision and support to all of the project managers and project teams;
- To be responsible in ensuring quality program and project implementation and operations in all of the program management cycle, from the assessment through to the reporting phases, and in all of program management aspects, from technical through to contract and administrative issues;
- To be responsible for building, maintaining and enhancing good relations, network and partnerships with donor organizations, private sectors, government agencies and other key stakeholders;
- To be responsible for development of new program concepts and project proposals that will enhance organization’s program and project portfolios.
The Program Manager will be
supervised by the Head of Division of Strategic Services and Program of UCLG
ASPAC, and will be supported by relevant managers and/or
coordinator/officer. She/he will undertake the following tasks:
1.
Manage and coordinate organization’s program
activities, from substantial, administrative and financial points of view;
2.
Supervise, manage and provide technical
support to project managers and lead in the overall coordination of project teams;
3.
Provide direction and leadership in
advocating project objectives and in ensuring that all project teams and their
respective key stakeholders are well informed about projects’ goals, objectives
and activities;
4.
Ensure timely preparation and compilation
of the projects’ monthly and annual/quarterly work plans and progress/final
substantial and financial reports;
5.
Develop internal program/project monitoring
system that will ensure the quality of outputs and results with optimal
monitoring mechanism, and establish effective coordination, monitoring,
information sharing and reporting systems;
6.
Prepare monthly reports on the overall
program and projects of the organization based on the project teams’ reports,
analyzing and identifying their challenges along with recommending any support
and advice required for better management, planning and problem-solving needed
by the projects;
7.
Provide and/or facilitate capacity building
activities for the project teams to ensure quality performances and
implementation of the projects;
8.
Build, maintain and enhance
good relationships with relevant national and international partner agencies,
relevant developing program/projects;
9.
Develop concept notes and proposals for new
program and projects that will enhance and strengthen organization’s program
and project portfolios;
10.
Maintain minimum amount of concept note
and proposal ready for
submission to secure pipeline;

Compile data from projects and programs and develop
and maintain database of all of the programs and projects as well as database
of projects’ stakeholders and beneficiaries;
12.
Facilitate linking and integration among
the three projects to ensure

Perform any other duties as
reasonably required from time-to-time as assigned by the Head of Division of
Strategic Services and Program and/or Secretary General.
Qualifications:
v Education:
-
Preferable Master’s degree in international
development, social sciences, public administration and/or related fields ;
v Experience:
-
Minimum 8 (eight) years of professional experience in development
and/or humanitarian fields, and/or working in a similar position in an NGO and/or
an International Organization;
-
Experience in project management, planning and
implementation, familiarity with donor funded development project is an asset;
-
Managerial experience in the field of
development cooperation including in grant management;
-
Experience in
working in an international environment, respecting different cultures and
nationalities;
-
Demonstrated
experience working with local governments, multi-donor agency and/or
development partner.
v Language:

Fluency in
written and spoken in English and preferable in Bahasa Indonesia.
v Computer skills:

Advanced computer skills, particularly MS
Office.

Supporting Team
The Post will be supervised by the Head of Division of
Strategic Services and Program and she/he will have a close coordination with
other Head of Divisions, and supported by relevant managers and/or coordinators/officers.
