Planning and Monitoring of Contributions of Indonesia’s Non-State Actors to the Sustainable Development Goals

Background
In the framework of the Bilateral Government Negotiation between the Republic of Indonesia and the Federal Republic of Indonesia in July 2017 in Jakarta both sided agreed to jointly assess options for a potential cooperation in the field of planning and monitoring the Sustainable Development Goals (SDGs) in Indonesia.

Based on this arrangement GIZ prepared a project proposal, which foresees the following areas of assistance:
1.     Supporting the SDG-Secretariat in fulfilling its mandate to coordinate and assist the 17 SDG-Working Groups within the four conceptual pillars – Economy, Environment, Social Affairs and Governance – in preparing the National Road Map 2030
2.     Advising four Provincial Governments  in establishing Multi Actor Partnerships and the preparation of Regional Action Plans 2019 – 2023, namely:

a)     West Sumatra
b)    North Kalimantan
c)     Gorontalo
d)    East Nusa Tenggara

3.     Supporting the counterparts in designing a concept for monitoring the SDGs and in the knowledge management in relation to lessons learned
In all above mentioned interventions GIZ would provide assistance and capacity development to all involved stakeholders from Government, civil society, academia and philanthropy, mainly in form of:
a)     national long term advisors
b)    backstopping by national and international senior advisors
c)     contributions to workshops, seminars, conferences, study trips, publications etc.
As part of the above framework, the project shall provide assistanceto BAPPENAS, the SDG-Secretariat and the four stipulated Provincial Governments in identifying the most appropriate conceptual design and mechanism to plan and monitor the contributions by Non-State Actors to the SDGs.
For that purpose, the project will recruit an Indonesian short-term expert for Planning and Monitoring of Contributions by Non- State Actors to the Sustainable Development Goals, which will be responsible to attain the following objective and activities.
Objective
Through the support of the project, Bappenas, the SDG-Secretariat and the four stipulated Provincial Governments shall receive a coherent proposal for a conceptual design and mechanism for planning and monitoring contributions by Non- State Actors to the SDGs.
Therespective analysis of the policy context and the proposal for a design and mechanism shall be systematically elaborated and documented.

Tasks
To achieve the Objective, the expert is required to the following activities:
§  Elaborate the expectation and interest of the SDG-Secretariat.
§  Study and analyze the Indonesian rules and regulations relevant to the contribution of Non State Actors to SDGs.
§  Identify relevant (sub-)groups of Non-State Actors (NSA) on national level as well as within the four stipulated provinces, analyze their socio-economic situation, as well as their interest and contribution to the SDGs.
§  Asses the NSA in the pilot provinces on their contributions to the SDGs.
§  Identify and analyses the main characters of existing monitoring systems implemented by each NSA, if available.
§  Develop a coherent monitoring design and mechanism for the NSA to monitor their contributions to the SDGs and discuss it with the NSA representatives.
§  Asses and discuss the interest of the NSA in the pilot provinces on a joint working media platform (e.g. internet application) to document the NSA contributions to the SDGs.
§  Document all results and findings in a brief report and present it to the SDG-Secretariat.

Before taking the above activities the expert needs to study:
§  Existing concept, targets and implementation strategis of SDGs in Indonesia
§  The available documents and information on the status of NSA and their role in relation to the SDGs in Indonesia.
§  Relevant international lessons learned and best practices which might be of relevance for the Indonesian context (via desk study)
In carrying out the above activities, the expert has to work closely with the SDG-Secretariat and other key stake holders.

Work Process Required

Output or deliverables of this assignment will be as follows:
1)   Agreed upon Work Plan for the assignment.
2)   Concise notes (bullet points) on all conducted meetings are taken.
3)   Completed documents:
§  Conceptual Design (including visualization of relevant time lines, interfaces etc.)
§  Monitoring Design and Mechanism for the NSA
4)   Supporting documents for M&E requirements are collected.
To conduct the tasks, the consultant is expected to visit the described pilot provinces (and maybe others, if required) within Indonesia and to participate at trainings, workshops, conferences etc. as deemed relevant by the Principal Advisor of the project.

Reporting

The expert will report to the Principal Advisor and consult him on all relevant matters.

Required qualifications, competences and experience qualifications
§  Minimum Master’s degree in relevant field of work (Agriculture, Economic, Sociology, Development Management, Public Policy);
§  A minimum often (10) years [SENIOR] experience of working in the field of development management (program planning and implementation, controlling, evaluation) preferably in international and government administration context;
§  Excellence experience in working/supporting with/to a national and regional collective action of multi-partnerships: government, non-government (civil society, academia, philanthropy and business) and international organisation;
§  Good analytical skills, strategic thinking, and smart networking;
§  Good organisational skills, results-oriented and independent implementation of tasks;
§  Fluency in writing, reading and speaking in English and Indonesian, knowledge of German language will be an advantage;
§  Excellent verbal and written communication skills and a confident journalistic style that is suited to the target groups.

Professional experience

§  Proven track record in development management;
§  Extensive experiences in working with government institutions and non-state actors on the development program;
§  Experience in maintaining a close and good relation with NSA as well as withGovernment institutions (at central and sub-national level).
