Available position in KOMPAK: Research Specialist

KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia’s efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
The Opportunity
The Research Specialist is part of the Research and Evaluation team and reports to the Research and Evaluation Lead.
This role will provide high quality research and analytical support to KOMPAK, carrying out significant pieces of mixed methods evaluative work and managing contracted pieces of work conducted by third party researchers.

Key Duties
  • Prepare concept notes and TOR for research and evaluative studies to be conducted in house and/or contracted out, including defining appropriate methodology, defining tools, data collection procedures and sampling, timelines and resourcing required for the work. These TORs and concept notes form the basis of evaluative studies for 2019
  • Lead on major pieces of research and/or evaluative work drawing on mixed methods. This includes: working with relevant KOMPAK teams to identify key research sub-questions and identifying from the outset how this information will be used and in what forums for what audiences; identifying, gathering and compiling relevant data and information through prepared survey tools (both qualitative and quantitative); analyzing data sets and conducting qualitative interviews as required with KOMPAK staff and or other parties involved; analysing the information and data. This will involve working collaboratively with the Data Analyst
  • Draft high-quality reports and/or pieces of research that present key findings, analyse these findings and provide strategic recommendations for the way forward. Work with implementation teams to ensure the presentation of information is aligned with the needs of key users and that the information can then be used by KOMPAK for advocacy and influencing purposes
  • Package analysis and recommendations in a range of user-friendly formats to make information accessible, understood by a range of audiences and used for various purposes – eg extracting information from major research to prepare summaries for the website, one-page policy briefs for policy dialogue, recommendations papers for GOI partners, updates to GOA and so on
  • Contribute analysis and written work based on research findings to be included in key KOMPAK deliverables and reports for GOA and GOI

Key Requirements
  • Master’s degree in a related field
  • At least 5 years demonstrated experience in qualitative and quantitative research design, implementation, analysis and quality reporting
  • Familiarity with issues of basic service delivery, local governance and decentralization in Indonesia demonstrated by experience working with development programs and/or with the Indonesian government
  • Well-developed facilitation and interview skills
  • Significant experience working with surveys and large data sets to prepare high quality analysis
