BACKGROUND
The Government
of Indonesia (GoI) has mandated KemenPAN RB through the Law Number 25/2009 to
develop the Public Service Information System (Sistem Informasi Pelayanan Publik/SIPP). SIPP serves as an
electronic platform that aims to provide comprehensive and timely information
about public services. The website, which is accessible at sipp.menpan.go.id,
consists of information regarding the procedure of government services,
standard of services (including the cost and timeline), and many others. SIPP
is also integrated with other services, including the public complaints
management application, SP4N-LAPOR!
In the past two
years, CEGAH has been supporting KemenPAN RB to develop and promote SIPP to
local governments to input data of their public service into SIPP. The
application has been officially launched by MenPAN in July 2018. Up to early
November 2018, 294 agencies have inputted their information of services into
SIPP. To measure
and assess the functionality, user-friendliness, completeness of features, and
the need of further enhancement of the SIPP, CEGAH will
support KemenPAN in reviewing SIPP. In this regard, USAID CEGAH seeks an IT consultant to review SIPP
application and provide recommendations for its improvements.
SCOPE OF WORK:
A. Objective:
To review SIPP as a "one
stop" data / information provider service and provide recommendations for refinements and
improvements with regard to security, user-friendliness, functional compatibility,
and completeness of features. The consultant should also provide
recommendations on the necessary improvements for the application.
B.Scope
of Work:
1. Three (3) days:
- Learn the technical documentation of SIPP
- Conduct initial meeting with KeMenPAN-RB and USAID CEGAH.
- Create workplan for the evaluation implementation.
2. Fifteen (15) days:
- Conduct an evaluation of the security aspects of SIPP, including the governance of the application, infrastructure, and network.
- Conduct an evaluation of SIPP’s user-friendliness from the administrator, information provider and user/society perspectives, involving at least five (5) users.
- Conduct an evaluation of the functional compatibility of SIPP with the needs of the stakeholders.
- Evaluate the completeness of the features
- Identify and recommend appropriate mechanisms for the collection and prioritization of feature requests for inclusion in future SIPP versions from both public and government users.
- Provide a report on the results of the evaluation, including an executive summary.
- Provide recommendations to address all findings within SIPP.
- Present findings and recommendations to KeMenPAN-RB and USAID CEGAH
C. Deliverables:
- Work plan for the evaluation of SIPP
- SIPP evaluation report focusing on security, user-friendliness, features and functional compatibility
- Presentation slides
- Final report and recommendations
- A professional with at least 5 years of experience in providing information technology consultancy services.
- Knowledgeable and experienced in conducting information technology audits.
- Familiarity with public service.
- Prior experience working with government clients is preferred.
- Strong management skills, and an ability to work with team or as an individual
