“Global Alliances for Social Protection II” is a program that has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in 07/2018 until 03/2021 and is following “Global Alliances for Social Protection I” ending in 03/2018.
The aim is that “national and international reform processes are increasingly oriented towards universal social protection in accordance with the Agenda 2030” and the programme has to (field of action)
The program thereby acts as a facilitator between partner countries, German development cooperation and therefore uses appropriate learning formats to promote networking and the sharing of knowledge among participating countries from Asia, Africa and Latin America.
The program as part of GIZ’s GloBe division maintains its main office (project director, program component manager, junior advisor, financial and administrative staff) in Germany. Germany designed as decentralized global program for reaching out to partners and German Development Cooperation worldwide.
Being a global and decentralized program, coordination offices in Jakarta/Indonesia for Asia, in Pretoria/South Africa for Africa and in Mexico City/Mexico and Santiago de Chile/Chile for Latin America staffed with national experts are part of the programme’s structure.
The coordination office in Jakarta/Indonesia has two full-time positions for “Technical Advisors – Social Protection”. One position is filled by a more senior advisor, one position by an advisor that is professionally guided by the more senior colleague while line management for both is with the Programme Component Manager Africa/Asia based in Germany. Responsibilities
The Technical Advisor – Social Protection is
responsible for the following points. She/he will be
professionally guided by the “Technical Advisor (Senior) – Social Protection”
and will gradually take over more responsibility during the course of time:
- Supporting the design and implementation of learning and exchange formats for relevant stakeholders in the field of social protection in the program’s partner countries (e.g. Mexico, Indonesia, South Africa, Brazil, Chile, Ethiopia, India, Malawi, Pakistan, Peru, Philippines, Vietnam and others)
- Innovation and knowledge management as well as transmission of results to counterparts and other relevant stakeholders such as international partners and bilateral/regional German cooperation programmes
- Identifying of topics in the sphere of social protection that are relevant for regional partners that are interested in the program’s dialogue
- Identifying of and collaboration with potential new regional partners, that are interested in the program’s dialogue as well as maintaining and strengthening of existing partner relations
- Monitoring and reporting on recent developments in the sphere of social protection in the region
- Closely collaborating with other GIZ bilateral or regional programs in the region that are linked to social protection
A. Tasks
Based on
above-mentioned main responsibilities, the Technical Advisor will have the
following main tasks:
- Supporting development and implementation of technical priority areas
- Development of ideas and identification of topics based on needs and interests of the relevant counterparts of the programme’s partner countries and institutions particularly in Asia (including Indonesia, India, China, the Philippines, Cambodia, Vietnam, Pakistan, and Nepal)
- Support of research and study activities on topics relevant for the programme (e.g. productive inclusion, single-window services, adaptive social protection etc.)
- Technical preparation and summarizing of results of content (writing/ editing/ reviewing reports) in the context of learning or exchange formats (e.g. peer-to-peer learning workshops, webinars, conferences and other events) in cooperation with other team members and partners
- Methodological conceptualization of learning and exchange formats in close cooperation with other team members and partners
- Preparation of terms of references, selection and supervision of contracted third parties in carrying out program’s activities
- Strategic Networking and Cooperation
- Cooperation and regular exchange with relevant counterparts in [region], especially with social, labour, health and finance ministries, as well as related Government institutions, other donors and multilateral organisations as well as think tanks and research institutes active in the field of social protection
- Cooperation and regular exchange with German cooperation (bilateral & regional programmes) and international partner institutions relevant to the program with regards to topics and management structures as well as synergies and sustainability of the programme beyond the end of the programme duration
- Support of the development and management of a network between stakeholders of the program’s partner countries across different regions (Africa, Asia, Latin America and Europe)
- Support the discussions with national and regional partners on and the development of an exit strategy for the program
- Maintaining regular exchange to participants and/or their predecessors to follow up national level implementation of universal social protection approaches learnt from the exchange formats.
- Overall tasks
3.1.
Management and Coordination Tasks
- Support the Technical Advisor (Senior) in the coordination office Asia in the implementation of all mentioned tasks
- Development of project ideas and designs, and support of general project planning
- Logistical coordination of learning and exchange formats in cooperation with colleagues and partners
- Monitoring project progress in general and activities and impacts in particular; reporting back to the person in charge of overall program monitoring
- Development and implementation of the operational plan and activities of the program in close coordination with the whole team of the programme (coordination offices in Asia, Latin America, Africa and head office in Germany)
- Monitoring of project progress, reviewing reports and documents concerning the progress of collaborative programs, determining bottlenecks and recommending alternative courses of management action to the line manager
- Compiling relevant information for collaborative activities and missions
- Supporting work on communication and PR according to the programme’s and host country office’s needs
- Managing administrative and financial tasks in close collaboration with administrative and financial units in country offices and team in Germany.
3.2..
Knowledge Management
- Informing the team regularly about changes on leading and key relevant positions of counterpart institutions
- Documentation of exchange formats implemented by the programme focusing on knowledge sharing and circulation of lessons learnt
- Using online platforms such as socialprotection.org to share and distribute information and lessons learnt from the program’s events
- Preparation of reports (of meetings, workshops, etc.), presentation or audio-visual materials and publications that address different stakeholders (i.e. relevant counterparts’ ministries in the region, GIZ, BMZ, etc.)

B. Required
qualifications, competences and experience
Qualifications
- Master’s degree in economics, development studies, social sciences, social policy or another field related to social protection and social policy;
Professional
experience
- Minimum 3 years of professional working experience related to the field of social protection, e.g. in the following topics:
- Social assistance/social cash transfers
- Labour market policies and productive inclusion
- Identification and targeting of beneficiaries of social protection programs and management of data/information
- Single window services
- Adaptive Social Protection
- Minimum 3 years of professional experience in project coordination, event management, and management of professional networks
- Sustained experience in working within an international environment and dealing with international partners. Working experience with GIZ is an asset.
Other
knowledge, additional competences
- Importance of very good self-management
- Excellent analytical skills
- Ability to work independently and within a global team (Africa, Asia, Europe, Latin America)
- High interpersonal skills combined with very good communication skills
- Excellent command of MS-Office and professional experience in text writing, processing and editing
- Excellent command of English; good knowledge of German is an asset; basic knowledge of Spanish in an asset
- Very good working knowledge of modern telecommunication systems (video-conferencing, Skype, Skype for Business, etc.)
- Affiliation with online communication / communities and moderation of the latter
- Professional experience in the field of human and institutional capacity building and development
- Working experience abroad is an asset
