WRI Indonesia is a national entity (Yayasan)
associated with the World Resources Institute (WRI), a global environmental
research organization that turns big ideas into action at the nexus of
environment, economic opportunity, and human well-being. WRI work with various
stakeholders in the natural resources sector to support policy and management
that are both profitable and sustainable. WRI has worked with leaders in more
than 50 countries for more than 30 years, with offices in the United States,
Brazil, China, Europe, India, and Indonesia.
Launched in early 2014, WRI Indonesia builds
on WRI’s 10-year history in the country focusing on forests and land use
governance, and strengthens our impact on the ground. In the short-to-medium
term, WRI Indonesia aims to expand its presence and portfolio to include
climate, energy, as well as cities and transportation programs.
About the Accountability Framework Initiative
The Accountability Framework Initiative (AFI)
is a collaborative effort to establish common definitions, norms, and good
practices for delivering on companies’ ethical supply chain commitments. AFI
key objective is to define norms and good practices for operationalizing
corporate supply chain commitments to eliminate deforestation and respect human
rights, thereby filling in vital detail that is missing from high-level pledges
and accelerating their implementation. The Framework is being developed by a coalition
of leading environmental and social NGOs in consultation with private
companies, government, and other stakeholders.
Overview about the position
One of WRI
Indonesia’s key objective is to shift the country toward safeguarding and
maintaining its natural forests while restoring a significant portion of its
lost and degraded forests and allowing sustainable production of key
commodities. We promote no deforestation, no peat, and no exploitation policies
(NDPE) throughout all major commodities supply chains such as palm oil, timber,
rubber, and cocoa. To further strengthen the cause, WRI
Indonesia is currently supporting the implementation of The Accountability
Framework Initiative (AFI) throughout the Southeast Asia region.
As the regional engagement lead, WRI
Indonesia seeks to (1) clarify the alignment of tools and the positions of
existing regional relevant initiatives; (2) engage priority stakeholders to
consult and co-develop elements of the Accountability Framework, as related to
the commodities and geographies of the Southeast Asia region; and (3) support
the application of this guidance by first mover companies and develop an
analysis of results to build capacity for the implementation of the Framework's
content by regional stakeholders.
The consultant position offered in this Terms
of Reference document is tasked to provide advice on strategic direction of AFI
in Southeast Asia region, lead high-level engagement with key stakeholders of
AFI, and envision road map for AFI and sustainable commodities production in
Southeast Asia region. The consultant will report to the Sustainable
Commodities & Business Manager of WRI Indonesia, coordinate with AFI global
secretariat and other consultants within AFI Southeast Asia regional engagement
team. The work will span for 1 year on deliverables basis with travel
responsibilities, probability of an extension, and focusing on deliverables as
agreed by WRI Indonesia.
Responsibilities
The consultant main areas of responsibility
will include the following:
· Provide
advice on strategic direction of AFI Southeast Asia regional implementation,
including engagement, implementation, and communication strategy, key
stakeholders mapping, and advice on strategic policy issues.
· Engage
with high-level stakeholders relevant to the AFI processes, including but not
limited to government officials, private sectors, civil society organizations,
think-tanks, embassies, and certification bodies.
· Provide
advice and contribute in the development of key concepts and core documents of
AFI.
· Provide
strategic direction for AFI Southeast Asia regional engagement team.
· Coordinate
with WRI Indonesia team working on commodities, and Rainforest Alliance team
working on AFI.
Qualifications
· Legally
able to work in Indonesia.
· Minimum
of 10 years of progressive professional work experience in development and
project implementation with at least 8 years of experience in managing
multi-projects, preferably in environment or land use topics.
· Master’s
degree in related fields
· Excellent
understanding of Indonesia’s land use issues and policies
· Strong
network of relationships with mid-to-high level government officials, private
sector working on commodities, CSOs.
· Demonstrated
the ability to successfully motivate and manage teams.
· Outstanding
ability to communicate clearly, passionately, and compellingly to a wide range
of audiences, especially high-level decision-makers from government, the
private sector, and civil society; both in Bahasa Indonesia and English.
· Candidate
must be self-motivated, detail-oriented and organized thinker with an ability
to juggle multiple priorities, handle assignments independently, and work under
tight deadlines.
· Ability
to travel, especially internationally.
Performance Standard:
· Work
plans are expected to be carried out in timely and satisfactory fashion with
minor supervision.
· Must
be capable of setting priorities.
· Ability
to work well with internal and external participants.
· Ability
to work well in group/team as well as working individually.
· Ability
& willingness to do business travel to meet project goals.

Recommendation on AFI Southeast Asia regional
engagement strategy on stakeholder’s engagement, communication and implementation
strategies.

Recommendation on key concepts and core
documents of AFI Southeast Asia regional engagement team.
·
Representing AFI Southeast Asia in workshops
& trainings for key stakeholders.
·
Representing AFI Southeast Asia regional
engagement team in high-level meetings, national and international events that
are identified as strategic for AFI.
