Hivos is an International non-governmental organization guided by humanist values.. It aims include structural poverty alleviation with a strong focus on civil society building and sustainable economic development. We provide financial and technical support for local non-governmental organizations (NGOs) and civil-society organizations (CSOs), and are active in networking, lobbying and exchanging knowledge and expertise. For its Hivos seeks qualified Indonesian candidates for the position of:

1.     Background

The Civil Society and Governance project is a continuation of a previous project led by Hivos which supported gender based violence (GBV) victims in Timor Leste. This project aims to strengthen the capacity of four local CSOs in Timor Leste to better and effectively advocate the rights of its citizens. In 2018, our local partners participated in a training for financial resilience, and during that training, they expressed great interest in exploring the idea of public fundraising as a means to improve organizational financial sustainability.

In regards to the above, Hivos wishes to assign a consultant or a team to work with our partners from Timor-Leste in providing training on public fundraising. Each partner organization has secured seed-funding for them to start their own public fundraising initiative, however the partners have little experience in this area and thus require guidance and a plan in order to implement their initiative successfully. The chosen consultant will work with the local partners in creating a proposal/plan for each organization to launch and implement their public fundraising initiatives. It is necessary that the chosen consultant works closely with the partner organization in coming up with this initiative, which that will become a source of income for their organization. The training will be conducted in Dili, Timor-Lleste ideally in March 2019. At the end of the training, each participant will have submitted their public fundraising work plan and proposal, and the chosen consultant will be asked to provide input and recommendations. Once launched, the initiatives will be monitored closely by Hivos.

2.     Objectives

a.       To strengthen the capabilities of our local partners in Timor- Leste in the area of public fundraising.
b.       To come up with a public fundraising initiative for each partner organization and create a work plan for the implementation of the initiative.


3.     Scope of Works
a.       Conduct a preliminary needs assessment of local partners and public fundraising context in Timor-Leste;
b.      Prepare training material and implement public fundraising training to local partners;
c.       Assist partners to create a work plan/proposal for their public fundraising initiatives;
d.      Provide input, recommendation, feedback on the work plans/proposals;
e.       Produce a narrative report and financial report during the consultancy period.


4.     Requirements
We are seeking teams / Individuals with the following qualities:
a.       Experience working with Civil Society Organizations in a low-resource country/setting. Understands the local context and the work that has been done there;
b.       Presents innovative strategies, tools, and suggestions that will benefit the partners in creating a successful initiative;
c.       In-depth understanding of capacity development training, especially on topics related to public fundraising and financial sustainability;
d.       Interest and experience in working with issues related to women empowerment, gender based violence, and human rights.

5.     Budget
The chosen consultant is expected to handle a maximum budget of USD 5,000 for the entirety of this project. This budget includes all expenses including the consultant’s honor fee(s) and meeting room costs, training materials, and other logistical expenditures (flights, accommodations). All expenses are to be reported in the financial report to be submitted to Hivos a month after the completion of the training.
Although the chosen consultant will be responsible for all aspects/logistics of the training, Hivos can and will provide technical assistance on matters involving venue and meals during the training.

Please be sure to compile all CVs into one document and send it along with one proposal if you are applying as a team..
An application without a proposal will not be accepted.
