Organization Background
CBM
is an international development organization whose primary purpose is
to improve the quality of life of the world’s poorest persons with
disabilities and those at risk
of disability. CBM works with partner organizations in low-income
countries to develop and ensure that persons with disabilities and their
families have ready access to affordable and comprehensive health care
and rehabilitation programmes, quality education
programmes and livelihood opportunities. Working with persons with
disabilities, CBM advocates for their inclusion in all aspects of
society, and for the inclusion of disability in international
cooperation.
Project Summary
Community Mental Health for Psychosocial Health, Livelihood and Emergency Resilience in the Province of Yogyakarta
(CEPLERY) is a 4-year community mental health project aimed to develop a community-based post recovery social rehabilitation model for
mental
health. The project was started in January 1, 2017 and is entering its
third year in 2019. Three districts were chosen to be the project work
area, ie. Kulon Progo,
Gunung Kidul and Sleman. In each district, the project works on primary
health center basis, meaning that the coverage of assistance is on
subdistrict level. The attachment to the primary health centre is due to
CBM work official MoU with the ministry of health,
however, the work is mostly developing a community based mental health
services from non-health sectors aimed to maintaining recovery as well
as a two-way referral system between health and non-health services. The
total assisted villages from these three
districts are 13.
The
main partner of this project is Pusat Rehabilitasi Yakkum (PRY), a
Yogya-based organization with extensive experience working
in community empowerment and disabilities (yet non-psychosocial
disabilities). This project marked the first experience for PRY to
contribute to mental health sectors and working with persons with
psychosocial disabilities and their families.
Stigma
is a great issue in the community, likewise, worldwide. Therefore, the
project aims to empower people with psychosocial disabilities
and their families to have better quality of life to maintain their
recovery. A twin track approach is applied by also conducting community
and stakeholders’ education on various levels. It is expected that
inclusiveness of persons with disabilities and social
rehabilitation model of services can be achieved by the end of the
project duration.
Project Objective
Overall Objective
The overall objective of this project is
to improve the quality of life for people with psychosocial disabilities in the project areas
Specific Objective
The Specific Objective of this project is “The establishment of a society who contribute proactively to comprehensive,
integrated rights based community mental health efforts in the selected districts in Yogyakarta
Direct beneficiaries of the project include:
1.
Persons with disabilities
2.
Families/caretakers of persons with disabilities
- DPOs and stakeholders from government offices and private sectors, subdistrict and villages
- Self-Help Groups
This
objective is to be achieved through 4 results embracing increased
knowledge, motivation, skills and opportunities for people with
psychosocial disabilities and/or
caregivers, relevant stakeholders, community organizers and Pusat
Rehabilitasi Yakkum (abbreviated as PRY) as the implementing
organization in this project. There will be up to 500 people with
psychosocial disabilities from Sleman, Gunung Kidul and Kulon Progo
directly benefiting from this project and approximately 5,000 people
with psychosocial disabilities in those 3 districts who will indirectly
be benefited by this project which will run for 4 years. In addition, a
wide range of stakeholders in the three districts
and even province to certain extent, will also benefit from this
project
Evaluation Purpose
The purposes of mid-term review are:

to look for relevance, between the plan, overall strategy and achieved results; to identify strength and weaknesses;

to develop recommendations to influence a better implementation in the remaining years of project duration;

to establish lessons learnt and identify future challenges;
-
to collect specific success stories and/or examples of good practice.

to
improve overall management of the project; to develop recommendations
for the future focus, and for enhancing its organisational
structures, core activities and operations.
As a mid-term evaluation, its results are expected to benefit:

Project
partners – in better understanding the impacts of the project, improve
areas that have been identified as requiring attention
to strengthen project quality, and to share with other stakeholders and
project beneficiaries as a form of accountability and shared ownership
of project outcomes

CBM
- in confirming its partner’s program accountability, developing
evidence on the impact of the project, support partners in any
improvements, and sharing good practices on CBID and livelihoods with
relevant audiences
Primary Methodology
Mid-term evaluation of this project will use mixed methodology either quantitative and qualitative
(Participatory, Qualitative, with limited quantitative).
According to the evaluation questions, the mixed methodology could
allow the evaluation team member to identify comprehensively
the project implementation effectiveness and impact/changes in
community. This methodology is also expected to identify how is project
is relevant to the existing priorities and context. The evaluation
matrix below could be a guideline to develop detailed
strategy on the methodology

Tasks and Responsibilities

Qualification

Solid experience in conducting “Development Project” research, baseline and evaluation

Good knowledge in inclusive disability and mental health and/or community mental health will be an advantage

Demonstrated fluency in English

Demonstrated ability in comprehensive report writing

Good interpersonal skill, communication and cultural sensitivity
