A. Background
On the 28th of September 2018 a 7.4-magnitude earthquake struck in Central
Sulawesi, followed by several deadly aftershocks, a tsunami and soil
liquefaction, has left wounds. The earthquake epicenter was located at
0.18 South and 119.85 East, 26 km north to the Donggala Regency, at a
depth of 10 km (BMKG). Based on the location of the epicenter and depth of
hypocenter, the earthquake was resulted due to Palu Koro fault. According
to the observed fault movement, the earthquake was generated due to
deformation with a strike-slip mechanism (BMKG).

Indonesia president made a call for international aid assistance in
response to the emergency relief of earthquake and tsunami in Central
Sulawesi. In the aftermath of the disaster in Sulawesi, Oxfam in Indonesia
as international NGO and its partners decided to respond jointly, in a
logic of:

- Promotion of local humanitarian leadership, in line with Oxfam and
partners’ commitment to Grand Bargain and Charter for Change;
- Complementarity of capacities and expertise;
- Shared vision of a flexible, effective and localized response
- Compliance with provisions made by local government and adherence
to humanitarian principles of neutrality, independence and impartiality.

Oxfam in Indonesia has had humanitarian program since1998. It has however
, from 2006, gone through a period of transforming from being most
operational into preparedness capacity to respond where the most shifting
is in supporting partners in responses by doing emergency and preparedness
response project which focused on capacity building for all those
emergency response partners and building resilience project which focused
on capacity building in disaster prone area. Those two projects were
facilitated Oxfam’s partners to strengthen their capacity in management
emergency response, WASH, EFSVL, Disaster Risk Management (DRM), policy
influencing, community-based DRM, . However, there are remaining questions
as to whether this investment has paid off, particularly in the case of
national NGO partners.

B. Partnership Approach

In 2017, Oxfam Indonesia established the Humanitarian Knowledge Hub
(HKH)well known as Jejaring Mitra Kemanusiaan (JMK)which includes 16 local
humanitarian partners across Indonesia and led by Jemari Oxfam’s key
humanitarian Partner - Sakato - based in West Sumatra. JMK seeks to
empower partner’s organization of Rights is Crisis program of Oxfam in
Indonesia to build an improved networking among others. It is an
initiative that seek to bridge stronger links for the partner organization
by supporting a multi partners resource development and capacity
strengthening to foster local organization growth and sustainability
beyond project implementation.

C. Partnership in the ER Central Sulawesi
In September 2018, the JMK/HKH roaster was activated to respond to the
emergency in Central Sulawesi by seconding the staff to the Oxfam
structure in the first 6 months while preparing the platform to
independently lead the response from March 2019 to September 2020.

The involvement of the 12 members differs according to experience and
areas of expertise on project management, cross-cutting on child
safeguarding, WASH PHP, WASH technical engineer, WASH PHE engineer,
gender, food security, cross-cutting on disabilities and inclusion. Not
all partners to date will continue to implement the next phases of the
response.
To select organizations that will take part in the next phase of the
response (Mar 19 – Sept 20) Oxfam Indonesia will conduct a quick review of
the response coordination by the hub by:
· evaluating the organizational capacity of the JMK/HKH Steering
Committee & Secretariat
· assessing organizational capacity of each partner organization

The findings of the assessments will form the basis of a discussion on the
co-creation of partnership to ensure the emergency response in Central
Sulawesi maintains its quality delivery and its commitment to donor. A
workshop on the findings will be convened and pave the way for a future
Sulawesi response plan.

D. Objectives

The focus of these in sequence learning events will examine the key
questions:

1. How to capitalise on the findings of both the partner
organisations and JMK/HKH Steering Committee & Secretariat reviews to
strengthen the existing system and partnerships?
2. What should be the shape of the next JMK/HKH (structure, scale,
connectivity) and its partnership for ER Central Sulawesi implementation
to ensure a better quality response for the next programme phase?

These learning events will encourage partners to share and discuss further
and it will achieve the following:

· Partners understanding on important key response activities and
subsequent timeline
· Agreement on roles and responsibilities going forward
Consensus on future co-creation of JMK/HKH and its partnership for ER
Central Sulawesi implementation considering partner’s expectation,
capacities, transfer of knowledge and donor commitments.
