to new and evolving ‘drivers of change’ and the emerging context of
Indonesia as a ‘middle income country’.

position under Oxfam one programme approach with a real commitment to
gender equality and International aid and development background. This
post will be based in Jakarta for fixed term contract with possible
extension.

WHAT WE ARE LOOKING FOR:
COUNTRY GENDER ENGAGEMENT SPECIALIST (code: CGES 0518)

JOB PURPOSE:

To strengthen Oxfam’s impact in the area of Gender Engagement by ensuring
that, through working in partnership with a diversity of organizations, it
delivers on its goals of adding value in four key areas: linking and
convening, providing technical expertise and capacity development,
providing access to information, and channelling donor funds to partners
for high quality programme delivery.

KEY RESPONSIBILITIES:
To provide technical and advisory inputs to the development, design and
implementation of the Partner-Based Approach (PBA) for Oxfam in Indonesia.
The roles of the job holders regarding to this responsibility are:
In alignment with the Strategic Partnership Model and Oxfam Country
Strategy, provides strategic advice and guidance in Gender Justice related
programming and influencing for the country programme, ensuring that this
is reflected in both programming and influencing delivered in partnership,
as well as in humanitarian and other direct delivery programming
Influences, guides, and provides technical support for Programme Team in
all stages (identification, assessment, analysis, design, planning,
implementation, monitoring & evaluation) for country programmes, in line
with global standards, Oxfam’s programme standards, best practice, and
program quality strategy
Contributes to writing high quality proposals, concept notes, and donor
narrative reports for related programmes
Works collaboratively with programme quality and partnership head, to
ensure that cross-cutting approaches rights-based programming, and
achieving impact at scale, are embedded in Oxfam in Indonesia program
Works collaboratively across the organization to ensure that internal ways
of working are reflective of a Gender Justice approach
Supports and strengthens the technical capacity of partnership
organizations across all stages of the programme cycle using a variety of
appropriate methodologies, working collaboratively to agree capacity
development objectives, with the aim of both developing self-sufficiency
in Gender Engagement programming, as well as supporting partner
organization programme delivery to meet relevant quality standards
Develops strong relationships with key staff in partner organizations
working in the area of Gender Justice, and promotes regular dialogue,
access, and feedback to ensure that programme quality standards are met
Schedules and undertakes regular visits to Gender related programmes based
on clear and agreed terms of reference
Provides support to partner organizations on Gender Engagement related
staffing and recruitment, including providing assistance to draft job
profiles, and participating in selection and induction processes

To ensure women’s rights are the fulcrum of Oxfam projects and programmes.
The roles of the job holders regarding to this responsibility are:
Represents Oxfam and positively contributes to inter-agency and government
led forum on gender, taking a lead role and contributing to strategy
formulation where possible and relevant
Leads in developing and strengthening analysis and understanding of the
policy and institutional context as it relates to Gender Justice and
ensures that this understanding is reflected in programming and
influencing work
Works collaboratively with the Influencing Coordinator and Media and
Communication Manager in pursuit of Gender Engagement campaigning and
influencing objectives
Develops strong relationships with relevant institutional donors and
private sector actors and works collaboratively with the business
development team to mobilize funds in support of Gender justice
programming
Works collaboratively with the Knowledge Management Specialist to ensure
that learning in Gender is captured, created and shared both vertically
(global, regional, communities) and horizontally (across thematic areas,
peers, partner organizations) to create awareness for innovative and
cutting-edge practices and facilitate application to further develop
Gender engagement approaches in influencing, and development and
humanitarian programming
Supports the Head of Programme Quality and Partnerships in incubating and
developing new partner-led concepts and projects, and innovative and fresh
ideas to programming in Gender Justice, providing technical support and
linkages to key stakeholders both externally and within the wider
organization

Maintains a partnership portfolio in collaboration with Oxfam Affiliates
to generate oversight and to identify liabilities and risks associated
with engaging with existing and potential Women’s Rights Organisations.
The roles of the job holders regarding to this responsibility are:
Effectively manage risk to Oxfam’s reputation and ongoing business through
adherence to Oxfam’s due diligence and ethical policies when working with
new and existing WRO partners.
In cooperation with other units within country team, regional and global
offices, coordinate and ensures the establishment and use of a system to
monitor the effectiveness of strategic partnerships and engagement with
the WRO.

Responsible to ensure that the projects in Oxfam in Indonesia achieving
Gender Justice PIP as per the country strategy. The roles of the job
holders regarding to this responsibility are:
Contributes to writing high quality proposals, concept notes, and donor
narrative reports for GJ related programmes
Contributes to MEL strategy and implementation for GJ related programming
Leads in developing and strengthening analysis and understanding of the
policy and institutional context within Indonesia as it applies to GJ and
ensures that this understanding is reflected in programming and
influencing work
Works collaboratively with the Influencing Lead and Media and
Communication Manager in pursuit of GJ campaigning and influencing
objectives
Support other staff and partners to integrate gender engagement strategies
across the program
Monitor, analyse and support the program team using OPAL data to achieve
PIP as per the country strategy.

SKILLS AND COMPETENCIES:

University degree in women/feminist studies, sociology, international
development, social work or any other relevant field
Minimum of 4 years experience in design, development and management of
gender justice programmes including experience specifically in the area of
transforming women’s leadership
Highly developed understanding of the political and socio-economic context
in relation to women’s rights in Indonesia
Well developed understanding of protection principles, gender
mainstreaming and women’s rights, and experience in promoting women’s
leadership and decision making in areas of humanitarian and resilience
building
Strong interpersonal skills and a highly developed ability to work in
multicultural settings and with community groups of varying backgrounds;
developed capacity for tact, diplomacy and negotiation
Demonstrable experience in working with communities in humanitarian and
development contexts
Demonstrated capacity to apply a service oriented approach to working in
partnership and cross-functionally
Sound technical knowledge and experience of applying gender and
development approaches
Demonstrated capacity to work collaboratively in partnership with
experience of working with a wide variety of partners
Significant experience of gender and protection within a humanitarian
context
Solid track record of securing and managing funds from institutional
donors such as DFID, EU(ECHO), DFAT, SIDA, OFDA, and UN
Solid experience of writing high quality proposals and concepts notes
Mature understanding of transformation derived from direct experience in a
development and/or humanitarian context
High level of influencing skills with proven ability to establish
credibility at all levels
Well developed analytical and strategic planning skills with the ability
to influence the wider country programme strategy
Sound understanding of programme management with experience across a range
of program types
Demonstrated experience in building capacity for gender justice
programming in partner organizations
Excellent communication skills with fluency in written and spoken English
and Bahasa Indonesia
Computer literacy particularly MS Office and e-mail usage
Fluent in verbal and written English and demonstrated experience
communicating in these languages with a variety of audiences

II. Strategic and Technical Enablement

1. Ensure quality of programs by enabling the ‘foundational elements’ of:
- Inclusive design
- Systems and process are in place to manage information, knowledge,
learning and assessing programme performance through established KPIs
- Understanding knowledge management, its retention and utilisation to
sharpen programme focus areas and organisational impact
- Contribute to impactful induction and orientation of new staff and other
stakeholders as relevant
- Monitoring, Evaluation and Learning (MEL)
- Social accountability
- Ensuring fair and equitable use of equity of data utilisation and
outcomes which respects and protects the rights and dignity of programme
participants and Partners.
- Ensuring the use of digital technology to create awareness of rights and
entitlements, and hold duty bearers accountable (are met through people,
systems and appropriate ‘ways-of-working’).

2. Ensure cross-cutting elements of Rights Based Approaches (RBA are
adopted within projects/programmes and MEL approaches), Influencing and
Gender are integral elements of all of Oxfam’s work

3. Projects/Programmes can demonstrate `evidence-based impact’ with a
special focus on the realisation of Women’s Rights and those of other
priority groups and individuals
- Inclusive design through partnership approaches informed by women,
community members, and households
- Ensuring systems are in place, which includes relevant indicators to
assess and demonstrate realisation of rights, especially by women
