CRS Indonesia Seeks PSEA Consultant

CRS has been supporting program activities in the Indonesia since 1957 and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners and communities throughout the country. The Indonesia country program has a diverse funding base with projects in food security and agricultural livelihoods, emergency preparedness and response programs, disaster risk reduction and capacity building program for partners.    

CRS Indonesia seeks to engage a Legal Consultant for one/two weeks in January 2019 to review the legal and policy landscape of Indonesia regarding the protection of people against sexual abuse and exploitation (PSEA), and other related issues (for example, but not limited to, protection of labour rights, gender-based violence, harassment, child protection, trafficking in persons etc.). The Consultant will report to the Program Manager of the Strengthening Partners’ Protection against Exploitation and Abuse through Protection Mainstreaming (SP-PSEA) Program and liaise closely with other project team members as appropriate.

Description of Responsibilities:
The Consultant will be responsible for the following key activities in-country:
·         Review the national/sub-national legal and policy landscape, regarding laws, policies, regulations and practices related to PSEA and related issues;
·         Review labor law and jurisprudence/practice regarding vetting of staff and termination of employment;
·         Review the sub-national and community legal and policy landscape as above, in pre-identified areas of the country as appropriate, and provided by CRS;
·         Conduct a comprehensive mapping of actors and services being provided by both government and non-governmental actors related to PSEA and related issues.

Timeframe:
The Consultancy will take place starting no later than 13 January 2019, over two weeks, with a specific schedule of work to be shared by the consultant.
