The Marine
Conservation Program Specialist is responsible to support day to day management and coordination for
implementing the Marine Biodiversity and Conservation work plan activities of
the USAID SEA Project to ensure the activities implemented within the defined
timeline. This will include, but is not limited to: coordinating
with SEA Project’s counterparts, partners and SEA Project team to undertake
required works for activity implementation preparation; monitoring implementation
to ensure activities are implemented in accordance to designed objectives and
outputs; tracking reports from partners and independently reporting the
activities [including minutes of meetings, and progress reports] undertaken
that meets SEA Project’s standards and requirement; and providing
recommendations and lesson learns for improvement. This is to ensure timely implementation of
work plan activities, reporting and improved approaches and implementation.
The Marine Conservation Program Specialist is also to support conducting assessments needed
in designing and implementing Marine Conservation work plan activities to
ensure activities are developed and implemented based on robust scientific
justification and evidence and best known practices. Specifically, the Marine
Conservation Program Specialist will work with the Marine Biodiversity Conservation
Advisor to support the Regional Technical Director and Program Coordinators in
North Maluku, Maluku, and West Papua for the implementation of activities
within the Marine Protected Area Component.
The Marine
Conservation Program Specialist will work closely with other Technical Advisors (Sustainable Fisheries
Advisor and Marine Policy and Governance Advisor), other Technical Leads, as
well as the COP/DCOP.
TASKS
The Marine Conservation Program Specialist specifically will, but will not be
limited to the following:
AMINISTRATIVE AND
REPORTING SUPPORT:
- Support tracking and management of project budget and resource allocations as planned.
- Coordinate with contractors and partners to ensure accurate and timely financial and narrative reporting of monthly, quarterly and annual activities.
- Participate in strategic development of project implementation, which includes developing work plans, TORs, budget plans, initiating communication and coordinating with MMAF, provincial/district marine and fishery offices and related agencies related to work plan implementation.
- Coordinate with MMAF, DKPs, SEA Project technical team and NGO implementers and others to coordinate project progress and report inputs.
- Draft workshop reports, handouts, status reports for review and finalization.PROJECT ACTIVITY SUPPORT
- Prepare planning documents, invitations to activities, and communicate with counterparts.
- Support technical events and teams in documenting as reporter/technical writer including drafting annexes, compiling data, taking photographs, creating diagrams, conducting analysis in both English and Bahasa Indonesia, as needed,
- Support timely implementation of work plan activities under the Marine Protected Areas technical approach of the SEA Project by coordinating any requested aspects of project activities under the guidance of the Marine Biodiversity Conservation Advisor
- Conduct background research (2ndary data), assist in the collection of first hand data from assessments and implementation, compile, conduct analysis and prepare technical reports.
- Liaise with NGO and GoI technical teams/staff for data exchange and coordination, collaboration
- Ensure that lessons learned and best practices are incorporated into activities and project design or adaptation.
- Engage with other relevant government agencies including other ministries and provincial or district agencies to stimulate better integration in planning and coordinating towards marine conservation, protected areas and sustainable tourism.
- Join field activities occasionally as technical support, observer, or field Specialist.
- Serve as POC for logistics/support/escort for contractors on assignment with SEA.
- Translate short documents or assist visitors, if appropriate/needed.
- Other related tasks, as requested.
QUALIFICATIONS
Education :
- Master degree in related field including fisheries, marine and coastal resources.
Work Experience :
- Has at least three years’ working experience in related field.
- Has experience in project support or management; coordinating and tracking multiple activities.
- Has experience working together with Ministry of Marine Affairs and Fisheries (MMAF) Republic of Indonesia, Ministry of Tourism and/or international organization involved in sustainable fishery, marine conservation, sustainable tourism or related field
General :
- Able to work under pressure and tight deadlines.
- High degree of adaptability to varied working environments and good interpersonal
- Able to work independently and in a team.
- Fluent in Bahasa Indonesia and professional proficiency in oral and written English. Good problem-solving skills.
- Good organizational skills, including establishing priorities and meeting deadlines
- Has ability to facilitate effective meetings and is active listener.
- Has high cultural sensitivity working with people from diverse backgrounds, beliefs, ethnicities, cultures, and nationalities.
