Monitoring and Learning Consultant (OSRO/INS/801/CHA)
FAO Indonesia is assisting the
Government to respond to the recent earthquake and tsunami in Central Sulawesi.
The aim of FAO’s emergency programme is to provide support to affected farmers
and fishers through the distribution of agricultural inputs (seeds, fertilizer,
hand tools), and fishing / fish processing equipment to help farmers resume
their livelihoods. Cash assistance may be provided to beneficiaries to ensure
continued access to nutritionally adequate and safe food. FAO Indonesia overall
contributes to the development of FAO’s field projects in the country and
implements them in the sectors of food security, agriculture and rural
development.
The Monitoring and
Learning Consultant will work under the overall supervision of the AFAO
Representative for Programme in Indonesia, the direct supervision of the Project
Manager and working closely with the Horticulture
and Fisheries Experts and National Field Officers. Specifically, the Monitoring and Learning Consultant will
carry out the following tasks:

Develop project monitoring, evaluation and learning
framework and plan;
·
Develop the monitoring tools (recording and reporting
forms) to be used in monitoring process;
·
Collect relevant data and information to
support project monitoring activities;
·
Prepare weekly and monthly reports on
beneficiary identification and selection, distribution of inputs and compile
transfer documents of inputs to the beneficiaries;
·
Conduct field monitoring of all stages of
project implementation;
·
Record relevant data and information to support the
evaluation and learning process from the project implementation
·
Prepare a final report on monitoring, evaluation and
learning
·
Performs other duties as assigned.

Minimum Requirements
·
5 years of
relevant practical experience with any foreign aided project or international
development organization of reputed multinational organization
·
Excellent computer literacy in MS Office
and computerized accounting
·
Skilled in procurement, store recording,
petty cash handling, logistics supports, developing filing systems and
reference materials.
·
Knowledge in general administration,
personnel matters, procurement, taxes, VAT and budgeting is essential.
·
Experience of working for, or in
cooperation with, government institutions and NGOs
·
Excellent organizational skills and ability to
handle volume of work in an efficient and timely manner. Ability to produce
high quality work under pressure and meet all deadlines.
·
Ability to work in a multi-cultural environment with
sensitivity and respect diversity.
·
Ability to work with minimum supervision.
