Project Overview and Role
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA 2) is a five-year program (2019 – 2023) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia. The program will build upon the achievements and results of Phase 1 (2013-2018), using a market systems development (MSD) approach to support inclusive economic growth in Indonesia’s agriculture sector.
PRISMA 2 will improve smallholder farmers’ competitiveness and access to new markets, better inputs, know-how and technology. It will aim to achieve a sustainable 30% increase in the net incomes of a further 700,000 smallholder farming households in Indonesia by 2023 (total 1 million farming households). The program operates in six provinces: East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Papua, West Papua and Central Java. 
 
Purpose
Under the direction of the General Manager of PRISMA-2, the HOP will be responsible for: the development and management of a portfolio which consists of sectors and/or cross-sectors. This position will lead and support a team of consultants in identifying market system constraints in a range of agricultural sectors, designing, and managing the implementation of interventions to address these constraints, and, together with the Results Measurement team, monitor and evaluate its successes and learning. The HOP will oversee a portfolio comprising up to 10 professionals who manage selected sectors across multiple provinces.

Responsibilities
This position will be expected to:
  • Manage and support one of the PRISMA-2 Portfolio Teams (consisting of Principle Business Consultants, Senior Business Consultants, and Business Consultants managing some sectors) on: intervention concept and intervention plan development; partner selection; negotiation and deal-making; contracting; implementation of interventions; and results measurement activities; gender mainstreaming at all levels. The position will be responsible for leading the development and implementation of gender strategies.
  • Specifically manage the key interventions that will be crucial to the success of the second phase of PRISMA.
  • Manage and supervise the Portfolio budget, its utilization, and associated fiduciary responsibility that comply with the donor’s (GoA) and managing contractor’s (Palladium) financial regulations and guidelines.
  • Provide supervision and quality assurance on the sector and intervention level documentations such as sub-sector Growth Strategy Documents (GSD), Intervention Steering Document (ISD), Project Management Tool (PMT); and practical experiences, lessons learnt, and case studies to strengthen the portfolio team’s capacity.
  • Manage the portfolio team members’ day-to-day activities, as well as professional development, including periodic performance assessment, and facilitation of capacity development Action Plans to assist staff members reach their full potential.
  • As a senior Head of Portfolio, act as an example to the less experienced HOPs and drive the cultural dynamic within the HOP team.
  • Be part of the Core Management Team (CMT) and engage actively in the CMT’s roles and functions.
  • Provide on-going support to the General Manager in developing implementation strategies and plans including the execution of these plans at the Portfolio and Program level. Engage actively in the development of appropriate tools to assist overall portfolio management.. Provide input and development of key project reports as required.
  • Collaborate closely with all other portfolios, units, and teams in PRISMA 2, including the GSI team, policy team, and the Results Measurement team.
  • Work closely with the Mentor’s-Hub in the development of sector strategies and other key program strategies including but not limited to GSI, nutrition, and environment. Provide input to the Mentor-Hub regarding the capacity development needs of individual team members to facilitate tailored CD Action Plans and team-wide mentorship.
  • Provide capacity building, and oversight to co-facilitator-led (outsourced) interventions as required (if any).
  • Be responsible for the relationship management to intervention partners, the provincial and district government, and other key stakeholders in the sector including but not limited to associations, the GoI, other development partners and DFAT as directed by the GM.
  • Travel to program target areas and other locations according to the needs of the intervention and program.
  • Other regular and ad hoc tasks and functions assigned within the CMT or by the General Manager that are relevant to the achievement of project goals. 
Requirements
Essential
  • A minimum of 5 years’ relevant professional experience.
  • An excellent understanding on the market systems development, business and financial analysis, political economy and knowledge on different development approaches.
  • Demonstrated professional experience in strategic planning, evidence-based decision-making, leadership, and mentoring to lead a multi-disciplinary team in a cross-cultural working environment and dynamic and learning cultures.
  • Having high level of curiosity, critical thinking, and the capacity to innovate and to convince others.
  • Excellent verbal and written communication skills in both English and Bahasa Indonesia.
  • Good understanding of Results Measurement and Learning principles.
  • Working experience in the private, public sectors, and or having exposure to agri-business in Indonesian and international context.
Desirable
  • Familiarity with international donor funded projects, its systems and requirements, DFAT in particular.
  • Having networks among public and private stakeholders in agriculture sectors and program target areas.
