The Government of Indonesia recently applied an open selection system for senior career executive (JPT) positions in government agencies as part of efforts to implement the merit system. The Civil Service
Commission (KASN) is responsible for monitoring every step of JPT recruitment
process and the implementation of ethics code for ASN.
Meanwhile, recent findings have brought up concerns on the growing
support for radical and intolerant views within the civil
service. These could affect the civil servant’s commitments to deliver non-discriminatory public services.
Next year, approximately 1000 JPT positions will need to be filled. In
response, KASN is keen to incorporate radicalism and intolerance prevention in JPT selection process by training the candidates for the
selection committee (Pansel). Pansel JPT would be responsible to determine the
selection methods, develop the selection materials, and conduct the
administrative as well as competency selection of JPT.
In this regard, USAID CEGAH seeks an individual consultant to develop
training modules for Pansel, which includes, among others, profiling guidelines
and guidelines for developing JPT selection materials.
SCOPE OF WORK:
A.
Objective:
To develop guideline and training modules for the selection of senior career
executive (JPT) recruitment process. The consultant will produce two modules
that consist of: (1) profiling guidelines for Pansel candidates, and (2)
guidelines for developing JPT selection materials.
B.
Scope of Work:
Five (5) days:

Learn GoI policies
on recruitment of senior career
executive (JPT) and public service delivery
·
Review KASN
policies on recruitment of senior career
executive (JPT)
·
Interview and
discuss with KASN and other related agencies on policies on recruitment of senior career executive (JPT) and public
service delivery
·
Present findings
and initial recommendations on recruitment of senior career executive (JPT)
Fifteen (15) days:
·
Develop:
o Guidelines on Pansel selection for KASN
o Guidelines on recruitment
of senior career
executive (JPT) for the JPT selection team
·
Present draft of guidelines on recruitment of senior
career executive (JPT) to KASN and CEGAH
·
Refine the
guidelines based on inputs from KASN and CEGAH
Fifteen (15) days:
·
Develop training
module on recruitment of senior career
executive (JPT) for the JPT selection team
·
Present draft of the
training module to KASN and CEGAH
·
Refine the
guidelines based on inputs from KASN and CEGAH
Five (5) days:
·
Assist KASN in
preparing a pilot training on recruitment of senior career executive (JPT) for the JPT
selection team
·
Deliver the
training on recruitment of senior career
executive (JPT) for the JPT selection team
·
Write final report

Qualifications:
1. A professional
with at least 5 years of experience in training course development.
2. Demonstrated
knowledge of or experience with ASN management and CVE.
3. Firm understanding
of JPT recruitment process.
4. Prior experience
working with government clients is preferred.
5. Strong management
skills, and an ability to work with team or as an individual
