1. Background
The early
voters (17-35 years old) source most of information online through social media
and news feed such as Instagram, Facebook and LINE Today.. Many of contents that
are accessible online, indicate discrimination against minority groups as well
as promote intolerant attitudes. Those contents are often posted in a form of
hoax or disinformation provoking debates among the internet users. The
dissemination of hoax contents online express discriminative tone and often
incline to hate speech messages. Several research reports suggest that young
people are vulnerable to be exposed by intolerant messages either online or
offline.
To
anticipate the effects of political contestation in 2019 on early voters, Hivos
initiates an anti-hoax project. The project aims to effectively stimulate young
people’s critical media literacy skills through a self-learning platform. The
project has undertaken a mapping study to analyze current landscape of hoax
prevention and to understand insights from young people as native social media
users. The mapping reveals that reliable news websites are irrelevant for young
people. Youth do not source information from legitimate news channels. They
only consume information that appears in their timeline, feeds or inbox. They
are not aware on how the information are served or popped up on their feeds.. On
the other hand, they are more curious and evaluative in assessing social media
contents although they never know and stumble into any fact-checking platforms.
The youth we have been interviewed confirm they perform a self-driven
fact-checking through platforms like Youtube and Google. Because they prefer
audio-visual contents than textual ones, Youtube becomes their most favorite
destination in finding first-hand information/contents. Align with the
project’s assumption, youth also verify information through discussion with
their peers and senior students.
The mapping
result provides actionable points for developing learning guideline and
platform process. The guideline will act as the main reference of principles
and methods. It will be translated into several audio-visual materials (game,
video, infographic, etc) to facilitate the students’ learning process.
Following the Human-centered Design approach, the guideline and material
development will involve a design thinking workshop with targeted students.
Then it will continue with writing process, consultative feedback meeting with
experts and advise the learning kit technical production
2. Objectives

Objectives of the activities are :
- To co-create the learning materials with students as targeted users
- To formulate a solid framework of critical digital literacy learning process
3. Responsibilities and Deliverables
The
Consultant Responsibilities are :
a.
Facilitate the students workshop with
Human-Centered Design approach.
b.
Create the critical digital literacy
learning guide based on the mapping result and UNESCO’s Journalism, Fake News
and Disinformation Handbook.
c.
Collect and Provide relevant resources
to support discussed topic.
d.
Generate practical brief to guide the
learning materials production.
Deliverables
for this activities are :
a.
Prototypes from the Human-Centered
Design workshop
b.
Critical Media Literacy Learning guide
consists of:
i. Key concepts;
ii. Learning goals;
iii. Learning
steps;
iv. Evaluations;
v. Supporting resources and documents
4. Timeline
The consultant will work for maximum 20
days. The development process will be carried out from January 21th - February
18 th, 2019.
5. Requirements
We are seeking Individuals or
organizations with the following qualities:

Have
a 3-year minimum experience in developing participatory and creative learning
guidelines, modules, and educational materials
-
Knowledgeable
about digital/media literacy and internet governance subjects
-
Experience
in developing digital/media literacy module is a plus
-
Demonstrate
capacity of developing educational modules or guideline for youth
-
Present
project portfolio comprising minimum three (3) relevant projects.
