Indonesia is presently implementing its country strategic 4 (CS 4) covering
fiscal year 2017 to 2022, where the country objective has been defined as “to
identify and facilitate the removal of obstacles that prevent children from
enjoying their rights and participating fully in Indonesian society”. The
organisation’s purpose is to “strive for a just world that advances children’s
rights and equality for girls”. This goal will be achieved by providing
technical support and implementing quality programs and projects through
partnership. An effective and efficient communications strategy is a must for
Plan Indonesia to share the outcomes of these projects to influence different
actors, specially state authorities and to position Plan’s profile within and
outside at different levels – starting from community, sub district, district
to national, regional and international levels. Yayasan Plan

Director of Communication and Influencing Jakarta
Dimensions of
Role: The post holder is member
of the CMT (Country Management Team) , post
holder reports to the Executive Director of Plan International Indonesia. S/he
directly supervises two managers responsible for internal and external
communications program communications, as well as providing matrix management
to Advocacy Manager sitting in the Program team. The post holder is responsible for
overseeing an annual Communication & Influencing budget. Actively participates in initiatives within the
region and in Plan globally. The post
holder represents YPII in regional or global forums, networks, consultative
sessions or conferences as required. Typical
Responsibilities - Key End Results of Position: Strategic
leadership Lead the design,
review, changes and implementation of YPII’s strategy on advocacy, campaign and
communication, including branding. Lead in the development of YPII Advocacy
& Influencing strategy and coordinate the implementation of the strategy
with other units, especially Program team. Work together with YPII Program
Director and Executive Director to identify and drive forward new strategic
partnerships with key stakeholders, including private sector and the media. Work
closely with the CMT and Program Management Team to define Plan’s engagement in
national development strategies including SDGs. Advocacy & Policy Lead the
coordination with Program team to set up clear objectives and activities for
influencing, including advocacy, policy, campaigns, communications, and
partnerships links between project/program and organisational/flagship
advocacy/campaign. Work together with
Program Director, to ensure that YPII produces and publish robust policy
analysis, and high quality research based on our field experience that feeds
into national and regional discourse on child rights and poverty. Ensure
that YPII remains aware of and fully engaged with emerging trends and
initiatives, particularly related to improving the rights of children and young
people, both in Indonesia and at a regional level, particularly ASEAN, as to
support broader engagement and advocacy initiatives for Plan International. Help provide technical support to program and
project teams to develop and monitor influencing and advocacy strategy/plan.. Networking, Alliance Building and
Representation Lead
the coordination and collaboration with the various governmental ministries,
mostly at the national level; and supporting PIAs/PUs advocacy at the
provincial and district level. Establish and maintain
relationships with organizations and institutions in Indonesia in order to
promote visibility and public recognition of Plan in the country in line with
the Strategic Direction to work in Partnerships and Alliances.Leverage Plan works and experience in the
country, region and globally to position Plan as the practice national leader
on the intersection of gender equality, girl’s agency, protection and youth
economic empowerment. Support the Executive Director in a number of
external high level representational responsibilities for girl’s equality and
youth. Communications & Campaigns Lead
the design and ensure implementation of specific strategies/policies for the
communication with different internal and external audiences, including the
media. Lead the team to support and
facilitate the implementation of communication strategies in all working areas
of the organization. Provide leadership
in the design and implementation of public campaigns, in coordination with
Program team. Lead the conceptualisation and
production of annual reports, feature/case stories, project briefs, brochures,
AV materials and infographics on Plan’s work for various purposes. Provide leadership to support the Program
Department in projects and programs that work closely with media (e.g. youth
media groups, networks and platforms to share children’s work). Media
& Branding Develop
and maintain relationship with key media representative by facilitating and
arranging media interviews and media coverage in order to gain publicity and
better understanding to support Plan’s work for promoting the rights of
children. Ensure in-country
understanding and quality compliance with Plan’s global identity guidelines for
all communications and PR materials (print, audio-visual and electronic). Lead the work to raise Plan’s brand awareness by
defining Plan’s position in critical development issues focusing on equality for
girls and by developing key messages for communication to external and internal
audiences (communities, partners, key influencers, government, Plan staff,
media, and other stakeholders). Develop
and maintain the Plan International Indonesia Website and other social media
platforms for the yayasan. Provide support to program
communication and related activities and capacity building on communications
and media skills. People
Management To ensure Plan’s organizational culture and mission with
regards to Gender equality are embedded in staff behaviours and practices. To provide
leadership, coaching for results and support to individual development and
performance management of team members. To
oversee the delivery of effective capacity building support in the areas of
communication, advocacy and campaign, mainly to program staff and partners. To support
staff to understand organizational vision, mission, strategic directions, Human
Resource Policies, Child protection, CCCD, Gender Equality Policy, etc. To manage staff performance in line with
approved Plan Employee Appraisal standards and guidelines. The post holder
ensures smooth teamwork within and across and with different departments. Knowledge, Skills, Behaviours, and Experience Required to
Achieve Role’s Objectives: Sound
understanding of integrated development and humanitarian issues and critical
analysis of child poverty. In-depth
knowledge of child-rights programming and ability to conduct critical analysis
to challenges affecting achievement of child rights with focus on girls’
rights. Demonstrated knowledge in
leading strategic planning processes .Knowledge of effective participatory
Monitoring, Evaluation and Research systems and processes. Demonstrated track
record in driving change and enabling high performing teams, with the ability
to lead, motivate and develop others. Knowledge
of partnership and influencing processes, systems and principles, and the
ability to provide leadership and support partners and counterparts. Solid understanding of gender equality
integration in programs, personnel management, and office culture. Skills
Strong Analytical and problem solving skills; Exceptional conceptual and strategic thinking
skills Good Negotiation and influencing skills; Ability to conduct and integrate
power analysis; Excellent interpersonal
skills, including the ability to build relationships with stakeholders from
various sectors; Fluency in English and
Indonesian Excellent Written and
oral communication skills, including presentation and public speaking. Strong
team building and motivational skills; Leadership analysis/coaching skills; Strong inter-personal skills in a
multi-cultural environment; A proven track record in
successfully mobilizing resources across a range of institutional donors. Ability to provide leadership, communicate
effectively and build high performing teams that work together to achieve
goals. Ability to analyse information,
evaluate options and to think and plan strategically.
