CONSULTANT FOR EVALUATION STUDY ON CHILD CENTRED DISASTER RISK REDUCTION (CCDRR)

 
Yayasan Plan  International Indonesia has been working in Indonesia since 1969 for education, health, rights and protection of children. Plan supported tsunami and earthquake relief program and is currently implementing Disaster Risk Reduction program based on CCCD (Child-Centered Children Development). Plan Indonesia started implementing safe school program since 2007 and has developed strategy for implementing the program at both rural and urban contexts. Supported by varying donors, such as Prudential, Daewoo Mirae Asset, KOICA, DFAT, ECHO, SIDA (Swedish International Development Agency), Samsung, Nature Planet, GFFO, located in Rembang, Grobogan, Jakarta, Sikka, Lembata, Soe, Nagekeo.
 
In 2018, Yayasana Plan International Indonesia has conducted post evaluation study on implementation of CCDRR in Sikka and Lembata. Focus of study was to assess the results from Plan’s previous project and to check the level of sustainability. In this study, Plan Indonesia would like to extend the location for further assessed: Rembang, Grobogan and Jakarta. The contextualization of location between urban and rural will be compared to find the best approaches to implement CCDRR in both contexts.
 
In generally, this  study aims to see the impact of this project through evaluation aspect:
  • To assess the level of sustainability and impact on Plan’s CCDRR project in Rembang, Grobogan and Jakarta
  • Identify and document good practice, innovative approaches and learning on CCDRR and to identifying replicability
  • Analyze areas of improvement especially related target, methods of achieving objectives, institutional capacity in decision-making and project implementation
  • Assessing to what extent the changes at individual, family, community and government benefitted from CCDRR project based on Plan’s Theory of Change (ToC
  • To develop comparison between previous study finding for rural and urban context

Selection criteria for consultant
The research/evaluation has to be led by a high qualified research consultant with strong capacity in conducting gender sensitive study. Consultant interested in submitting a proposal should have the following criteria:
  1. Possess equal composition of qualified academic background, knowledge, experience and capacity to manage the study
  2. Excellent understanding Childs right and protection issues
  3. Have an extensive experience in managing studies in the context of Childs or human rights in area of gender
  4. Good knowledge of the study areas (climate change adaptation)
  5. Understanding of project management structures and change management concepts
  6. Excellent in report writing, both in Bahasa and English
  7. Experience of working with participatory methodologies
  8. Has strong experience in disseminating research findings
Submission
First step: Consultant send application to: Alam.Bakti@plan-international.org or Ajun.Khamdani@plan-international.org and ida.ngurah@plan-international.org  before 5 PM, 11 February 2018 by enclosing the following required documents:
  1. Organizational Profile (for institutional consultant) or a CV (for individual consultant).
  2. Proposal containing two parts:
    1. Technical Proposal comprising the description of proposed activities, methodology (sampling design, data collection technique), and implementation plan which includes study schedule and timeline for data analysis. The technical proposal should demonstrate understanding of study ethic, qualification of study team members and their CVs, as well as their roles in the study. The consultant should also describe her/his experience in conducting similar survey, and financial and technical capacity (in Ms. Words format)
    2. Budget Proposal comprising details of budget plan such as consultant and team’s fees, transportation, stationeries and other survey necessities. (in Ms. Excel format)
    3. Sample of previous research or survey report
Second Step: Based on received proposals, Yayasan Plan International Indonesia will shortlist candidates and invite them to present their proposals. Plan International Indonesia will afterwards proceed with selecting and appointing a consultant.
Only shortlisted consultant will be contacted for recruitment.
