Title                      :  Consultant for Research Assistant for the Scoping Study “Creating Spaces for Engagement between Citizens and the State”

1.     Background

Hivos with the support of Robert Bosch Stiftung will develop a Scoping Study to improve understanding of the nature of citizen participation in public service delivery in Southeast Asia. It will help the government, civil society and other relevant actors in addressing the gap between citizens and the state in terms of communication in the way governments understand and respond to the demands of their people. It will: 1) identify and map institutions and individuals working to promote citizen engagement, government response, research and technology in the country. 2) it will analyze the role of technology, social mobilization and enabling conditions for meaningful public engagement.

In 6 months, the study will provide knowledge and recommendations for public service reform and social accountability mechanism. The study will be implemented in Indonesia, the Philippines and Vietnam to get a better picture of countries that experience social accountability in a democratic setting and on a country that is relatively new for public participation. Given the context, the study contributes a very recent mapping on accountability actors and practices in Southeast Asia and learn from the role of technology and social mobilization improving public services.

 2.     Scope of Work

2.1   Scoping study preparation

·         Administrative support for hiring Lead researcher, In Country Researchers, Communication Expert, Program Strategy and Advocacy Expert.

·         To develop a timeline of the Scoping Study.

2.2   To support the development of a research proposal.

·         To assist lead researcher for administrative as well as content.

2.3   Organizing methodology and validation workshop, research training, and research dissemination event.

·         Drafting terms of reference, budget, and transfer request for the designated activities.

·         Contacting and inviting stakeholders.

·         Handling logistical arrangement..

·         Reporting and financial settlement.

2.4   Coordinating finalization of research report and printing

·         To assist lead researcher for the administrative task in finalizing the research report

·         Organizing the printing and publication of the research report.

2.5   Reporting

-                To assist in drafting narrative and financial reports for the Robert Bosch Stiftung.

3.     Deliverables

·         Contracts with researcher team, reviewers, communication and program strategy and advocacy experts.

·         Timeline of the scoping study.

·         Well-monitored series of scoping study activities such as methodology and validation workshops, research training, and research dissemination event in accordance with the scoping study plan (narrative report and financial settlement).

·         Printed and published research report.

·         The draft of narrative and financial reports of the scoping study.

4.     Timeline

The consultancy will work start from January to June 2019 with maximum total 20 working days.

5.     Knowledge, experiences and competencies

We are seeking an Indonesian person with the following qualities:

-          Have at least 2-year experience in conducting social research.

-          Have in-depth knowledge of governance, accountability, public participation, and the role of technology for better public service delivery.

-          Strong qualitative data analysis skill.

-          Good command of English.

-          Ability to demonstrate strong values on humanity.
