SOCIAL PROTECTION LEGAL AND INSTITUTIONAL FRAMEWORK SPECIALIST

The role
Join MAHKOTA (Towards a Strong and Prosperous Indonesian Society) in Jakarta to play an integral role in conducting a gap analysis in the legal and institutional frameworks and recommend the legal and institutional framework needed to implement the proposed recommendation as described in TNP2K Social Protection Strategy Publication. This position will work closely with the National Team for the Acceleration of Poverty Reduction/TNP2K (ministries) and other stakeholders with support from other internal units of TNP2K Secretariat and MAHKOTA team.

About you
You will be a motivated and proactive Social Protection Legal and Institutional Framework Specialist with the right combination of talent, energy and a commitment to technical excellence. You will also have:
·       Advanced university degree in Law or related to law issues
·       At least 5 years’ experience as a legal and/or institutional adviser of national government program, in the field of social protection/assistance is desirable
·       Some experience related to conducting legal and institutional framework gap analysis
·       Experience in conducting analytical policy making process and program implementation, as well as providing technical advisory services are essential; advanced practical experience in dealing with institutional design and implementation issues, of national government program;
·       Knowledge and experience on Indonesia’s social protection/assistance programs as well as Indonesia’s administration system is an advantage.
·       Proven record of strong client relations, with ability to work in sensitive situations, challenging policy environments, and within GoI institutions / ministries;
·       Demonstrate strong interpersonal skills, including to effectively communicate internally/externally; to share information with colleagues, clients and the management; and to provide prompt and quality response to client requests;
·       Dedication to work in teams. Able to work very effectively with a range of government and non-government agencies; a strong record of working across organizational boundaries is required.
·       Proven excellent presentation and writing skills, including working with time constraints in the preparation of high-quality documents;

Remuneration
A competitive salary package will be offered to the preferred candidate in line with local Indonesian labour laws.
